Why , Arabtec is the best and ACC is faster than the DCE
ocean heights may beat them all BUT its 310m, which wont surpass Q1 Towers 322m. so it isnt in the race.but came close

Hmmm... what does one say? It appears they are "recycling" by putting parts of the cardboard containers to good use as window-frame gap fillers, here.

The developers of this tower won't be thanking you for these pics Imre!

Really I don't think it matters. None of that is load bearing at all, and it will all be covered over.

I see that the construction of this building is of very poor quality, the placement of blocks is very bad, if this had no impact on the prestige of the building.

True the placemement of the tile blocks is very bad, as it is true that the placememnt of those tile blocks have nothing to do with the structural integrity of the building. It's just a estetical aspect ... however it might show something about what they might do on the very important staff that naked eye can't see or judge.

From above, The Torch looks better than in close-ups.
Here's a view down from Emirates Marina Serviced Apartments & Spa (btw. what an unmemorable name... "Al Marsa Tower" was much better IMO).
It's from last week, posted by icemannapoli in the Marina Pinnacle thread of the Dubai section. The core was 3 levels ahead of the rest then:
