The so what is because Burj Dubai will NOT be finished first, and WILL be taller on completion, who really cares about their relative heights during construction.

I wonder when will the concrete that wraps up the slanting exterior colums will start dividing itself. It should have started by now.

I think it's thought to give rythm to the facade, but not included in the renders.
Looking close to the photos shows those are special cladding parts:
