Malaysian navy to seek funding for ASW helicopters

Malaysia's navy has put its requirement for anti-submarine warfare helicopters at the top of a list of priorities, with the service planning to ask for funding for the procurement during the country's 2011-15 spending plan.

"ASW helicopters are a higher priority than maritime patrol aircraft or other aerial assets. We will need around six to operate with our new Scorpene submarines," says navy chief Adm Abdul Aziz Jaafar. "Money is tight and there are a lot of things that everyone wants, but we'll ask the government to put aside some funds in the 10th Malaysia Plan."

A competition is likely to begin around 2010 at the earliest, with the order likely to include an option for an additional six helicopters, say industry sources in Kuala Lumpur. The contenders are likely to include the AgustaWestland Super Lynx, Kaman SH-2 Seasprite, Kamov Ka-28, NH Industries NH90 and Sikorsky SH-60 Seahawk. "Whichever company can give us the better technology, the better it is for us," says Abdul Aziz.

The helicopters would eventually replace the navy's six AgustaWestland Super Lynx 300s and six Eurocopter AS555 Fennecs. The service retired a fleet of Westland Wasps in 1999.

"When you have ASW helicopters, you can work effectively with and against submarines. Both are force multipliers, and their sheer presence will undoubtedly enhance underwater and anti-submarine warfare capability. This is very conducive considering the fact that Malaysia has a large maritime area and vast economic potential that needs to be protected," says Abdul Aziz.

He adds that the service is keen on acquiring maritime patrol aircraft capabilities, with Embraer and Lockheed Martin having held informal talks with the Malaysian government about providing aircraft. "The reality is that this will be an expensive purchase and it is not really our highest priority. When we do go forward on this, we will work together with our colleagues in the air force to decide on the best aircraft."

Priority will also be given to the acquisition of unmanned air vehicles, which can also be used for maritime patrol missions along the Malacca Straits and the South China Sea. "We are giving a greater emphasis on UAVs as we feel that this technology will be useful for us. Again, we will work with the air force," says Abdul Aziz.

Singapore, Malaysia hold joint infantry exercise in Pahang

SINGAPORE : A 10-day joint infantry exercise between Singapore and Malaysia ended on Tuesday at Felda Keratong in Pahang.

The annual exercise, code-named "Ex Semangat Bersatu 08", is the 14th in the series of bilateral exercises and was conducted from May 4-13.

This year's exercise involved soldiers from the 3rd Battalion, Singapore Infantry Regiment (3 SIR) and the 10th Royal Malay Regiment.

The Ministry of Defence said the exercise, which began in 1989, underscores the long-standing defence ties between both countries.

The closing ceremony on Tuesday morning was jointly officiated by the Singapore Armed Forces' Chief of Army, Major-General Neo Kian Hong, and his Malaysian counterpart, General Muhammad Ismail Jamaluddin. - CNA /ls

Ageing Nuris to make way for Cougars

From Nuri to Cougar. The Royal Malaysian Air (RMAF) will replace its ageing fleet of Sikorsky S61-A4 Sea Kings, better known as the Nuri, with Eurocopter’s Cougar EC725.

Prime Minister and Defence Minister Datuk Seri Abdullah Ahmad Badawi announced this today after a honour parade at Wisma Pertahanan at Jalan Padang Tembak.

The Eurocopter Cougar EC725 is one of four types that were shortlisted by RMAF. The other three were the Sikorsky S92, the Agusta Westland EH-101 Merlin and the Russian-made Mil Mi-17 Hip.

The manufacturers of these helicopters took part in an open international tender at the last Langkawi International Maritime and Air Show.

It has been reported that the government is allocating US$600 million (RM1.93 billion) to initially buy 12 of the new helicopters for service until 2050.

Eight units are planned for the RMAF for the Nuri replacement programme, while the remaining four would go to the army.

