Why are there so many facade panels missing? I know that some are usually missing in the cladding when finishing building, but why so many?

Consolidated Edison. It is the energy provider of the area.

They've been working on the subway station, and it is almost done:

and they have worked on the restauration part of this project (probably most of the people here didn't know this part even existed):



In conlcusion, they have been working all along, just not that much on the crown.

The right side is closer to the camera than the left side, if that makes any sense. I guess a better way of putting it is in that picture the building is split in the middle, with the right side slid slightly past the left, closer to the foreground. That's why they don't fit together.
I really hope this crown turns out good, I had really high hopes for it's crystalline design. I will keep my judgement for when the crown is completed.

those fascade panels were damaged when bucket of debris fell from a crane.

I have a mixed emotions about this tower. Its really impressive but lost "new york spirit". It could be located somewhere in Asia also.

WOW! The Verizon building changed dramatically in 2 years. I didn't realize how different it made the area look until I compared these pictures.
