'No Christmas viewing of Silay airport this December'

IF it were not for the rebel attack, Negrenses could have seen a full view of the international airport in Barangay Bagtic, Silay City in December.

And by the end of the first quarter next year, they can already take either domestic or international flights in this new airport.
The airport, which is 14.4 kilometers north of Bacolod City, is already 69 percent complete.

Nine firms file bids for city gov't center

Nine bidders have presented their conceptual designs for the proposed government center for Bacolod City at City Hall yesterday.

Of the total 14 bidders, who have submitted their letter of intent to the Bids and Awards Committee, only five have not yet made a presentation.

City Legal Officer Allan Zamora said the presentation will resume today at the City Mayor's Office.

The nine bidders who made their presentation yesterday were Tokwing Construction represented by Jesus Lazaro, Liberty Builders - Romeo Estrella, WT Construction Inc. - Willy Te, J.H. Pajara Construction Corp. - Nebo Aguilar, Hilmarc's Construction Corp. - Antonio Garcia, R-H Builders Inc. - Asuncion Baluyut, Young Builders Inc. - Eleazar Lara, Pragmatic Development Corp. - Grace Chan, and J.M. Luciano Construction Inc. - Helen Cortes.

Those who are expected to make a presentation today are ARN Builders General Construction, J, Vinnel-Belvoir Corp., Frilou Construction Inc., Geo-Trans and Construction Inc., and Izumo Contractors Inc.

Silay, Iloilo airports won't affect Cebu: DOTC

WITH the recent appropriation of an additional P5.5 billion budget for the new Bacolod and Iloilo international airports, Cebu officials fear that the operations of the Mactan Cebu International Airport will be affected.

Cadiz City port 23 percent complete

THE ongoing construction of the P195 million Cadiz City Commercial Port (CCCP) is now 23 percent complete, revealed Cadiz Mayor Salvador Escalante Jr. Thursday.
The mayor said he is hoping that by April next year, they can have the structure blessed and inaugurated.
It's completion will mean a change in Cadiz's economic landscape.
The port which sprawls within a two-hectare reclamation area in Barangay Bangquerohan, Cadiz has also an 800-meter coast-way.

Mayor signs new loan agreement with PNB

BACOLOD City's hunt to find P400-million to fund the new government center project ended Monday afternoon after Mayor Evelio Leonardia signed a loan agreement with the Philippine National Bank (PNB).

The City Council, in a special session, unanimously approved a resolution authorizing Leonardia to enter into a contract with the bank for a P400-million loan.

Also, PNB officials promised to release 15 percent of the loan amount or about P59 million on Feb. 14 or, at least, within this week.

The amount is needed as a mobilization fund for the City.

In Monday's regular press conference, Leonardia could not help but lunge at his detractors saying the new government center project has become a fight between the good and the evil.

He refused to identify though the people, which he described as evil.

New contract

The signing of the new agreement was done at the City Council Session Hall after majority of the council held a special session and unanimously approved a resolution authorizing the mayor to immediately sign the contract.

Vice Mayor Renecito Novero said it (contract signing) was done due to the urgency of the situation but emphasized that the City has not rescinded its contract with the Land Bank of the Philippines.

"The contract with Landbank is still existing and its up to it whether or not to release the loan," Novero said, adding that what was approved in their session is that the City will only borrow P400 million for the project whether from LBP or PNB.

"We really need the amount in order to pay Hilmarc's Construction Corp. or else the City will be charged of breach of contract and may also face a lot of legal complications," Novero said.

Good and evil

On the other hand, Leonardia still failed to contain his emotion on the controversial project.

In his press conference Monday, Leonardia said the new case filed by former Talisay City Police chief Victor Eduardo at the Office of the Ombudsman-Visayas was meant to terrorize and paralyze the Landbank of the Philippines (LBP) from granting the loan.

The mayor then said the issue on new government center is now a battle between the "good and the evil."

But asked who's the good and who's the evil, the mayor simply replied, "It depends on the people to judge who really is the evil who wanted to sabotage the project."

"What is sure is that the filing cases against us is definitely an orchestrated scheme to somehow block the realization of new government center," Leonardia said.

Nevertheless, the mayor said they are now assessing and evaluating the situation to find immediate solution to pursue the project.

The application for P400 million loan at PNB is just a preparation in case LBP won't grant the city's loan due to the present cases in court and Ombudsman.

The City's chief executive fears that in case the project won't be realized, Hilmarc's may file liquidated damages against the City Government.

And based on computation, Hilmarc's has already delivered construction materials from Manila worth P30 million while consummated works was estimated at P10 million.

"If this happens, then the project will end up to nothing," Leonardia said.

He said they are now exploring all possibilities to arrest problem and that he asked the council to decide on the matter especially on the loan application at PNB.

Risks to face

Leonardia said what's happening on the project are considered "risks to face" duly created by external forces serving as "diligent political saboteurs."

The mayor is not also blaming the City Legal Office or any of his political lieutenants on the banks' decision of withholding the loan.

According to City Legal Officer Allan Zamora LBP has the right to withhold the loan if a case will filed against the project as stipulated in the contract.

"What is new here is that based on records, this was the first time that Lankbank invoked the particular law and Bacolod might be the first victim," Zamora told mediamen.

Both Leonardia and Zamora, however, refuse to admit that the present situation can be considered as first "technical knock-out" (TKO) for the City caused by Bacolod Lone District Representative Monico Puentevella.

This as Puentevella was earlier accused as behind the present brouhaha on the new government center.

Puentevella denied the accusation and instead advised the mayor's camp to focus on the case or cases filed against them and let the court decide on the matter.

De javu

Leonardia, on the hand, stressed that he is unfazed by the two cases filed against him on the project.

He instead considered these cases as "de javu," recalling the same situation that happened during his first stint as mayor of Bacolod in 1995 to 1998.

"That time, I was also accused of a more or less 20 cases but all were dismissed by the court and the Ombudsman," Leonardia said.

And because of those issues against him, Leonardia lost to Oscar Verdeflor in 1998. But later, all those cases were also dismissed.

"I am confident that I'll be vindicated soon because I believe that all these new cases filed against me will also be dismissed," the mayor said
