Sudheesh, it is probably because both Kerala and Bangalore have abundant rain, and lack of sunshine in comparison to Chennai. So, Probably you are used to it. For people like me, who grew up in hot conditions, the rains were always a delight.

Even today, when I complement the weather, Bangaloreans say - "It's so gloomy, wish there was some sun"

Ya, that could be the reason. Sometimes I use to have a thought that in Kerala people are not giving due respect to the rain gods to give it in plenty.

Personally I only have faced issues due to rains/excess water rather than the lack of it. Some times you cannot even predict rains too. Morning it would be sunny, warm and clear and suddenly it will darken up and rain. In my home we found it difficult to construct a 'septic tank' as water comes up when we dig a few feet down. And roads get damaged always.

I remember during 2002 when I was in Technopark Trivandrum, one education services company with offices in Chennai (and UK) started operations. The key people icluding CEO were all from Chennai, and they used to walk in the open during medium rain/drizzle and enjoy it.

Kerala cities (Kochi 1733.5 mm) gets more rain than Chennai (1549.9 mm). But, Not Bangalore (AVG 877.8 mm). Since Bangalore weather is cool people think Bangalore is getting more rain.

Ya, when it comes to absolute numbers, Chennai gets more rain than Bangalore. Same thing about Mumbai too. But the ‘effect’ is more felt in Bangalore. I am living here for the last 2.5 years. Most of the months it rains or is cloudy and I feel like Bangalore having more rain than Kerala.

The differentiating factor in Bangalore is that it would be ‘drizzling’ or ‘overcast’ most days. While in Chennai, 1/3rd of the total rain happens just in one month. We hear of floods, disruption of traffic etc and after few days, it would be back to the warm weather.

I am not sure about the rainfall figures given for Kochi since everywhere else I have seen figures between 2400mm to 3000m only. The average rainfall for Kerala is around 3107mm, with some regions getting up to 5000mm.

Chennai gets Avg 700mm - 750mm rain between October and December rest (800 mm) all pouring though-out the year.

Yes, Kerala is getting more rain than this statistics. 5000 mm recorded only Agumbe (karnataka) i think. Kasargode getting more rain in Kerala. Valparai in Tamilnadu.

Of course, some places in Kerala recorded more than 5000m. BTW I got the figure from the official Govt of Kerala website.

All set for unified transport authority

The decks were cleared on Friday for the establishment of the Chennai Unified Metropolitan Transport Authority (CUMTA) with the Assembly adopting a Bill in this regard.

The Authority has been proposed to ensure coordination of several agencies involved in planning, providing operations and managing the transportation system. It will also streamline the activities of the agencies.

This is necessary to utilise the available infrastructure and resources for development.

K.N. Nehru, Transport Minister, piloted the Bill in the Assembly. The legislation was passed without any discussion.

Among the functions of the CUMTA is the regulation of measures for integration of all public mass passenger transport modes through routing, scheduling and operating feeder services, besides running combined or common ticketing to facilitate seamless commuting. Headed by the Transport Minister, the Authority, with the approval of the State government, will determine the fares.

It will prepare, in consultation with the CMDA, a comprehensive transportation plan, addressing the planning and development of all public mass passenger transport modes and related infrastructure within the Master Plan.

It will recommend the proposed plan to transport agencies concerned for execution. Apart from updating the plan periodically, the new body will monitor, coordinate and evaluate the implementation of the plan.

The CUMTA will have two ex officio vice-chairpersons – Chief Secretary and Chennai Metropolitan Development Authority Vice-Chairman. There would be 14 other official nominees, including Secretaries of the State Finance, Home, Transport and Housing and Urban Development Departments and Southern Railway General Manager.

The Chief Urban Planner (Transport), CMDA, would be the member-secretary

Unhappy Chennai faces acute deficit of affordable housing

Government initiatives to bridge the affordable housing deficit in Chennai city have fallen short of the targets. In order to increase the supply of affordable housing units, the building rules of the Second Master Plan, in 2008, made it compulsory on private builders to reserve apartments for lower income groups. So far, it has generated only 2500 units, against the annual demand of 36,000 units.

Another new initiative introduced in 2010 that provides 50 per cent additional FSI for low income housing projects has no takers. There is a need to generate about 4.2 lakh units for low income groups by 2016.



The CMDA has made it mandatory that apartments constructed on properties exceeding one hectare should reserve 10 per cent of the developed land for LIG and EWS dwelling units (measuring 450 sq.ft). In the event, if the land cannot be provided within the same site, it could be provided in an alternative property located within a radius of two km from the site developed.

“There are no large properties measuring one hectare within a 20 km radius of the city. Hence this rule will only have limited use. If one were to develop a low income housing project in the far suburb, it requires good infrastructure support, which is absent. It also does not make good business proposition to combine low income housing with big housing projects,” explained M.K. Sundaram, past president of builders association Southern Centre and Member, shelter committee, CMDA.

Apart from poor response, the limited units that have been so far built are not affordable in terms of price.

A housing unit is considered affordable to Economically Weaker Section (EWS) and Low Income Group (LIG), according to the Ministry of Housing and Urban Poverty Alleviation, when its cost is about four times the gross annual income of the buyer. Going by the annual income limit used for categorising EWS and LIG by Tamil Nadu Housing Board, which is Rs.60,000 and Rs.1.2 lakh respectively, a 450 sq.ft housing unit in Chennai has to be priced at Rs.2.5 lakh and Rs.4.8 lakh to qualify as affordable housing.

The ground reality is that it is priced at Rs.8 to 9 lakh in the faraway suburb and within the city it would be priced between Rs.25 lakh and Rs.30 lakh.

“We need to give the policies some more time to take effect,” remarked Susan Mathew, Vice- Chairperson, CMDA. “Efforts are taken to ensure that the large housing projects reserve adequate number of affordable housing units. The final completion certificate is not issued unless the low income housing units are built. We will verify this through an onsite inspection,” she added.
