Email us your feedback at fd@bizedge.com As a child Dr Cecil Chao had always displayed a creative streak and even at a young age, the enterprising Chao had known that he wanted to become an architect. His reason for his ambition was simple enough — as an architect, he could branch into property development and rake in the big bucks. "If you become a painter, you don't earn much money even until you die. And if you are a fashion designer, not every designer can make it as the next Christian Dior or Coco Chanel; the odds are one in 10,000. Hence, I decided to be an architect," says the 70—something Hong Kong property tycoon. The son of the late Hong Kong shipping magnate Chao Tsong—Yea, Chao is the executive chairman of Cheuk Nang (Holdings) Ltd, a property development company listed on the Hong Kong Stock Exchange since 1988. Cheuk Nang is a property developer active in Hong Kong, China and Macau. Among its notable projects are Villa Cecil, Cheuk Nang Bridgeway Bay, Cheuk Nang 21st Century Plaza and Cheuk Nang Lookout. It is also undertaking a 1.3 million sq ft mixed development project in Cloane, Macau, and a 1.6 million sq ft mixed development project in Shenzhen, China. In Kuala Lumpur, Cheuk Nang is developing the 4—acre freehold Cecil Chao Centre coming up in Lorong Perak, off Jalan P Ramlee in Kuala Lumpur City Centre. The 1.05—acre phase one of the Cecil Chao Centre called Parkview 2—11 Luxury Suites was recently completed as a joint venture between Cheuk Nang subsidiary Martego Sdn Bhd and Mayland Pakview Sdn Bhd, a subsidiary of the Mayland Group. Chao, who was recently in KL for a grand customer appreciation gala for buyers of Parkview 2—11, shares with City & Country his plans for the second phase of Cecil Chao Centre. Targeting young urban professionals Parkview 2—11 Luxury Suites is a 40—storey building comprising 417 units. Units from levels 12 to 40 (322 units) belong to Mayland Pakview, while the remaining ones — from levels 2 to 11 (95 units including a 40—room serviced apartment) — are owned by Martego. The units have built—ups of 493 to 2,071 sq ft and are tagged from RM680 psf. Chao says the company has successfully sold all the units, with the developer now planning to have a 40—room serviced apartment. "However, our marketing agent Henry Butcher has asked us to open up another 10 to 15 more units for prospective buyers; therefore we will instead have a 30—room serviced apartment. "The 30—room serviced apartment will not only be profitable, but also provide training for our staff in preparation for phase two of 1,200 serviced apartments," says Chao. Phase two, to come up on a site currently being used as a car park, consists of two 25 and 50—storey towers. The two towers will have 1,200 units comprising studio, 1—bedroom, 2—bedroom and 3—bedroom types with built—ups of 600 to 3,000 sq ft. The site, with a gross floor area of 1.7 million sq ft, is next to the Parkview 2—11 Luxury Suites. Construction costs are expected to be about RM600 million. "I want to develop a true—blue six—star serviced apartment, [to make it] a landmark so that when people think of the Petronas Twin Towers, they will link it to Cecil Chao Centre. I've already received offers from five local developers to form a partnership for phase two," says a confident Chao. The target market for Cecil Chao Centre are mostly young urban professionals who work and play in the city as well as investors. Cheuk Nang has a track record of managing serviced apartments in Hong Kong. Its beachfront Villa Cecil development along Victoria Road, Pokfulam, in Hong Kong, comprises super deluxe apartments. It is made up of three phases, with the final phase currently under construction. On the status of phase two, Chao says the company is amending some of the plans, which will be submitted to the authorities for approval soon. He expects the phase to be completed in three years. Phase two will be priced at about RM1,200 to RM1,500 psf. "I believe that it will be highly sought—after as the project is located in the Golden Triangle. Land in KL city centre is scarce. The value can only increase because when land is taken up, you cannot create more," he says. Although Chao's current landbank in Malaysia is the Cecil Chao Centre site, he may tie up with local developers to plan for more projects. Chao recalls how the landscape in KL has changed from when he first purchased the plot of land for Cecil Chao Centre. "I purchased the land more than 20 years ago, when the Petronas Twin Towers was still a race course. Someone showed me the piece of land and I asked my good friend [Tan Sri] Robert Kuok, whether it was a good buy and he said it was. What happens next, we all know, as here I am." Asked on his views on the Malaysian property market, Chao says properties in the country were unreasonably cheap compared with the likes of Singapore and Hong Kong. "Even next to Bangkok and Manila, prices for homes in Malaysia are still relatively more affordable and I foresee much potential for prices to increase." Big difference Chao began his career in the Hong Kong Government Building Department and Architectural Office and was a former Hong Kong Real Estate Developers' Association director for over 20 years. He is not only a property developer but also a well—known entrepreneur in Hong Kong who has dabbled in investment and finance for over 40 years. There is a big difference between being a developer in Hong Kong and in Malaysia, he says. "Properties there are more expensive; they can cost anything from RM5,000 to RM10,000 psf, while average prices in KL are around RM1,000. One thing is for sure — buyers in Hong Kong are more enthusiastic. When I launch a project in Hong Kong, some 10,000 will line up to view it. Malaysians seem more keen on renting than buying," he says.

Phase II (The Central Tower)
Development Order of Phase II has been obtained. It is planned to build four residential towers with a total gross floor area of 1,708,648 square feet. The size of the residential units is ranging from 646 square feet to 4,067 square feet. Development Order has been approved by the authority. Construction work will be commerence after all the detail drawing and building plan completed and approved. Currently the land is now used as a temporary car park and entertainment center. The car park is operated by our own management team and the entertainment center is leased to a local entertainment operator.