Eurocopter chosen to replace Nuri

KUALA LUMPUR: The Defence Ministry is currently undergoing negotiations with Eurocopter Malaysia Sdn Bhd for its RMAF’s Nuri replacement programme.

Defence Minister Datuk Seri Abdullah Ahmad Badawi said that the Ministry had already sent Eurocopter a Letter of Intent (LOI).

“We have sent them an LOI, and we are in negotiations regarding the details.

“The Cabinet suggested new helicopters as the Nuri is already old, and has been involved in accidents, and there have also been deaths,” he told the press Friday after a briefing by officials on his first day at the Defence Ministry.

Abdullah, who is also the Prime Minister, and his deputy Datuk Seri Najib Tun Razak swapped posts last week, with Najib now helming the Finance Ministry.

Asked why Eurocopter was selected, Abdullah said that the Ministry would have “considered all the necessary specifications in the helicopters” before making a decision, but declined to elaborate.

On another matter, he also said that the Defence Ministry was ready to implement the Industrialised Building System (IBS) for the Ministry’s development housing projects.

“If IBS is used, there will be savings and the houses can be built faster and with guaranteed quality. It’s a very advantageous system,” he said.

Abdullah added that there were about 12 old camps currently which needed to be repaired or rebuilt in the Klang Valley and in Ipoh.

EC725 Cougar Helicopter Enhances Air Force's CSAR Capability

SEREMBAN, Sept 28 (Bernama) -- The government's decision to replace its ageing Nuri helicopters with Eurocopter's EC725 Cougar helicopters has been hailed as a most appropriate decision.

Marhalim Abas, a local defence analyst and independent editor of the Asian Defence Journal, said Eurocopter already had a strong presence in the commercial market in Malaysia and this would the first time that the company would be selling its military helicopter to the air force.

"Eurocopter had also supplied the Fennec helicopter to the police and navy. The company's helicopters are also being used by the MHS Aviation Bhd," he told Bernama.

He expects the EC725 to be equipped with weapons and navigation systems similar to those fitted on the EC725 units owned by the French air force.

This include the night navigation system, which is not available in any of the air force's current fleet of helicopters, he said.

Prime Minister Datuk Seri Abdullah Ahmad Badawi, who is also Defence Minister, announced yesterday that the EC725 would replace the Sikorsky S61-A4 Sea Kings or better known as Nuri.

It has been reported that the Malaysian government would acquire up to 12 EC725s.

Marhalim said several of the 12 helicopters could be configured and turned into combat search and rescue (CSAR) helicopters.

He was also confident that another tender would be opened as the 12 EC725s would not be sufficient to cater for the air force's needs, which would amount to at least 40 helicopters.

Eurocopter's representative in Malaysia for the EC725, Salleh Majid, said the helicopter had the speed and armour to enter into war zones as a CSAR helicopter.

"The EC725 is special as it has the ability to become a full-fledged CSAR helicopter and has the agility to move in and out of hot zones," he said when met recently.

He also said that the Nuri was only upgraded for search and rescue mission as it did not have the speed and armour required in a CSAR helicopter.

An industry source told Bernama that several international companies had bid hard to win the tender but it was clear that the EC725 was the strongest contender due to its ability to keep on flying even when running out of hydraulic oil.

The EC725 is an upgraded model of the AS532 Cougar and made its maiden flight in 2000 for the French's armed forces.

The EC725 had been involved in several high-profile CSAR operations including in the Operation Baliste, a French aeronaval operation off Lebanon in 2006 to transfer out European citizens during the height of Israeli offensive against Hezbollah positions.

The helicopter was also involved in supporting the French armed forces during the US-led war in Afghanistan.

The EC725 has a maximum speed of 324 kilometres per hour and the capacity of carrying 28 troops in addition to the crew.

