Of course it was, and that only two pieces were sucked off from the entire facade is no big deal. It was obviously hit by a much stronger than usual wind.

Repairs for flats hit by flying windows
Hong Kong Standard
Friday, August 08, 2008

Swire Properties has started repairing the Kammuri storm- damaged windows at Westlands Court, but was tight-lipped on compensation for residents.

Some windows at One Island East succumbed to Wednesday's strong winds and were thrown into the seventh to 10th story flats across the street in Quarry Bay.

Swire has yet to identify the cause but "initial investigation points to malfunction of the locks," not the improper closure of the windows as originally speculated.

The company has hired main contractor Gammon Construction "to undertake all immediate corrective measures on-site, including inspections of [all] the windows to ensure their safety," a Swire spokeswoman said.

They have also "already sent different contractors to each of the four damaged units to simultaneously repair all the windows."

She said she was not aware of the need for any residents to move out while repairs are in progress.

apparently not for these winds, if the facade came crashing down
