Actually I need help in trying to understand it also? It looks a bit like an advertisement for some Sci-fi movie, but this is what I found on Wikipedia:

Geil is a German and Dutch word for horny. It more often used by youth as slang to mean something along the lines of 'cool' or 'awsome'. The equivalent could be shown how many anglophone youths use the word 'mad' in slang term to describe something ecstatic.

Hm, I reckon this banner could be geiler?

Of course it's skyscraper related. I'm gonna break it down for you: Ludwig Erhard was the father of the Wirtschaftswunder, right now Germany's on the verge of another one and we all know that a more prosperous economy leads to more projects.

Well,

this banner is a symbol for the current german economy boom (what the father of the german Wirtschaftswunder in the 60's (economy miracle), Ludwig Erhard (†1977), finds really "geil" (cool)) what will hopefully bring us more skyscraper projects in the future!

This is art, it needs deeper interpretation and that is what makes it unusual and nice at the same time

The term "geil" is brought to our usual vocabulary by the biggest german boulevard newspaper "BILD" since it called everything about the football world cup concerning our german team and so on "schwarz-rot-geil" (black-red-coolfantasticfabulousandsoon) instead of "schwarz-rot-gold" (black-red-gold) and since the trainer of the football team of Mainz 05, Jürgen Klopp, has a "geil" style to analize the world cup games on german tv. Jürgen Klinsmann used this word very often, too.