Analysts predicted that the air force's EC725 would be fitted, among others, with radar warning receiver, 20mm cannons, rocket launchers and machine guns.

i propose the building of a bridge connecting tg ayam in johor to pulau bintan. make sure the bridge is so low that no ship can passed. then we will not had to worried about singapore again

shud replace the 'tambak johor' with bridge....

but i guess Spore doesn't like the idea because tambak johor can be used for heavy artillery movement instead of bridge that can be easily demolished.

..spore shud consider the bridge idea if they want to feel save..
unless they want to attack first.

FPDA joint exercise underway in Malaysia and South China Sea

SINGAPORE: Exercise Bersama Lima 2008, a key Five Power Defence Arrangements (FPDA) joint exercise, is being conducted from October 8 to 24.

The exercise is being held in Malaysia and the South China Sea and involves air, maritime and land forces.

According to the Ministry of Defence (Mindef), a total of 18 ships, 61 aircraft and other supporting elements from Australia, Malaysia, New Zealand, Singapore and the United Kingdom are taking part in the exercise.

Mindef said Exercise Bersama Lima aims to enhance inter—operability and mutual co—operation among the armed forces of the FPDA nations.

This year’s exercise scenario involves combined and joint operations in a multi—threat environment. Exercise highlights include operational—level planning and table—top exercises ashore and training at sea.

Monday’s opening ceremony was graced by Chief of Defence Forces of the Malaysian Armed Forces, General Abdul Aziz bin Haji Zainal, at Sungei Petani, Kedah.

The closing ceremony on October 24 will be officiated by the Chief of Defence Force of the Singapore Armed Forces, Lieutenant—General Desmond Kuek. — CNA/vm

That's not very smart. That means we are killing off our Johor ports at Pasir Gudang and T. Pelapas as well. These ports are important for the southern region of Malaysia.

Just like our government, I find it interesting that many Malaysians like to "bully" Singapore. Feeling envious perhaps? Johor Bahru can't even have a proper electric power grid without the safety net of Singapore. Also, our clean water supply is processed in Singapore. Look at how lazy the government of Johor is to rely so much on the island. Yet we consistently try to bully the republic. How low class are we?

PUTRAJAYA, Oct 28 (Bernama) -- The government would discuss with the Defence and Home ministries on the shelving of the purchase of Eurocopter EC725 helicopters, Deputy Prime Minister Datuk Seri Najib Tun Razak said.

Najib, who is also Finance Minister, said this was because the government had decided that the implementation of projects that did not have a major impact, be reviewed as the allocations saved could be used for more urgent development projects for the people.

"That is why at the National Economic Council meeting recently, we had discussed several big-spending projects which could be reviewed.

"However, we have left the matter (helicopter purchase) to be discussed with the relevant ministries -- the Defence and Home ministries," he told reporters after an Aidilfitri function organised by the Malay Chamber of Commerce Malaysia at the Putrajaya International Convention Centre today.

Najib was asked to comment on the statement by Prime Minister Datuk Seri Abdullah Ahmad Badawi today that the government had decided to put on hold the purchase of Eurocopter EC725 helicopters worth RM1.679 billion until the global economic situation stabilised.

Najib said if the Defence Ministry could accept this principle, projects or procurement could be reviewed in terms of implementation or duration of payment.

"So, with regards to the Eurocopter helicopter purchase, we will discuss it with the Defence Ministry on the most suitable option.

"There is a need for these helicopters by the Royal Malaysian Air Force (RMAF) as the Nuri helicopters are old and several had crashed, causing a number of RMAF personnel to perish. That is why we had called for international tender to buy new helicopters to replace the Nuri aircraft," he said.

are you sure our goverment are the one bullying, or yang kene buli? remember the story of bridge the airspace and the sands?. and during the last tenure of TUn mahathir, johorian had already drinking water from our own processing plant. andthe bridge will not only will connect batam but also sumatra and java, i,m just saying that its better for us economicly to connect directly to indonesia than via singapore then indonesia...

and a low bridge is cool ,as if a tall ship came, then we can charge them for opening up the middle span.
