So the last question is, what made them decide not to put glass in it, so they can make functional floors out of it and rent it out? This is just weird.

Two possible explanations for that:

(a) They are having a difficult time finding tenants for the other floors, so don't really need the extra floor space;

(b) They are keeping it until conditions are more favorable in future for the eventual approval and construction of THE CLOCK.

That part was not supposed to be occupied .... plus, I don't know if the plans have changed, but the building was supposed to be primarily a hotel.

is it just me or might it be a slim possibility that they could make a large Skybar inside there over time? when they manage to get their fundings up again. if they are gonna use it as a hotel and not office.

This building is bad on so many levels.

-Some people complain that it lacks modern creativity and that historicism is not the way to go.
-Other people like historicism but think this is a bad plastic fantastic Vegas version of it.
-But you can still claim that Vegas architecture has it's own qualities because it makes a lot of people feel good. But then again this building fails because this tower is just standing there in a row with other buildings (has anyone seen the entrance?) and in Vegas they at least finished the clock (what's a Big Ben without a clock?).
-Well maybe it always was supposed to be a kind of post-modern interpretation? That actually is a great excuse for every decision thinkable, alright then. But then again the detailing and facadematerial looks so much cheaper than it's neighbours. Such a pity.
-There is also an possibility that design isn't important at all. And being just a big ass tall building is a good thing on it's own. OK then, you have it your way, but even then this still is a waste of a 328m.!!!! high concrete structure. In almost any other town in the world, it would stand out in a unbelievable monumental way. And here, just another generic supertall, here there are better way's to stand out...


-And in the very end, it actually stands empty

This tower looks just ok to me, doesn't ruin the skyline from the pictures I've seen so far.

Certanly not before it is completed .... if it is residential, cause it was supposed to be a Hotel.

Despite the large number of skyscrapers standing and going up in Dubai, the majority of the architecture is just trash IMO. I think it may serve as an example of what not to do in a skyscraper, and better yet, all of these designs make the postmodern skyscrapers of the 80s look beautiful in comparison. This happens when the developer has a large hand dealing with the design.

These are also postmodern buildings. But yes, even the ugly ones from the 80s look nice compared to these ones.
