Its getting there!

Alot needs to be done to reduce the pollution levels.

CNG and the Metro have helped in reducing pollution as well as vehicles off the roads.

The Metro has and will continue to contribute to the new transport require for Delhi.

Zipping into the future

Not very long ago, during the mid-1990s, travelling in Delhi was a nightmare. And if you had to go out to its suburbs, it meant keeping a full day aside for the trip — traffic moved at a snail’s pace, honking would leave your nerves jangled while you waited in an interminable traffic jam, choking on exhaust.

Cut to today. Zipping around Delhi is a lot smoother, thanks to the number of flyovers that have come up over the busy intersections and slick-as-silk expressways connecting the Capital city to its satellite townships. And this despite the number of vehicles having multiplied over the years. Yes, it’s still very noisy on the roads — let’s just admit it: we Dilliwallas are loud! So as Delhi’s supper brats with swanky cars hit 150 kmph on state-of-the-art flyways, the old and cautious hold their breath and stare in envy.

Every time software engineer Ravi Singhal’s friend comes from Mumbai he makes it a point to take him out on a drive to Noida. Sounds like a show-off but he can’t resist it. Blame it on the stylish toll bridge. Thanks to the eight-lane flyway, it takes Singhal only seven-eight minutes to reach Noida from his Ashram residence, something unthinkable just a few years ago.

Fast Forward

This is just a beginning. According to PWD Minister AK Walia, 24 new flyovers will come up in the Capital before the 2010 Commonwealth Games. Delhi, it seems, is on its way to become the Flyover Capital of India. Just look around, work on flyovers is going on at crossings like Mukarba Chowk, busy-looking men in yellow hats are giving shape to the Gurgaon expressway.

Flyovers will come up on SA Marg, Shantivan crossing, Rajghat crossing, Bhairon road, Nizamuddin railway station road, in Adhchini, near Batra Hospital, Ambedkar Nagar-Khnapur, Saijdulajab, and Kamla Nehru college to give a big fillip to intra-city connectivity.

Bright future

What’s more, the state government is gearing up to give Delhi a new aesthetic look before the Games. On the cards are projects like improvement and landscaping of all major roads in the city. Some of the roads to be beautifies are Panchkuian, Mathura road near Humayun Tomb, DDU Marg and Mehrauli road.
Even the three lakh-odd streetlights in the city will be spruced up and made uniform before 2010. And helping in this transformation are are experts from our own IIT. They are drawing up a detailed street-lighting plan for Central Delhi.
Sounds like a bright idea.

Signal-Free Noida Crossing Hits Hurdle

UP Govt Yet To Respond To DDA Letters Seeking 12 Acres Of Land On Yamuna Riverbed

The Delhi Development Authority’s plans to make the busy Noida crossing signal-free by constructing two clover leaves has run into rough weather. The UP Government has not responded to letters written by the DDA since October 2006, seeking transfer of 12 acres of land for the purpose. Even Akshardham Temple authorities have made it clear to the authority that the clover leaf that brushes through their complex should not raise security concerns or spoil the aesthetics and view of the temple.



The DDA is proposing three clover leaves at Noida crossing flyover on NH-24 junction with Marginal Bund Road near Akshardham temple. The idea is to make intersection at Noida crossing signal free. Two of the three clover leaves proposed are coming on land in the Yamuna riverbed which belongs to the UP Irrigation Department.

While one piece of land is seven acres, the other is a spread of five acres. In a letter to the UP Government, DDA has asserted: ‘‘These two pieces of land are urgently required by DDA.’’ The authority has written some six letters to various officials of UP Irrigation since October. But there has been no response so far, DDA sources said.

In its letters to UP Irrigation, the DDA has emphasised on need to construct the clover leaves urgently. ‘‘With the commissioning of these clover leaves, the movement of traffic coming from Noida-Ghaziabad to and fro to Delhi shall be hugely benefited due to signal-free intersection at this juncture. In the absence of clover leaves on Noida Crossing flyover, huge traffic congestion can be seen,’’ one of the last letters written by DDA in November states.

Seeking handing over of the 12 acres, DDA further reiterates in its letter: ‘‘It will be in interest of both UP and Delhi that this intersection be made signal free and smooth flow of traffic is assured for the public at large. Noida crossing flyover is extremely important as an entry point for traffic coming from Noida and UP into Delhi.’’

While UP Government is yet to respond, the Akshardham temple authorities have been quick to express their concerns to DDA. Akshardham temple has made it clear to DDA that they don’t have a problem with the clover leaf coming up provided the aesthetics and security of the premises are not affected. ‘‘The proposed clover leaf near the temple will brush through the temple complex as some pillars will be located here. Hence, security is a concern as some people may try to jump into the complex from the clover leaf. The other concern being the aesthetics. We told the DDA that the view of temple should not be blocked. DDA has assured that these concerns will be taken care of at the time of construction,’’ a spokesperson from Akshardham Temple said.

