Patna is the capital and the largest city of the Bihar state. It is the second largest city in Eastern India after Kolkata. The city of Patna is situated on the southern bank of the Ganges. The history and tradition of Patna go back to the earliest dawn of civilization. The original name of Patna was Pataliputra or Patalipattan and its history makes a start from the century 600 B.C. The Buddhist (Vaishali, Rajgir, Nalanda, Bodhgaya) and Jain pilgrim centres (Pawapuri) are nearby and Patna is also a sacred city for Sikhs as the Sikh Guru, Guru Gobind Singh, was born here.

The newly formed JDU –BJP government in Bihar intends to gift mono rail to the citizens of capital city Patna very soon.

In a press conference called by Urban Development minister Prem Kumar, he announced setting up of a project soon to begin work on mono-rail. In the beginning there will be four scuh routes- one from Patna Junction to Gandhi Maidan, second from Patne Junction to Partliputra colony, third from Patna Junction to Airport and fourth from Patna Junction to Kankarbagh.

The cost of metro per kilometer is Rs 225 crores while it is only Rs 31 crore for mono-rail. Also the time required for the completion of metro project is 10 years while it is mere 2.5 years in case of mono-rail.

It is expected to carry 32 thousand people in one round thus easing the grave situation of the traffic in Patna. Larsen and Tourbo has already submitted a proposal on which the state government has to take final call. The Minister assured that the work on the project will commence soon.

For Patnaites who are craving for some good hangouts spots, there is good news. Bihar government has undertaken a beautification drive in the city, so as to develop Patna as a 'city of parks'.

Shri Krishnapuri Park at Kidwaipuri, Manju Devi Park at Kankarbagh - built in the memory of CM's wife, late Manju Kumari, Rajdhani Vatika Smriti Park and the ones at Sri Krishnapuri and Mahatma Gandhinagar in Kankarbagh have become the hub for morning and evening joggers and walkers. These parks have been developed in recent years. Rajdhani Vatika Smriti Park, incidentally, has trees with religious significance.

Divesh Chaudhary, 60, who grew up in Patna is very happy with this new development. He said, "During our time there were open spaces in the city for kids to play, but most of these had been encroached upon. The city really needs some good parks."

According to PMC commissioner Manish Kumar, government has allocated funds for renovation and development of parks in the city. More parks will come up in Kadamkuan, Rajendranagar, Kankarbagh, Shastrinagar and Sri Krishnapuri, among other places. "Once all of them are developed, Patna will really become a 'city of parks.' Then we will have amusements parks, zoological parks and botanical parks, and theme parks depicting heritage in the city," he said.

Along with parks, the government is also renovating roundabouts, enhancing beauty of the city.

Kumar said, "Most of these parks and roundabouts are maintained by private players or NGOs as per the tender. But they always remain under the strict supervision of PMC."

According to Patna Municipal Corporation (PMC), at present there are more than 100 parks and roundabouts in Patna. Under the government's plans, many more will come up in near future.

However, Govind Kumar, a resident of Kadamkuan, has a different take, "Though there are many plots earmarked as parks, most of them are little beyond grazing ground for stray animals. Some parks were declared open, but barely a few days after their inauguration they are again shut down for public under the excuse of 'maintenance'. Shivaji Park in Kankarbagh is one such example, which has been opened now.

In case you land up late at the railway station here in the city, you need not panic. Patna police have set up a help desk near the junction to assist passengers late in the night. This 'May I help you' counter provides service from 9 pm to 6 am.

A police officer and two constables have been placed at the counter to provide advice as well as help to the travellers.

The constables assist them in getting a vehicle in case they are unable to find one. The registration number and contact details of these vehicles are duly maintained in the official register. All kinds of vehicle are being covered under the initiative.

As an additional precaution, the telephone numbers of City SP, SSP and Kotwali thana in-charge are also made available to the passengers in the form of a card. The customers can call on these numbers in case of emergency.

Around 400 to 500 people have already availed of this service since the project was launched 20 days back. According to Patna SSP, "late night crimes related to eve-teasing, loot, extortion etc will be drastically checked due to this facility. This has been done to ensure safe passage of the travellers in late hours to their respective destinations. It will act as an additional means to ensure that exorbitant charges are not collected from needy passengers late in the night."

Very soon, these services will be given to female passengers also. The building under construction to house the help desk would also be expanded, as the response from people has been very encouraging, the SSP added.

