ONLY RANK AND FILE INVOLVED IN RMAF F-5E JET ENGINES THEFT - A-G

PUTRAJAYA, Jan 4 (Bernama) -- Only rank and file personnel and not senior military officers were involved in the theft of the two engines of F-5E jet fighters of the Royal Malaysian Air Force (RMAF), Attorney-General Tan Sri Abdul Gani Patail said today.

He said the decision on whether to charge those involved in the incident would be made "in the very near future".

He also said that all efforts would be made by the government to recover as soon as possible the two missing engines, last traced to Uruguay.

"We are now engaging into mutual legal assistance procedures with certain countries in trying to get those engines back," he told reporters.

Abdul Gani said the police had completed their investigation into the missing engines, which revealed that they were sent to an address in Subang Jaya, Selangor, on Dec 30, 2007 and Jan 1 last year.

Billions spent to protect eastern coast of Sabah

KUALA LUMPUR : The government forked out more than RM5 billion over the past nine years for security operations in the eastern coast of Sabah.

The Malay Mail was informed that armed forces operations there alone, dubbed Ops Pasir, cost more than RM300 million annually.

Under the operation, members of the armed forces were deployed on 21 islands and five locations along the coast.

The cost of security operations in the area by the police and the Malaysian Maritime Enforcement Agency (MMEA) was estimated at RM100 million annually.

A local defence source said apart from the annual allocation for the security forces stationed in the area for the last nine years, at least RM2 billion more was used to procure new facilities, assets and equipment to boost their capabilities.

"The figure could be even higher.

However, it is clear that security operations to prevent a repeat of the Sipadan hostage incident has taken a huge toll on our national security budget," the source said.

In the April 22, 2000 incident, Abu Sayyaf terrorists abducted 21 people, 10 of them foreign tourists, from Sipadan island. Despite negotiations and even ransom payments, more were kidnapped over the next few months and the saga ended with a rescue raid two years later.

Since then, among the new assets procured for Ops Pasir to prevent a recurrence of the Sipadan kidnappings included 17 Combat Boat 90 from Sweden, the construction of a new naval base in Semporna and the procurement of a new command and control system, besides desalination plants for troops stationed on islands off the coast.

"The foreign countries seem oblivious to our huge outlay for security when they issue travel advisories from time to time," said the source.

The Malay Mail reported last Friday that besides the United States Embassy in Malaysia, other foreign missions have also issued travel advisories to their citizens to avoid the eastern coast of Sabah, particularly Semporna and the islands of Mabul and Sipadan, due to possible threats from the Abu Sayyaf terrorist group.

The alert was issued after ambassadors and representatives of foreign missions in Kuala Lumpur were briefed by the US Embassy on its advisory to Americans to avoid eastern Sabah because of possible threats from terrorist and criminal groups.

The US Embassy in KL issued the advisory on Jan 15 and on the same day, the US State Department’s Consular Affairs Bureau upgraded it to a travel alert. The alert expires on April 15.

The Foreign Ministry on Monday urged the US to review the travel alert for eastern Sabah in light of the “sound security arrangement” and assurances from Malaysian leaders.

Airbus Military on track to deliver first A400M aircraft

SINGAPORE: Airbus Military, a subsidiary of EADS created for the management of the troubled Airbus A400M project, said it remains on track for first delivery of the four-engine turboprop military transport aircraft at the end of 2012, with four planes due to be delivered to Malaysia in 2013.

“It may still be 2013 (to deliver to Malaysia ). I have seen in many news reports of the delay in the (A400M) programme … actually what has been achieved from first contract signature in May 2003 (with its European launch customers) to first test flight of this aircraft (in December last year) of six-and-a-half years is incredible,” Airbus Military vice-president of defence capability marketing, Peter Scoffham, told a news conference on the sidelines of the biennial Singapore Airshow 2010 here yesterday.

He did not reveal the list price of the A400M, but the entire project with its European launch customers was touted to involve ?20 billion (?1 = RM4.76).

It was reported that the programme had been bedevilled by cost overruns and delivery delays over its massive turbo-prop engines.
Malaysia had placed an order for four Airbus A400M military planes, but it was reported that delivery will be delayed by at least three years to 2016. Malaysia placed its order in 2005 for the airplanes originally due to be delivered in 2013.
South Africa and Malaysia were the only two non-European orders for the A400M. However, South Africa had last year cancelled the contract to buy eight of the aircraft due to delays and a huge rise in price.

“There are many nations (in Asia) that have shown
an interest in what the aircraft could do for them and now that we are into the flight test programme, more and more nations are saying, ‘Hey this is a real product and it really could bring us benefits’,” said Scoffham.

However, the continuation of the A400M programme will depend on Airbus Military getting more funding from its launch customers. A total of 184 of the aircraft have been ordered by the seven Nato nations namely Germany, France, Spain, the UK, Turkey, Belgium and Luxembourg.

Defence Ministry secrets being leaked

KUALA LUMPUR: Internal sources within the Armed Forces have been found to be leaking Defence Ministry secrets to a foreign embassy in the country, claimed its minister Datuk Seri Zahid Hamidi.

Issuing a stern warning to the individuals responsible, he added that the ministry would not compromise with such practices which violate the Official Secrets Act 1972.

Zahid said he would meet the Prime Minister to discuss the matter soon before making a more detailed announcement.

“I don’t want anyone at any position to sell information to external parties. I will make an announcement after meeting the Prime Minister regarding the information that was leaked to a foreign embassy, which allegedly used internal sources,” he told newsmen after his ministry’s monthly gathering and launch of its blood donation campaign here Thursday.

Zahid said the alleged information leakage was discovered following investigations by the ministry’s intelligence corps.

He said after receiving the information, the intelligence corps worked closely with the police to carry out further investigations.

Hopefully, he said foreign defence attaches would carry out their duties according to set guidelines.

“I hope no one will take advantage of their positions in this country to carry out unethical activities.”

On whether the alleged individuals were selling information about the country’s defence, he said: “I believe they have been paid.”

On how long such a practice had been going on, he declined to elaborate, saying that: “I will announce later.”

He said the intelligence corps had been monitoring such practices and previously, tens of lower rank officers had been arrested and charged in the military and civil courts.

Earlier in his speech at the monthly gathering, he said civil servants including Armed Forces personnel were bound by the Official Secrets Act and if they leak information, they could be charged under the law.

“Don’t be enticed into exposing highly confidential information or official secrets for your own interest,” he said, adding that this could ultimately affect the country’s security and subsequently weaken its defence capability.

On another development, he said the ministry had forwarded an application for military personnel’s salary rise to the Public Service Department following the announcement on the new salary scheme and allowances for police sergeants and below.

He said the department was now carrying out a detailed study on the matter.

“I was informed that when the economic situation starts to show signs of full recovery, special consideration will be given to military personnel’s pay hike. I hope they can remain patient,” he added.

KUALA LUMPUR: The country's sole submarine, KD Tunku Abdul Rahman, suffered a technical defect that prevented it from diving for three months. The problem was fixed last week.

The defect forced the RM1 billion plus French-built Scorpene submarine to delay tropical water trials that were scheduled to be completed by the end of January.

As a result, builder DCNS SA extended the warranty for the submarine, which was supposed to expire on Jan 25, until May so the KD Tunku Abdul Rahman could complete its trials — the first step to obtaining its Initial Operational Capability (IOC).

RMN chief Tan Sri Abdul Aziz Jaafar told The Malay Mail on Monday that the trials started this week, after DCNS completed the repairs.

"We did not allow the submarine to dive due to safety reasons. Now the problem has been fixed, the trials can be conducted," he added when met at the Defence Ministry.

The submarine was commissioned early last year after undergoing two years of trials in France.

In an email to The Paper That Cares recently, Abdul Aziz said: "KD TAR had not obtained its IOC yet as she is experiencing a defect under warranty that would not permit her to dive.

"The contractual completion for all tropical trials was before Jan 25 but submarine builder, DCNS had agreed to extend it to May 2010 as they had to rectify all warranty defects."

A defence industry source said problems with new ships or submarines were common and described the problem with the new submarine as "teething, although serious as submarines need to be able to go underwater".

The source likened the problem to that suffered by the Royal Australian Navy (RAN) with its Swedish-built Collins class submarines, which were put into service in the late 90s.

It was reported on Jan 21 that the RAN submarines' Swedish-supplied Hedemora diesel engines may have
to be replaced — a major design and engineering job that could cost hundreds of millions of Australian dollars and take years to complete.

The Malay Mail learnt that the KD Tunku Abdul Rahman problem was discovered when the submarine was to start its tropical water trials in October, after its homecoming ceremony on Sept 3 last year.

The submarine is expected to complete all trials by May and be cleared for operations in the same month. It is also expected to conduct the live firing of its SM39 Exocet anti-ship missile in May.

The second RMN submarine, KD Tun Abdul Razak, is scheduled to conduct its first live torpedo firing late this year.

It is believed that the problems with KD Tunku Abdul Rahman is the reason for the arrival of the KD Tun Abdul Razak, scheduled for January, to be delayed until June or July. It is reportedly undergoing a second phase of trials by Navantia, a Spanish shipbuilder and partner of DCNS.

The Malay Mail learnt that Prime Minister Datuk Seri Najib Razak discussed the technical problems of KD
Tunku Abdul Rahman with French Defence Minister Herve Morin during Lima 2009 in Langkawi last December and Morin promised the matter would be solved "as soon as possible".

Following the meeting, two naval officers from France came to Malaysia to help RMN solve the problems.
Defence Minister Datuk Seri Ahmad Zahid Hamidi leads a task force to ensure that the submarine's technical issues were resolved.

The two submarines were ordered in 2002 at a cost of RM3.4 billion.
SUBMARINES BUILT BY FRENCH AND SPANISH FIRMS

BOTH the KD Tunku Abdul Rahman and KD Tun Abdul Razak are to be based at the Royal Malaysian Navy base in Telok Sepanggar, Sabah, which was built specifically for submarines. The base also houses maintenance, training and personnel facilities for the vessels.

The two Scorpene submarines were built in separate modules at the Navantia shipyard in Cartagena,
Spain, and the DCNS yard in Cherboug, France, before the hulls were joined and launched. The KD
Tunku Abdul Rahman was fitted out at the Cherboug shipyard while KD Tun Abdul Razak was completed at the Navantia shipyard.

Apart from the two submarines, the deal also included the purchase and refurbishment of an Agostaclass submarine, which is used to train RMN personnel. Some 150 RMN personnel were sent to Brest, France, for training as part of the procurement programme.

The Scorpenes are classified as Perdana Menteri Class submarines with the RMN. Both submarines are armed with Blackshark wire-guided torpedoes and Exocet SM39 antiship missiles.

They can carry out anti-submarine or anti-surface ship warfare, as well as special forces deployment in coastal waters.

Both vessels are equipped with necessary emergency systems to ensure the survival of its 32-man
crew for seven days. The submarines are reportedly able to spend an average of 240 days at sea a year.

Defence Minister Ahmad Zahid Hamidi said the supplier and local engineers had tested the submarine and found that it was now working and that the mechanical fault had been fixed at no cost to the government as the machine was still under warranty.

The fault was spotted on Jan 17 during maintenance work conducted at the Royal Malaysian Navy base in Teluk Sepanggar, Sabah.

The damage involved a part that channels water pressure movement which caused the submarine’s failure to go under water.

Kelantan air base probe

Ahmad Zahid said an investigation was under way to check the veracity of rumours that an inexperienced contractor had been hired to build the the Gong Kedak Air Force base in Kelantan.

Defects in the construction subsequently resulted in engine damage on a Sukhoi aircraft, according to the rumours.

The minister urged the public not to listen to the rumours until the probe is completed.

He refused to say whether the Malaysian Anti-Corruption Commission would be involved in the investigation.

Military hospital in Wangsa Maju

A new hospital costing RM270mil is now operational in Wangsa Maju — but strictly for the military and their immediate family members.

Named Tuanku Mizan Military Hospital Kuala Lumpur, the building is on a 16.19ha site in a quiet stretch of Section 2 Wangsa Maju.

Residents in the surrounding areas were curious and excited to see a new hospital in the area and had wondered if they could seek treatment there.

Wangsa Maju MCA division chairman Datuk Yew Teong Look subsequently arranged for a visit to the hospital following requests from the local community.

The hospital’s commanding officer, Datuk Dr Ya’akop Koming and his staff, briefed and took Yew and the visitors on a tour of the premises.

“Our hospital will provide primary and secondary healthcare to the army and their immediate families but we would also treat civilians in an emergency,” said Dr Ya’akop.

“This building was opened last August by the Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin himself.

“We now have 282 beds and 585 staff and hope to increase this number to more than 1,000 so that we can operate and run the hospital to its fullest capacity.

“At present, we have about 150 ex-army men and their families coming in daily.”

The five-storey hospital is the fourth military hospital in the country after three others at Terendak Camp, Malacca, the Royal Malaysian Navy in Lumut, Perak and the Syed Sirajuddin Camp in Gemas, Negri Sembilan.

It is said to be the biggest and most advanced of the four, and comprises a nurses hostel, in-patient block, clinical block and parade ground.

The hyperbaric chamber is also an eye-opener and according to Dr Andrew Ng, is meant to treat decompression sickness or air/gas embolism among divers.

Currently, it is also found to be useful for treating carbon monoxide poisoning, wounds that won’t heal and even diabetic foot ulcers to a certain extent.

Yew said the people were hoping to be able to seek treatment at the hospital as there was no government clinic in Wangsa Maju presently. “The nearest is the General Hospital.

“In fact, I have made an application for a government clinic to be built here and have proposed a site in Danau Kota for this.

“However, the Kuala Lumpur City Hall (DBKL) rejected this, saying the location is not suitable,” said Yew, adding that he is now looking for 0.81ha of land elsewhere.

Why is that we only hear all this in malaysia only?Thats why we have to vote BN again in the next election so that "they can" better manage the country ha?

KUALA LUMPUR, April 27 (NNN-BERNAMA) -- The Royal Malaysian Navy (RMN) plans to upgrade some of its existing assets and acquire new ones to enhance security operations in the nation's waters, says its chief, Admiral Abdul Aziz Jaafar.

Among the plans are to upgrade its patrol vessels and procure littoral combat ships (LCS), three multi-role support ships (MRSS) and six more anti-submarine helicopters, he adds.

He disclosed this in a special interview with the media in conjunction with the RMN's 76th anniversary celebration Tuesday. Also present was his deputy, Vice-Admiral Mohammed Noordin Ali.

Adm. Abdul Aziz said the plans had been forwarded to the government through the Defence Ministry recently, and they were seen as important in modernising the nation's defence assets for the future.

On the upgrading of the RMN's patrol vessels, he said it would be done using the latest technology before handing over the vessels to the Malaysian Maritime Enforcement Agency.

He said to replace the patrol vessels, RMN planned to procure littoral combat ships with high-powered diesel engines supplemented by gas turbines for better speed.

Adm. Abdul Aziz said the LCS are relatively small surface vessels for operations in the littoral zone (close to shore) and could be upgraded by incorporating anti-submarine warfare and anti-aircraft warfare capability.

As for the three MRSS planned to be procured, he said the vessels would be used to assist disaster relief and international peacekeeping operations.

Adm. Abdul Aziz said the targeted displacement was up to 18,000 tonnes and with a landing platform dock (LPD) or landing helicopter dock (LHD). "The LPD is suitable for our needs and is cheaper," he said.

"There is no point having a big vessel but if it cannot be accommodated at our ports ... so we prefer to focus on deployment and HADR (humanitarian assistant disaster relief)."

On the issue of hijacking of ships, Abdul Aziz said the BM5 Operation, a strategic collaboration between RMN and the Malaysian International Shipping Corporation (MISC), had ensured that no such undesirable incidents had befallen Malaysian merchant ships plying the Gulf of Aden.

As for the RMN's 76th anniversary celebration, Adm. Abdul Aziz said it would be held on a modest scale to remind the RMN community and the public of its history and achievements since its establishment on April 27, 1934.

A special team has been formed by the RMAF to study and identify the best type of fighter aircraft which can elevate the country's air defence capabilities in accordance with the country's rapid development, he told Bernama here Tuesday in conjunction with the RMAF's 52nd anniversary.

Among fighter jets under the microscope are the United States-made F/A-18E/F Super Hornet, a multi role combat aircraft (MRCA) capable of carrying out air and land combat missions.

"In accordance with the technological development and modernization of assets, the RMAF needs significant state-of-the-art fighter jets to remain competitive among countries in the region," said Gen. Rodzali.

However, the RMAF would not only focus on F/A-18E/F Super Hornet but would also look at a number of other options like Sweden's Gripen and the Eurofighter which are considered as high-tech fighter jets in their class.

He said the special team has also been tasked to study a number of other aspects like acquisition, capability, support services, cost and allocation from the government.

"The RMAF has experience in handling F/A-18D fighters and we are studying the capabilities of the F/A-18E/F Super Hornet which is regarded as more advanced and superior in its class," he said.

"Although we are looking at other options, the capabilities of fighter jets currently in our possession, especially the SU-30 MKM which can carry out strategic and tactical combat in the air effectively, would not be overlooked," he said.

"The RMAF already has two MRCA, namely the F/A-18D and the SU-30MKM, both of which have advanced technology to safeguard the air space. We are actually planning to upgrade the capabilities of non-MRCA standard fighter jets to MRCA level," he said.

He added that the Russian MiG-29 fighter jets with technology of the 1980s were still capable and relevant to maintain the country's air defence. They functioned as interceptors and frontline air defence assets.

Gen. Rodzali said the RMAF had also short-listed other assets needed and hoped the government would make such procurements based on studies carried out and the availability of funds.

"A reduction in budget cannot be prolonged as it will affect the rolling stock of spare parts needed in the armoury and thus have an impact on the capability of the RMAF in the long run," he said.

Gen. Rodzali also said the RMAF had taken the initiative to identify weaknesses and rectify the administration system. Specific measures had been put in place, especially to give a true picture of the RMAF's functions in defending the country's sovereignty, he added.

The RMAF was now focusing its attention on the development of human capital to improve the expertise, knowledge, and to instill a positive approach among RMAF staff. With the RMAF adopting the theme "Strategic RMAF Moving into the Future" air force personnel must be intellectuals with quality and move forward according to the demands of modernization.

"The Armed Forces in general, and RMAF in particular, have decided to recruit officer only from among those with degrees starting next year. Before this the (high school diploma level) Sijil Pelajaran Malaysia (SPM) qualification or equivalent qualification was enough but after this only those who are highly qualified will be recruited," said Rodzali.

He added that its participation in missions carried out by the United Nations in Bosnia, Lebanon, Congo and Sahara, had also helped uplift the credibility of the RMAF.

849 MEMBERS OF MALAYSIAN ARMED FORCES SERVING ABROAD WITH THE UN

They consisted of staff, army surveillance and medical teams involved in various UN humanitarian missions in eight countries, including the UN headquarters in New York, he told the Dewan Rakyat (lower house of parliament) here Thursday.

"As many as 109 members comprising 87 officers and 22 personnel of other ranks were sent for missions in New York, Lebanon, Sudan, Timor Leste, Congo, Western Sahara, Liberia and Nepal," he said.

"Meanwhile, 740 armed forces members, made up of 79 officers and 661 personnel of other ranks, were deployed as peacekeepers in Lebanon," he said when replying to a question from government backbencher Ahmad Hamzah.

Ahmad had asked about the number of local defence personnel serving abroad and how their experience would benefit the country.

Dr Abdul Latif said experience gathered by armed forces personnel abroad would contribute to the development of defence in Malaysia. Co-operation between the army and civilians could develop a comprehensive defence concept among military personnel.

"The capabilities of the armed forces have been recognized when they were selected as trainers for the Global Peace Operation Initiative (GPOI). These trainers and staff are involved in teaching armed forces personnel serving abroad during a phase called Force Integration Training," he said.

Dr. Abdul Latif added that the friendly attitude of Malaysian armed forces personnel and their good relationships with locals made them popular in whatever missions they were assigned to.

indonesia have produced their own commercial and military aircrafts and are now, together with Korea, working on their first fighter jet and i think they will succeed.. Indonesia too are planning to build their first submarine.. is Indonesia more advanced in technological research and development than Malaysia esp in military?? why can't we produce our own planes and submarine too? are we even planning to make one?

Embargo oleh US membuat kami sadar bahwa kami tidak bisa sepenuhnya bergantung pada produk militer luar negeri dan juga ada dorongan dari rakyat untuk mandiri dalam penyediaan alat pertahanan negara agar tidak dimonopoli dan diintervensi oleh negara-negara asing, utamanya negara-negara produsen senjata, mulai dari situlah industri militer kami mulai berkembang