New Delhi: KMP Expressways Ltd, a special purpose vehicle executing the Rs 1,915 crore Kundli-Manesar-Palwal expressway, has announced that it has achieved the financial closure (FC) for the project.


Awarded by the Haryana State Industrial and Infrastructural Development Corporation (HSIIDC), the project, which envisages construction of 135.6 km road, would be implemented on a build-operate-transfer (BOT) basis. The concessionaire would operate the toll road for 23 years and nine months including the period of construction (of about three years). The work on the project has already begun and is scheduled for completion by July 2009.


Out of the total cost of Rs 1,915 crore, the SPV has tied up a debt of Rs 1,149 crore, through a consortium of 12 banks and financial institutions including SBI and IIFCL, led by IDBI Ltd. The arrangers for the debt are SBI Capital Markets Ltd and IDBI Ltd.


"The debt costs are in the range of 10-10.5 per cent per annum. DS Construction has the engineering procurement contract for the project," said Mr H.S. Kohli, Chairman, KMP Expressways. KMP Expressways is a joint venture between DS Constructions (67 per cent) and the UK-based Apollo Enterprises Ltd (33 per cent).


There is no positive or negative grant in the project - which means that the Haryana Government neither gives any money to KMP for constructing the road, nor does it receive any money from KMP for letting it collect the toll for about 20 years.


Mr Deepak Chatterjee, Senior Vice-President, SBI Capital Markets Ltd, added: "We are pleased to be associated with India's largest BOT expressway project and one of the most significant in the PPP infrastructure development sector, as the lead arranger for the debt." More than 98 per cent of the land has already been acquired by HSIIDC and handed over to KMP. The execution of the project has been divided into three packages of 45 km each to be supervised by a Senior Project Manager.

PWD looks at private hands to maintain roads

All 350 kilometres of Delhi roads to be ‘handed over’ for upkeep ahead of 2010 Commonwealth Games

New Delhi, January 16: THE Public Works Department has decided to hand over management of the whole 350-km road network under its jurisdiction to private agencies. The idea, say officials, is to ensure they are made “world-class” before the 2010 Commonwealth Games in Delhi.

Flyover construction no longer a simple affair

The government has learnt its lesson from flyovers like the one at AIIMS crossing and Dhaula Kuan where there is no provision for the pedestrians to cross the road. In some of the flyovers like Noida crossing, clover leaves were added after the construction. The construction of multi purpose flyovers at Mukerba Chowk and Azadpur too have several tiers and provisions for the pedestrians.

Clearing a proposal of the Public Works Department (PWD) for the construction of a flyover at Jwala Heri — Bhera Enclave intersection on Outer Ring Road, Delhi Urban Development and Finance Minister AK Walia said the road would become signal free and people would get new facilities.

The new flyover would be constructed in 30 months and it would cost Rs 54.66 crores. An underpass and two foot over bridges too would be constructed at the site to provide a multi pronged solution to the traffic woes of the residents in and around the intersection. It will be constructed before the Commonwealth Games in 2010.

Walia said: "The flyovers in the city would serve commuters of all hues — whether on foot or on two-wheelers or cars. Wherever possible, there would be multiple arms so that traffic moving from all directions gets a signal free intersection."

At present, there are 40 proposals of flyovers pending with different authorities. After clearing a proposal, Delhi government sends it to the technical committee of the DDA. Following the technical committee's clearance, the proposal is sent to the Delhi Urban Arts Commission. After all these mandatory clearances, the file comes back to the state government for commencement of the construction work.

The major focus would be to start the construction of projects so that they are completed in mid 2010. Some of these are Shastri Park underpass, Mangolpuri flyover, flyover at Raja Ram Kohli Marg, Shastri Park - Pushta road junction flyover, Munirka flyover, Flyover on Outer Ring Road at Rao Tula Ram Marg, ISBT Anand Vihar and Gazipur flyover etc.

"We have done the spadework for all these projects and construction would commence soon after the foundation stone laying ceremony," said Walia.

The other projects which are to start in the next couple of months include Nangloi - NH 10 flyover, Azadpur flyover, Behra Enclave underpass, Shyamlal College - GT road flyover, Apsara Border flyover, elevated east-west corridor, ITO chungi - Vikas Marg underpass etc.

The recycling of Mehrauli- Gurgaon road, and widening of the NH-24 which leads from Nizamuddin Bridge to UP border are other projects which will be started in the next few days.

"We have started a reverse clock system wherein the dates for inauguration and completion of the projects would be strictly monitored," added Walia.
