looks like it is rather far out in the sticks....
Question: What will this stadium be used for after the WC and how much seating will be reduced. for the pic makes the seating look permanent...I dont know of any sports events to ever take place in nelspruit

no clue about the legacy..stadium will be reduced to 30,000 from 46,000..it is quite far out..but not too far from the city centre...its perhaps best for a small city so that traffic, and transport to and from the stadium can be controlled..i dont foresee any major traffic chaos...

Date: 26 Feb 2007 Title: Construction of Mbombela Stadium for 2010 FIFA World Cup to kick-start in June --------------------------------------------------------------- By Thapelo Sakoana, tel: (012) 314-2287 Nelspruit - The construction of Mbombela Stadium in Mpumalanga for the 2010 FIFA World Cup will start in the next four months and the provincial government has budgeted R15 million for its first phase. Mpumalanga Premier Thabang Makwetla said on Friday during the State of the Province Address that the project would be completed in May 2009. "We are satisfied with progress that's been made to fast track work on stadium-related infrastructure such as ring roads connecting the stadium to main road infrastructure network," said Mr Makwetla. In anticipation of the 2010 FIFA World Cup, he said the province should, among others, implement a model of emergency medical services that focused on achieving better communication systems and short response times. "This will significantly enhance our readiness to provide quality emergency health services that will meet the 2010 FIFA World Cup standard. We want to ensure that all the services provided to our communities are first-class when the world's biggest soccer spectacle takes place," he said. Mr Makwetla said they would purchase 83 ambulances for R22 million in preparation for the world cup and beyond. In this regard, he said, the establishment of fan parks would bring people together, an experience that has potential to strengthen and promote social cohesion. Fan parks or fan fests were pioneered at this year's World Cup in Germany. They are locations outside of stadiums with big screen televisions allowing thousands of fans without tickets to watch the games and share in the spirit of the World Cup. "These parks will bring Mpumalanga together to become part of the global community watching and enjoying the World Cup experience," he said. Design philosophy
![]() The land identified for the *** stadium is situated south of the N4 national route between Nelspruit and Pretoria and in close proximity to the Hall’s gateway, the Mpumalanga Parks Board Offices and east of the Mataffin Village. The design of the stadium will not be for the purpose the 2010 Soccer World Cup event only but will be suitable for other events such as product launches, conferences, exhibitions and banquets. The proposed athletics stadium, constructed from sections of the world cup Stadium, is a further example of the additional flexibility to be created. The stadium will have a design life of 50 years. Designs and development will comply with all South African local and national statutory regulations and guidance documents. It will also comply with the following: FIFA/UEFA Technical Recommendations and requirements for the construction or modernization of football stadia, 2000; Guide to safety at Sports Grounds’ (Green Guide) HMSO 1997; Football Stadium advisory Design Committee Guidance Notes (FSADC). Parking facilities will include an informal car park for minibus taxi users, and area for Mbombela municipal busses as well as VIP parking. An additional facility will be created for 2000 vehicles in the inicial project and will be extended to accommodate 6000 vehicles. The principal design philosophy is to create a stadium with a 45 000 seat capacity for the 2010 Soccer World Cup. In order to keep the overall project viable and within the business plan of the Mbombela Local Authority, the top tier that will seat 20 000 spectators will be removed and reconstructed to create the adjacent athletics stadium. - smart people! Upper tier of 20,000 seats will be removed and be used at the athletics track.I think the stadium will support the entire area in terms of hosting cultural/community events, the ocassional sports event etc. However they should definitely be trying to get a football/rugby team to use the stadium.

Hello guys, i am from Guadalajara, Mexico and it looks like you are putting a nice stadium. The design is amazing, compared with the stadiums down there in Germany 2006. I only wish Mexico (if qualifies) can play in this nice stadium in the WC 2010 so me and my wife can visit this nice land.