Bihar chief minister Nitish Kumar can do without his Gujarat counterpart in a state election and also scorn the Rs 5-crore financial assistance that Narendra Modi offered after the Kosi floods. But, the Bihar CM has turned to Gujarat's best urban planning institute to help give Patna a makeover.

Last week, the Bihar government approached the Ahmedabad-based Centre for Environmental Planning and Technology University (CEPT) to prepare a city development plan for Patna, which has been facing civic issues, especially water-logging and waste management.

"We will start a study next week to understand what the city has and what it needs. We will then prepare the draft for infrastructure development and plan the city after giving recommendations," said Utpal Sharma, director, School of Planning, CEPT. It may be recalled that the Patna high court had called the city "an urban slum" soon after heavy rains flooded streets in 2008. Last month, the HC issued a directive to implement solid waste (management and handling) rules, 2000, for removal of garbage from the city.

As part of the task, CEPT will be drawing up a draft on master plan, town plan and implementation mechanism and the possible focus areas could be land management, urban flood, solid waste management, slum development, public transport, industrial area infrastructure development and even tourism.

With the railway ministry likely to hand over the seven-km-long R-Block-Digha Ghat railway track route to the state government soon for converting it into a four-lane road, the railways will now focus on building a new terminal at Hardinge Park side in Patna.

However, the railways would need help from the state government to acquire Hardinge Park vacant land to develop the required infrastructure to cope with heavy traffic flow.

The then railway minister Lalu Prasad had revived the 142-year-old R-Block-Digha Ghat route in July 2004.

The commissioner of railway safety (CRS) had then permitted the railways to run the train on this route maintaining full safety on the tracks, particularly at unmanned crossings.

However, the railways failed to provide proper safety on this route for one reason or the others. As a result, several mishaps took place on the tracks killing both stray animals and even men in the past.

According to an ECR official, the railways is at present running two pairs of DMU passenger trains on this route. The first passenger train starts from R-Block in the morning and goes up to Digha Ghat from where it starts en route R-Block-Patna Junction-Patna Ghat (Patna City). Again this train runs on this route in the evening carrying mostly office-goers up to Digha Ghat, he said.

The immediate cause of mishaps on this route is that there are four manned and five unmanned railway crossings on this route. Though drivers of these passenger trains have been strictly warned to be extra alert while crossing unmanned gates, mishaps could not be stopped completely. In fact, the entire stretch has been dotted with encroachments. Stray cattle, hutments, 'khatals' and children playing by the side of the tracks is a common sight between R-Block and Digha Ghat.

According to sources, the occupancy rate of passengers travelling by DMU on this route has been very low. The railways has been running these trains on no profit, no loss basis till now.

The proposed plan of the railways to run a circular train between Digha Ghat and Fatuha, as announced during Lalu's tenure, has not materialized so far.

According to an ECR official, the railways would require more land to expand its network after commissioning of the Ganga rail bridge at Digha in 2012. For that the railways would need to develop double discharge (DD) platforms at Hardinge Park. Unless the state government takes the initiative, it will be difficult for the railways to build the DD platforms at Hardinge Park, he said.

Patna, Jan. 12: Stinking Ganga ghats could soon be spic and span. Green patches along walkway, parks and swanky restaurants can make the eastern banks of the river in the city the most sought-after chill out zone.

With Rs 150 crore in the state kitty, all these can be a reality. The Centre sanctioned the amount for beautification, restoration and conservation of the 20-km-long eastern banks of the river.

Union minister for environment and forests Jairam Ramesh today suggested the Bihar government to follow the Bengal model for developing the Ganga riverfront.

“Bihar has got Rs 150 crore for riverfront development. I think the riverfront development in Calcutta, especially the three Millennium Parks, has been quiet good. Officials from Bihar should go to Calcutta and have a look before replicating the model in Patna,” Ramesh, who was here today, told The Telegraph.

Calcutta has three Millennium Parks on the banks of Ganga. With lot of planned greeneries, open air amphitheatre and boating facility, the Ganga riverfront has become very popular among Calcuttans.

However, Calcutta riverfront development projects worth Rs 300 crore were still pending with the central government, said Ashok Bhattacharya, the municipal affairs and urban development minister of Bengal.

Back in Patna, Ramesh sailed on a boat on Ganga with state government officials and R.K. Sinha, the environmentalist popularly known as Dolphin man. Ramesh was elated to see dolphins in river, but at the same time was upset with the discharge of untreated sewage into it.

The riverfront project in Patna, to be developed on the lines of the riverfront being developed in Calcutta, can make Jairam happy on his next tour. For, its thrust will be on social uplift, urban rejuvenation and environment cleanliness.

One of its focus areas will be development of drainage system across the river as Patna is one of the few cities where large volume of untreated waste is discharged into the river everyday.

Ramesh said: “Tripartite agreements between the Centre, the state and the municipal body will earmark the responsibilities for conducting the project.”

The Union minister said: “In Patna, drainage of untreated waste in Ganga is the biggest problem. There are several places across the river where large volume of untreated waste is disposed into the river.”

He said: “My ministry officials spoke with the state officials and we have plans to check the drainage of untreated waste into the river.”

Talking about the riverfront project in Patna, the Union minister said: “For the first phase, the Union government has sanctioned Rs 150 crore for development of the riverfront. The Union government will bear 70 per cent of total expenditure, while the state government will spend the rest 30 per cent.”

In the first phase, around 7km stretch along the river will be developed. After the completion of the projects under the first phase, the second phase of the riverfront development would be started.

Ramesh also said an ambitious project to prevent the discharge of untreated municipal sewage and industrial effluent into the Ganga would be executed by 2020. Around Rs 15,000 crore would be pumped in for the project over the next 10 years.

He said: “Of the 2,500-long stretch of Ganga, 415km is in Bihar. The Union government has approved two more projects apart from the riverfront development project in Patna.”

The Union government has sanctioned Rs 440 crore for development of the drainage system in four cities of Bihar —Begusarai, Buxar, Hajipur and Munger. Besides, 19 cities and towns on the banks of Ganga in Bihar will be developed. For this, the Union government has sanctioned Rs 3,100 crore. The project would be funded by World Bank.

राष्ट्रीय प्रौद्योगिकी संस्थान (एनआईटी) में आये दिन बड़ी कंपनियों द्वारा कैंपस लगाया जा रहा है। पिछले दो सप्ताह में चार कंपनियों ने आकर दर्जनों छात्रों का चयन किया। इस कड़ी में गुरुवार को देश की ख्यातिनाम हिन्दुस्तान कंस्ट्रक्शन कंपनी की टीम ने एनआईटी में छह छात्र-छात्राओं का कैंपस किया। कंपनी की टीम ने पांच लाख रुपये के सालाना पैकेज पर चयन किया है। एनआईटी के छात्र नेता मुकेश कुमार सिंह ने चयनित छात्र-छात्राओं को बधाई देते हुए बताया कि जिन छात्रों का चयन किया गया है, उनमें रोशन प्रधान, स्नेहा, आशीष कुमार, सचिन, रोहित और अमित शामिल हैं। उन्होंने बताया कि इस साल जिस तरह से एनआईटी में नौकरियों की बहार रही है, उसी तरह नये वर्ष में भी संस्थान में नौकरियों के नित नये दरवाजे खुलेंगे। उन्होंने बताया कि साल के अंत में सीमेंट उत्पादन क्षेत्र की दिग्गज कंपनी लार्सन एंड टूब्रो (एलएनटी) ने एनआईटी में 15 छात्र-छात्राओं का कैंपस आकर्षक पैकेज पर किया था। सालाना 4.80 लाख रुपये के वेतनमान पर चयनित विद्यार्थियों को जुलाई में योगदान करना है।

Issues related to renovation of tourist spots and development of Hardinge Park, Patna, on the pattern of Appu Ghar in New Delhi were raised at BJP's Sahyog programme at its state headquarters here on Friday. It was attended by tourism minister Sunil Kumar Pintoo, who gave a patient hearing to the problems of BJP activists and common people and assured to look into them.

BJP women s wing general secretary Arti Singh urged the minister to renovate a tourist spot at Matsyagandha in Saharsa district and develop the Ugra Tara Temple at Mahishi as a tourist spot.

BJP activist from Kaimur district Ramvachan Pandey urged the minister to enhance the age limit for the artists participating at Yuva Utsav to 10 to 35 years from the existing 15 years to 35 years.

