Best view you’ve ever had at the Rialto!

Any one that grew up or spent holidays in the Helderberg basin probably, at some time or another, went to see a movie at the old Rialto movie house, right on Beach Road in Strand, but a few steps from the beach.

Yeas, this is going to fill the ugly gap infront of Strand's main beach. I'd like to see street cafe's and night entertainment along Beach rd.

Award Winning Apartments Rise to New Heights



In a time of cutbacks, shortages and economic belt-tightening comes some great news for the property market - the award-winning Rialto Bay apartment complex is expanding!

Strand residents will be wondering what is happening with a semi-complete apartment building on the site of former landmark the Rialto Cinema, which has been stalled for two years since the former developer went out of business.

Scaffolding appeared on the 85 percent complete building this week, which has been bought by Clusten19 represented by local businessmen Andre du Plessis and Arjan Ockhuisen.

Du Plessis says: “We will upgrade and complete this building by November this year. We have given it the new name of 97 On Strand to reflect its rebirth as a hallmark of luxury, location and vibe. We are working with major local players, and are going to deliver a luxurious apartment building that will do its superb setting – one of the oldest beachfront sites of central older Strand – proud.”

The development will include 31 apartments on nine floors, with a large commercial space on the ground floor to be occupied by one or more convenience stores. All the units will have lockable garages, and the entrance is being revamped in keeping with the upmarket vision for the new building.

Abrie Jordaan of Somerset West-based Jordaan Architects says: “It is rewarding to work with the new owners and realise the full potential of the building and position. We are recreating 97 On Strand, bringing together an appreciation for the older Strand while providing its residents with a modern-day lifestyle, fully appreciating the all-round beauty of this very special environment.”

PPR Constructions is the new main contractor responsible for completion, under chief executive Pierre Uys.

The Somerset West-based Multi Projects Property Management Pty Ltd arm of Multi Projects will be running the body corporate management, tenant management and lets for owners who want to use their units for holiday accommodation, including furnishing options. Multi Projects chief executive, Monte Jordaan, says 97 On Strand is going to be a great addition to the Strand’s Golden Mile, and we see a bright future for it.

“Smith Tabata Buchanan Boyes are the lawyers and transferring attorneys on the project, and will ensure that the process of transfer of ownership of units in 97 On Strand is safe and secure,” says Jordaan.

“Beach Road in Strand is really the ‘shop window’ of Strand – and only the best properties should be on show along it. The development will be officially launched to the public and potential buyers in September, when there will be completed units for them to look at. Our aim is to have transfer of the first units by December, replacing what has been a long-term construction site with an appropriate addition to the Strand beachfront and its retail offerings.

“Strand Municipality supports the completion of this landmark building and the positioning of a new anchor retail tenant in the Strand CBD, since this contributes to the much needed renewal of the precinct,” says Ockhuisen.

Strand businessmen Andre du Plessis and Arjan Ockhuisen recently took on the semi-complete apartment building on the site of the former landmark Rialto Cinema in Strand, which had been stalled for two years after the former developer went out of business.

Renamed 97 On Strand, the building has been swathed in scaffolding as exterior plasterwork has been replaced, and mounds of rubble have been removed from the building.

Ockhuisen says that as with any project that is stalled for a while, the rumour mill starts working overtime.

“Exterior plaster was crumbling, so people thought the whole building was close to collapse. I have also heard rumours that the basement is flooded, and I know that Strand residents have been wondering what the source of all the rubble was.

“Andre and I are totally committed to quality and to delivering a luxury apartment building as befits such a prime site. We have replaced all the faulty exterior plasterwork, and also torn out walls that we did not think enhanced spaces, and enlarged windows to offer floor to ceiling views. The basement is completely dry and – unusually for apartment buildings – each flat will have a lockable garage in the basement plus direct access to the lift to the apartments.”

Du Plessis says: “We have also enlarged the entrance to the building, which now matches the stature of the apartments we are creating.”

Potential buyers will soon be able to see for themselves, as four show flats are almost complete and will be on show after the official launch.

“The previous developer kept promising delivery and putting it off,” Ockhuisen says. “We are committed to having this whole building complete by the end of October. We will be holding an official launch early in September, but in the meantime, prospective buyers can visit the 97 On Strand website, which provides all the relevant information.”

The apartments include one, two and three bedroom and penthouse layouts, ranging in size from 77 m2 to 185 m2 (or 94 m2 to 209 m2 if you include balconies). Prices vary from R1,295m to R4.750m, including VAT, transfer duty, and one lockable garage. STBB is the conveyancing firm on this project, and Multi Projects Property Management Pty Ltd will manage tenant management and lets for owners who want to use their units for holiday accommodation, including furnishing options.

Strand’s new block of flats, 97 On Strand, on the site of the former landmark Rialto Cinema in Beach Road, has now been launched and four show apartments are ready for viewing.

Local businessmen Andre du Plessis and Arjan Ockhuisen took on the apartment building, which had been stalled for two years when semi-complete, and have significantly upgraded it.

MC at the launch event was former Miss South Africa and Top Billing presenter Jo-Ann Strauss, who matriculated from Hottentots Holland High, and guests included Raoul Barenblatt, former owner of the Rialto Cinema, and Ward 83 ward councillor Dave Venter.

Barenblatt outlined the history of the location, where the original movie house was owned by his father from 1935 but burnt down early one Saturday morning in 1952 after a showing of Hans Die Skipper, to be rebuilt with modern conversions in 1980.

He said “The Rialto may no longer exist, but now a new, modern, beautiful building is in its place, and I congratulate Arjan and Andre on this lovely building, and wish them lots of luck for the future, which they certainly deserve.”

A commemorative sculpture of a movie camera was unveiled, which now graces the entrance area of 97 On Strand.

Venter provided some insight into what the council has in mind for the area: “I can remember coming to the Rialto in winter, when you got a cup of soup and a blanket to cover your knees. In the precinct opposite this building, which is supposed to house 130 traders but sometimes has up to 210, the number of traders will be reduced and moved into a focal area. Also, the sea wall, which was built in the early 1900s, will start to be repaired and upgraded from the next financial year. To upgrade the entire wall from Greenways to the Lourens River will take five years and will cost R27 million to R37m, and will take the form of an esplanade where people can walk and sit. The environmental impact assessment is being carried out and processes are being put in place, and we plan to start next year in the tidal pool area.”

Monte Jordaan, chief executive of Somerset West-based Multi Projects, said that since 1995 about 700 new beachfront apartments had been built in Strand.

“Since 2004, 472 new apartments have been completed on the Strand beachfront and most have been sold, with new potential buyers entering the market every month. If everything normalises as it should in due course, prices of beachfront apartments will recover substantially. People who think the market is going to drop further – I think you have missed the boat. At the current rate we will run out of available stock in the next 18 months – and from then on the pressure on prices will go upwards.”

Multi Projects Property Management Pty Ltd arm will run the body corporate management, tenant management and lets for 97 On Strand owners who want to let their units for holiday accommodation.

Everything has moved smoothly since Ockhuisen and du Plessis bought the building six months ago, and they foresee completion of 97 On Strand by December 1. They have agents on site at the building every day from 10.30am until 14 pm to show potential buyers around, and there are four furnished showflats on the fourth floor.

The 31 apartments include one-, two- three-bedroomed and penthouse layouts sized from 77 m2 to 185 m2 excluding balconies. The balconies wrap round corners, so that every apartment has views of the sea or mountains.

Prices range from R1.295m to R1.895m for two-bedroomed apartments, and from R3.2m to R4.75m for penthouses. There are also two one-bedroomed apartments each priced at R1.495m. All prices include VAT, transfer duty, and one shared lockable garage.