2010 SOCCER WORLD CUP – MPUMALANGA
Mbombela Stadium Project BACKGROUND The seating arrangements as per the three concourses or tiers are as follows:- a) Lower/ground tier: accommodates 22 000 general spectators b) Middle tier/box suite level: accommodates 6 000 spectators (FIFA, VVIP, media, etc) c) Upper tier/concourse: accommodates 17 500 general spectators. About 6 000 seats on this level are temporary or modular seats which might be removed after the world cup. PROGRESS AS PER MAIN ACTIVITIES Fencing contract around the stadium site. The Fencing Contract commenced in November 2006, Practical Completion took place on the 16th January 2007 and the defects list has been addressed. This fencing has now been taken over by the Main Contractor of the stadium as part of their contractual obligations. Relocations of Schools to the new site (temporarily).. The two local Schools has been temporarily relocated to the new site and fenced of. Services will be provide by Mbombela Local municipality and Department of Public Works & Education. Stadium Construction As reported previously, the RoD (Record of Decision) was approved in September 2006 and the EMP (Environmental Management Plan) was approved in January 2007. However, there is one approval which is still outstanding. It is the Water Use License (from DWAF), which Council has not received any formal approval. The Main Contractor, Mbombela Stadium JV has already been appointed, and as reported previously it is a joint venture between Basil Reed (South African Company) and Bouyges TP (French Owned Company) The site was handed over on 1 February 2007, and Contractor has completed his site establishment and is currently working on site. The contractor has completed the bulk earthworks in the stadium area, and is currently busy with the piling and foundation construction. Stadium Construction: Financials National Treasury allocated R 875 million, Excl. VAT to Council for the design, management and construction of Mbombela Sports Stadium. National Treasury has confirmed that stadium project should be zero rated and VAT will be recoverable. The break down is as indicated below:- Stadium: R 735 207 023.00 Overlay R 15 000 000.00 Zone 4 Services R 104 792 977.00 Planning Funds R 20 000 000.00 TOTAL R 875 000 000.00 (Excl VAT) Council entered into a Stadium Funding Agreement with the National Government in December 2006. The funds will be transferred into Council’s bank account quarterly over a period of 3 financial years, namely 06/07; 07/08 and 08/09. To date a total amount of R 105 852 728.00 (excluding VAT) has been deposited into Council’s account. The Main Contractor had been appointed for a reduced scope of works to the value of R 730 million excluding VAT. And based on the financial analysis provided by Platinum Sports, Council require additional funding (shortfall) to the value of R 99.2 million, excl. VAT to construct a FIFA compliant stadium. Amongst some of the items which have been excluded from the full scope of works include: 1. Full roof over the four stands; 2. Parking for VIP will be on grass; 3. Toilets may be reduced further; 4. Finishes. Council through its Finance Services is waiting for financial proposals from the Private Sector, namely banks, sponsors, local businesses (NAFCOC, LCBT, etc), other financial institutions, etc. Electricity to Mataffin Precinct Council submitted Business Plans to Department of Minerals and Energy (DME) amounting to R 200 million, (incl. VAT) for financial assistance to provide the infrastructure in Mataffin. This funding is for electricity network strengthening, upgrading, refurbishment and establishment of electricity infrastructure in Mataffin Precinct. To date a commitment of R 105 million has been allocated by DME, and will be expended over a three year period, and of which an amount of R 35 million has been committed for 07/08 financial year. Electricity to Mataffin Precinct Due to long lead time in procuring transformers, an amount of R 7 million has been referred to the Mid Year Adjustment Budget (06/07) to fast the delivery of the transformers. Council is currently finalizing the TOR (terms of references) for the appointment of electrical consultants to start with the designs. Permanent electricity in the stadium must available in March 2008, for the commissioning of some of the works, namely, testing flood lights, screens, etc. Council therefore require additional amount to the value of R 95 million (incl. VAT) as counter-funding for the electrical infrastructure in Mataffin Area. PUBLIC TRANSPORT AND ROADS The City appointed Delca System (transport planning specialists) in 2004 to do a detailed transportation study. Through public participation, the process to compile the transportation plan involved traffic sampling, data collection, analysis, formulating priority statement, costing, etc. The host City will use this opportunity to fast track it’s millennium goals. 