BJP activist Shailesh Mahajan said that Hardinge Park, Patna, should be developed on the pattern of Appu Ghar , New Delhi, and Nikko Park, Kolkata.

Another BJP activist Dilip Kumar Singh demanded beautification of Ganinath temple at Mahnar in Vaishali district and residential facilities for the pilgrims and tourists visiting there.

For the first time since the retail revolution began in the country over 10 years ago, Bihar is on the lips of every retail major in the country. Reliance Retail for one is keen on opening stores in Bihar in 2011-12. The Kishore Biyani-led Future Group has also drawn up big expansion plans. Patna will have a Big Bazaar store by February, which will be followed by at least two more Big Bazaars and a Pantaloon store. There may be Big Bazaar outlets in Gaya, Muzaffarpur and Bhagalpur as well.

Likewise Spencer’s Retail is also interested in Bihar as are fast food outlets and coffee chains like Pizza Hut, KFC and Café Coffee Day. Bihar’s 11 per cent GDP growth is second only to Gujarat’s. More than 6,800 km of roads have been re-laid and 1,600 bridges and culverts constructed in the last four years. Over the past few years, the scenario in the east has changed dramatically. And Bihar is the biggest and the brightest story that has emerged. Journey time in India’s 12th largest state, sprawling over 94,163 sq km, has been cut by half today in many places. Most of Bihar’s infamous dons are behind bars. Gun-toting strongmen are no longer a common sight on the streets of Bihar. Also malls, shops and private educational institutions are coming up. So are mobile service providers and banking firms. It’s boom time for real estate with apartment buildings coming up all around. This economic growth has happened without any worthwhile contribution from the manufacturing sector. The state’s economy is growing because of a boom in agriculture and services sectors.

Buoyed by some remarkable achievements of its Air Intelligence Unit (AIU) at Jayaprakash Narayan International (JPNI) Airport here in the past few months, the I-T (investigation) department has sent a proposal to the Central Board of Direct Taxes ( CBDT) for setting up a permanent AIU unit at the Patna airport.

"The success of AIU unit here has encouraged us to ask to convert the temporary unit into a permanent one," an I-T official said, adding that the permanent unit will help officials to a great extent in checking movement of illegal valuables and unaccounted cash.

The AIU unit gains further significance at JPNI airport as it may easily be used by white-collar criminals and smuggling agents to carry cash and other valuables to Nepal through the porous Indo-Nepal border.

The I-T department had set up a temporary AIU unit at the city airport after the Election Commission of India asked it to do so during the recently concluded Bihar assembly elections. The temporary office of the AIU unit was set up in October-November last year.

Soon after setting up of the AIU, I-T sleuths had netted a Congress MP, R C Khuntia, carrying cash to the tune of Rs 12.5 lakh on October 12, 2010. Khuntia, who is also the secretary of the All India Congress Committee, was detained while boarding an Air India flight for Delhi. He had failed to produce documents pertaining to the cash.

AIU officials again seized Rs 33 lakh from a city-based trader, Manish Gandhi, at the Patna airport on November 6. Gandhi had also failed to disclose the source of the money he was taking to Mumbai. The I-T sleuths had reportedly laid a trap following a tip-off which led to the seizure of the money from Gandhi.

The I-T sleuths also seized about 7.5 kg of gold from a Muzaffarpur-based jeweller, Saket Kumar, on Tuesday. Kumar has been asked by I-T officials to furnish details of his I-T returns filed in the past six years.

"Currently, there is no AIU unit here," an official said and added that the AIU unit, which was set up during the Bihar assembly election, has been dismantled as of now.

According to investigation system, I-T sleuths can question anyone carrying cash or other valuables. "Those carrying cash and valuables must be able to verify the source of the same. At the same time, there is no upper limit with regard to carrying cash and valuables which are exempted from income-tax investigation," an I-T source said.

“Impressed” with the work of A 2 Z, a private body hired by Patna Municipal Corporation (PMC), the state government has given the agency the responsibility to collect garbage from all wards in the city.

The decision, taken by deputy chief minister Sushil Kumar Modi at an urban development department meeting on Wednesday, has however not gone down well with the residents of the 10 wards that the agency has been looking after since January 2010.

The Telegraph today visited seven areas — Boring Road, Sheikhpura, Raja Bazaar, Gandhi Maidan, Anta Ghat, Frazer Road and Ashok Rajpath — under the purview of A 2 Z and discovered that all of them lay in abject neglect.

Roads were littered with garbage. Cows, pigs and other animals could be seen feeding on the waste spilling from the dustbins (in areas where the bins had been placed).

It was clear that the agency had not even been doing enough to maintain cleanliness the wards that it was assigned earlier.

Ashok Rajpath: Garbage heaps lay untouched outside the Patna University gate. “Look at this place. It has not been cleared since God knows when. We wonder if at all there is any agency looking after the garbage collection,” said a student.

Rajiv Ranjan, another student, said the garbage dump outside the university gate is “a complete disrespect of the institution”. He said: “We have complained to the hostel warden and the principal, but nothing has happened so far.”

Ranjit Kumar, a student, told The Telegraph that he had read of an agency being given the responsibility to clean up the entire city. “This is probably one of those areas which A 2 Z was supposed to maintain. What have they done? We can imagine what will happen to the whole city now,” he said, insisting that the government should take the responsibility in its own hands.

Boring Road: The situation was no different in the upscale area. A huge garbage dump was found barely 50 metres away from a primary school. No dustbin was placed there.

“The garbage is affecting our business. Customers always complain about the waste dumped bang opposite our restaurant,” said the owner of Emperor restaurant.

Sheikhpura: The busy commercial area had a dustbin but it was full and the garbage was spilling over. Garbage was strewn all over the place. Bindeshear Prasad, a shopkeeper, said: “We have got used to the stench and filth. It is difficult for us to comprehend why the authorities do not clean up this place. At least when the dustbin is full, they can take it away and replace it.”

Raja Bazaar: The situation was worse here. People were found relieving themselves in the open and the garbage lay scattered outside the dustbin. There are open drains, offal from the market is dumped there.

Anta Ghat: The situation was no different at Anta Ghat near Patna Collectorate. Garbage lay scattered on the roads.

Frazer Road: Barely 50 metres from the Akashwani Bhawan, ragpickers were seen collecting polythene bags from an unattended dustbin. Garbage was spilling from the bin and the stench was unbearable. The status of a VIP Road didn’t help the area much.

Gandhi Maidan: Even the historic Gandhi Maidan, which sees so many activities round the year, lie in a pitiable state.

An A 2 Z box was kept in a corner but it looked more of a showpiece than anything else. Just outside the Gandhi Maidan police station, there was a huge garbage dump.

A morning walker at Gandhi Maidan said: “I do not visit that part. It may sound funny, but the stench is so bad that it may leave me unconscious.”

Abhishek Anand, the operational manager of A 2 Z, Patna, had an explanation. “We follow a certain criteria before keeping the dustbin. There must be a space of at least 10 feet, so that our truck can enter the place to take out the garbage box,” he said.

Asked why so many areas of the city remain unclean, Anand said: “Our trucks keep moving throughout the city round the clock. They pick up any box that they find is full. Since the government has given us the responsibility to clean up the entire city, we will try our best to live up to the expectation of the people. Even the people must not litter the city.”

The All India Institute of MedicalSciences (AIIMS) in Patna may become functional by April 2012,Bihar Health Minister Ashwani Chaube said today.

"The Centre has assured us that the construction of theAIIMS at Patna, comprising medical collage and hospital, willbe completed by this year and at least the hospital may becomefunctional by April 2012," he told reporters here.

Chaube blamed the UPA government for delay in release offunds in recent years that led to the extension of deadlinefor completion of buildings of the AIIMS.

Now, the problems have been sorted out and Union HealthMinister Ghulam Nabi Azad has said the Centre would do itsbest to ensure that the project was completed in time, hesaid.

Cinepolis, a Mexico-based multiplex operator, is looking at expanding its footprint in India. The company started operations in India last year and has planned to invest $350 million (Rs 1,600 crore) in the next five years to operate 500 screens in 40 cities.

Founded in 1971 in Mexico, it is the world’s fifth largest movie theatre circuit, operating 2,257 screens across 240 cinemas in six countries. The company operates its screens under four brands that span segments. It has a global workforce of 15,190 people.

Cinepolis brought up its first multiplex in Amritsar's Celebrations Mall last year. It aims to operate 40 new screens in seven cities over the next year. The company is in talks with developers and has zeroed on Jaipur, Bangalore, Thane, Patna, Bhopal, Surat and Ahmedabad for the theatres.
