lol ok I suppose they are not entirely random as it SEEMS to me that they want to redevelop the districts into hubs. Kwun Tong is having a 3 billion redevelopment project; Tsim Sha Tsui has always been part of the CBD; Tsuen Wan is exploding with Vision City... but then Taikoo Shing? I don't know. Quite random indeed!