19 PROJECT GROUPS WERE IDENTIFIED FROM THE MBOMBELA TRANSPORTATION STUDY AS PRIORITIES UNDER THE FOLLOWING HEADINGS: MATAFFIN STADIUM PRECINCT EASTERN RESIDENTIAL AREAS BUSINESS NODES/AREAS AIRPORT CITY LINK MOBILITY/ TRAVEL DEMAND MANAGEMENT NON MOTORISED TRANSPORT OPERATIONAL PLANNING N4 NORTHERN BY-PASS Bulk Water Distribution, Outfall Sewer and Stormwater & Drainage A Combined Services Report has been compiled by Council through Silulumanzi for the Mataffin Area (including the stadium precinct) and has been costed. The work which must be done to meet the demand in 2010 include:- 1. The upgrade of the existing water purification plant, 2. Construction of four reservoirs on the Western side of the precinct, 3. Install water reticulation in the township, 4. Provide storm water drainage, 5. Construct outfall sewer, 6. Provide sewer reticulation, 7. Upgrade of the existing sewer treatment works. Total cost required to provide services mentioned above is R 192 million (including VAT). Permanent water must be available at the stadium by March 2008. ITC Requirements The city’s IT infrastructure must be able to meet the demands in 2010, with zero rate of failure. Council had been requested to compile a status quo report on its existing IT infrastructure. FIFA had issued their ITC requirements to all the host cities in September 2006 (through MATCH AG & HBS) for the cities to comply with. Training Grounds and Match Venues. Council is required to provide two official training grounds to be located in Nelspruit, which will be used by qualified national teams’ duration the world cup. Match Venues which can be utilized by national teams for their friendly games can be located within or outside the city. At minimum Match Venues should comply with SAFA standards. Proper infrastructure must be provided. Infrastructure includes, access roads, parking, lighting, security, water, fencing, pitch, sanitation facilities, etc. Provincial Department of Sports, Arts and Recreation (PDSAR) are the custodians of the training grounds and match-venues, therefore the financial implications are unknown by Council at this stage. However, the Training Grounds and Match Venues must comply fully FIFA requirements, namely the area must be free from third party advertising, ambush marketing, etc. The stadiums that have been identified for this purpose are KaNyamazane stadium near Nelspruit, KaBokweni stadium near White River and the Nelspruit rugby stadium. Potential training venues have also been identified in Swaziland & Mozambique. Official FIFA Fan Park and Public Viewing Sites The city must provide at-least one Official FIFA Fan Park, which must be located at or near the city, in accordance with the FIFA requirements. The Fan Parks must be easily accessible by public transport and must be in a convenient location. Other bulk infrastructure and services must be provided by the city, namely, electricity, lighting, water, fencing, toilets, parking, emerging services, disaster management, health services, and waste management Public Viewing Sites in other areas outside the city can be established. Such viewing sites much comply fully with FIFA requirements and are subject to FIFA’s approval before they can be established. It is therefore ideal for non host cities which are going to establish these viewing sites and match venues to sign MOU’s with Council to ensure compliance to FIFA requirements. Costing to the Fan Parks and Public Viewing Sites is also not included as it is PDSAR’s responsibility. Host City Agreement (HCA): Compliance List Council entered into a Host City Agreement with FIFA in February 2006. In accordance with the Agreement, the city must comply with all the 17 Guarantees promised to FIFA by our National Government during the bidding process. Some of these Guarantees are listed below:- 1. FIFA Compliant Stadium 2. Safety and Security 3. Marketing and Tourism 4. Public Transport System 5. Health Services 6. Disaster Management 7.