Four of the five shops on the ground floor have been taken, with negotiations taking place on the final one, and four of the apartments have already been sold.

Sectional title units on the Strand beachfront, especially those fronting onto the section of beach from the Strand Pavilion to the Lourens River Bridge, have for some time now been selling at substantial discounts to the prices asked when they were originally launched in the property boom.

At 97 On Strand there are still 22 units available, says Wouter Joubert, co-franchisee for the Rawson Property Group’s Strand franchise

In 2012, this building was bought in an incomplete state by local property developers Arjan Ockhuisen and Andre du Plessis, who continue to use the building’s design team, Jordaan Consulting Architects and the local contractor PPR.

The new owners have fitted out all 36 residential apartments’ kitchens with black granite counter tops and stainless steel ovens, hobs and extractor fans. They have also installed porcelain tiles in all the communal areas.

On offer now is a range of units varying from 79 m2 bachelor pads priced at R1.295 million to two and three bedroom apartments, including two 185 m2 penthouses where the top price is R4.75m.

“A typical two-bedroomed unit would have 82 m2 of floor area and the price is R1.495m. All the units have balconies and look out either across False Bay or inland towards the Hottentots Holland and Helderberg ranges. Many of the units also have storerooms and lock-up garages,” says Joubert.

“Security has been given a strong priority in this project, and includes access control to the foyer areas and rooms and the parking garages in the basement and on the first floor level. CCTV monitors have also been installed throughout the public areas.

New 97 On Strand apartments for sale

Residents and retailers are moving into 97 On Strand, in Beach Road, Strand, bringing the building back to life.


97 On Strand on the site of the former Rialto cinema in Strand. More than 50 percent of the apartments and 80 percent of the retail component have been sold.

The building is on the site of former landmark, the Rialto Cinema, and has already sold more than 50 percent of the apartments and 80 percent of the retail components.

One of the first to buy an apartment in the building was Ron Silke, who returned to live in the Strand after 43 years in Johannesburg. He grew up in the area, and his father owned another landmark on Beach Road, the Springbok Café. He says he bought it after seeing the photos and virtual tours online, but Arjan Ockhuisen insisted that he see it in person. "I did so, and this just confirmed that what I saw on the website was what I was getting, and I moved in at the end of March," Silke says. He works from home so uses one bedroom as an office, and says he loves the stress-free life and looking at the ocean. "I fret when I see more than five cars, because that is a traffic jam! It is a privilege to live here.”

Local businessmen Arjan Ockhuisen and Andre du Plessis completed and upgraded the building, and say they have found interest in it to be far above their expectations, taking into account the current recession. They also say while their cost to complete the building exceeded their budget by around 30 percent, most of this came from their own decision to overspend in order to deliver a state-of-the-art product to the market.

Ockhuisen says they have sold over 50 percent of the apartments and have a couple of sales pending. "The momentum is picking up nicely and people are realising that it is a very good investment and offers value for money." Three penthouses which are each triple-storey and 202 square metres in extent (187 square metres living area and 17 square metres balcony), priced from R2.9 million to R3.4 million, are also available, with a further penthouse already sold. The penthouses are 75 percent complete and Ockhuisen says they are leaving the remaining 25 percent so that buyers can select their own finishes.

The duo sold most of the apartments at full listing price, around R1.8 million for the 104 square metres (87 square metresliving area and 17 square metres balcony) sea-facing units and R1.5 million for 97 square metres (80 square metres living area and 17 square metres balcony) units facing Helderberg mountain (which owing to their wraparound balconies still have sea views). Almost all of the buyers paid cash.

Ockhuisen says 97 On Strand has attracted an assortment of buyers, young, old, international and local. Due to the fact there are only 31 residential units, he says it makes for a very cosy and friendly community. The first two buyers were South African, followed by a stream of international buyers from Germany, Holland, the UK and Asia.
