2 Weeks back, somebody questioned me on MGNREGA is happening in TN without corruption.
i just asked my cousin how is happening in our village. he told following things.
1. they just go in the morning, stay there for few hours, get money (not 100 rs) and come back.
2. their name is in all the beneficiary list..so they are getting free rice, kerosene, fan, mixie, grinder, TV, golden Thali,etcc...etc...
3. some good people after coming back home goes to some farm works.. whereas others are going to TASMAC.
4. what about the work that is supposed to be done by them for MGNREGA...just left as it is...

சென்னை உட்பட பெரு நகரங்களில் அடுக்குமாடி கட்டடங்களுக்கான, தளப்பரப்பு குறியீடை (எப்.எஸ்.ஐ.,) கட்டண அடிப்படையில் அதிகரிக்க, மத்திய திட்டக்குழு கொள்கை அளவில் ஒப்புக் கொண்டுள்ளது. இதன்படி, தமிழகத்தில் மூன்று மடங்கு வரை, எப்.எஸ்.ஐ., அளவை அதிகரிக்க வாய்ப்புகள் அதிகரித்து இருக்கின்றன. வரும் 12வது ஐந்தாண்டு திட்ட காலத்தில், நகர்ப்புற வளர்ச்சித் துறையின் தேவை மற்றும் மேற்கொள்ள வேண்டிய திட்டங்கள் குறித்து ஆய்வு செய்ய, தமிழகம் உள்ளிட்ட பல்வேறு மாநிலங்களின் பிரதிநிதிகளை கொண்ட சிறப்பு துணைக்குழுவை, மத்திய திட்டக்குழு அமைத்தது. இக்குழுவின் அறிக்கை திட்டக்குழுவிடம் தாக்கல் செய்யப் பட்டது.
அறிக்கை விவரம் : இந்த அறிக்கையில், சென்னை உள்ளிட்ட பெரு நகரங்களில் அதிகரித்து வரும் குடியிருப்புத் தேவையை கருத்தில் கொண்டு, அதற்கேற்ப பல்வேறு திட்டங்கள் பரிந்துரைக்கப் பட்டன. இதில் முதலாவதாக, குறைந்த நிலபரப்பில் அதிக எண்ணிக்கையிலான மக்களுக்கு வீடுகள் கிடைக்கும் வகையில், அடுக்குமாடி கட்டடங்களுக்கான தளப்பரப்பு குறியீடு அளவை கட்டண அடிப்படையில் அதிகரிக்க அனுமதிக்கலாம் என, பரிந்துரைக்கப் பட்டு உள்ளது.
சி.எம்.டி.ஏ., ஆய்வு : இப்பரிந்துரையை திட்டக்குழு ஏற்றுக் கொண்டுள்ளதோடு, கொள்கை அளவில் இதை ஏற்பதாக, மத்திய அரசும் பார்லிமென்டில் உறுதி அளித்துள்ளது. இதில், தமிழகத்தில், முதல் கட்டமாக சென்னை பெருநகர் பகுதியில், தளப்பரப்பு குறியீடு அதிகரிப்பு உத்தேச மதிப்பீடுகளை தயாரிப்பதற்கான ஆய்வுகளை, சி.எம்.டி.ஏ., அதிகாரிகள் துவக்கி உள்ளனர்.
உயர கட்டுப்பாடு தளர்வு : இதுகுறித்து, பெயர் குறிப்பிட விரும்பாத சி.எம்.டி.ஏ., உயரதிகாரி ஒருவர் கூறியதாவது:இரண்டாவது மாஸ்டர் பிளான் அடிப்படையில் நடைமுறைக்கு வந்துள்ள புதிய கட்டட விதிகளின்படி, வழக்கமாக அனுமதிக்கப்படும், 1.5 என்ற அளவைவிட கூடுதலாக, 0.75 வரை தளப்பரப்பு குறியீடை கட்டணம் செலுத்தி, கட்டட உரிமையாளர்கள் பெற்றுக் கொள்ளலாம். அதேவேளையில், 60 அடிக்கும் அதிகமான அகலம் கொண்ட சாலைகளை ஒட்டியுள்ள மனைகளில், கட்டப்படும் அடுக்குமாடி கட்டடங்களுக்கான உயர கட்டுப்பாடு தளர்த்தப் பட்டு உள்ளது.இதனால், விமான போக்குவரத்து, தீயணைப்புத்துறையின் தடையின்மை சான்றிதழ் பெற்றுவிட்டால், எவ்வளவு உயரத்துக்கு வேண்டுமானாலும் கட்டடங்களை கட்டலாம். இப்படி உயரம் அதிகரிக்கும் போது, அவர்களுக்கான தளப்பரப்பு குறியீடு தானாகவே அதிகரித்து விடும்.
மெட்ரோ ரயில் வழித்தடம் : இதில், அகலமான சாலைகள் மட்டுமல்லாது, அதிக எண்ணிக்கையில் மக்கள் பயன்படுத்தக் கூடிய பொது போக்குவரத்து வசதிகளையும், கருத்தில் கொள்ள வேண்டும் என்ற கருத்து, பல்வேறு நிறுவனங்கள் சார்பில் வலியுறுத்தப் படுகிறது. இதனால், மெட்ரோ ரயில் வழித்தடத்தை ஒட்டிய பகுதிகளில், கட்டப்படும் கட்டடங்களுக்கான தளப்பரப்பு குறியீடை அதிகரிக்க, முடிவு செய்யப் பட்டு உள்ளது. இதற்கான நடவடிக்கைகள் எடுக்கப்பட்டு வருகின்றன.
விரைவில் அறிவிப்பு : அதிகரிப்பு எவ்வளவு என்பது உள்ளிட்ட சலுகைகள் குறித்த அறிவிப்பு, விரைவில் வெளியிடப்படும். இதற்கு அடுத்தபடியாக மற்ற பகுதிகளில், தளப்பரப்பு குறியீடை அதிகரிக்க நடவடிக்கை எடுக்கப்படும். இப்போதைய நிலையில், சென்னையின் பெரும்பாலான பகுதிகளில், தளப்பரப்பு குறியீடை இரண்டு அல்லது மூன்று மடங்கு வரை அதிகரிக்க வாய்ப்புகள் உள்ளன. இவ்வாறு, அந்த அதிகாரி கூறினார்.
இதுகுறித்து, இந்திய ரியல் எஸ்டேட் மேம்பாட்டாளர்கள் சங்கங்கள் கூட்டமைப்பின் (கிரெடாய்), தமிழக பிரிவு தலைவர் சிட்டிபாபு கூறியதாவது: கூடுதல் எப்.எஸ்.ஐ., கட்டண அடிப்படையில் வழங்கப்படுமா அல்லது இலவசமாக வழங்கப்படுமா என்பதை பொருத்தே கருத்து கூற முடியும். இருப்பினும், இப்போதிருக்கும் உள்கட்டமைப்பு வசதிகள் அடிப்படையில், கூடுதல் எப்.எஸ்.ஐ., வழங்குவது சிக்கலை மேலும் அதிகரிக்கும். சாலைகள், குடிநீர் வடிகால், சுகாதாரம், போக்குவரத்து உள்ளிட்ட கட்டமைப்பு வசதிகளை அதிகரித்துவிட்டு, கூடுதல் எப்.எஸ்.ஐ., வழங்கினால், பயனுள்ளதாக இருக்கும். இவ்வாறு அவர் கூறினார்.
எப்படி கணக்கிடப்படுகிறது? : ஒரு குறிப்பிட்ட இடத்தில், 1,000 சதுர அடி நிலம் இருந்தால், இப்போதுள்ள கணக்குப்படி, அந்த நிலத்தில் முன், பின் மற்றும் பக்கங்களில் போதிய அளவு காலி இடங்கள் விட்டு, தரை மற்றும் முதல் தளம் என, மொத்தம் 1,500 சதுர அடி அளவுக்கு கட்டடம் கட்டலாம். தளப்பரப்பு குறியீட்டை இரண்டு அல்லது மூன்று மடங்காக அதிகரிக்கப்படும் நிலையில், 1,000 சதுர அடி நிலத்தில் மூன்று தளங்கள் வரை மொத்தம், 4,500 சதுர அடி வரை கட்டடம் கட்ட முடியும். இவ்வாறு கட்டும் போது, அக்கட்டடத்தை பயன்படுத்துவோர் எண்ணிக்கை அதிகரிக்கும். அதற்கேற்ப அங்கு, சாலை, குடிநீர், சுகாதாரம், போக்குவரத்து வசதிகளும் அதிகரிக்கப்பட வேண்டும்.

Yeah, the prices will stabilize. After the FSI was increased in bangalore suburbs, the apartment prices were stabilized. End user will be benefited.

But if they just increase FSI without addressing the infrastructure, it is going to be chaotic.

Imagine this. There are lot of illegal buildings in the city with 4.5 FSI already built in. All these buildings will become legal shortly. The new illegal standards will also increase and may reach 6 or 7 FSI.

Who is going to ensure this is not going to happen? Nobody.

if FSI increases, then more construction can be done in those areas after getting approval from the CMDA, which means the real estate promoters will get more space to sell and thereby decrease the price just a notch.

For example in Annanagar prime area they buy a plot of land of 3600 sq feet for about 4 crores, then they get a FSI of say 4.5 times the plot area (since we are now getting 3 times more FSI), so they can construct upto say 16000 sq feet, now car parking will consume about 1200 lets say, so 12800 or approx 12000 sq feet. Lets say for construction they spend Rs.1500 per sq feet. Which is totalling to about 6 crores in expenses. They now want a margin of 1 C for themselves for the project. Which means 7C divided by the 12000 sq feet which would come to approx 6000 per sq feet as against 7500 to 8500 currently. just my approx evaluation. Correct me if i am wrong somewhere.

First of all the existing DCR will not allow utilising the enhanced FSI ie from 2.5 to 5 or more since the set back rules and road width condition may derail. The city plots will be smaller and so it may not be beneficial to many city based developments.

With the steep increase in land costs, the enhanced FSI will keep the price affordable

Recently I happened to travel through villages around CBE district and found people resting on the roadside waterway (smaller one). My father explained they have been cleaning the 1km long waterway connecting two small lakes for several months! They hardly work for an hour in a day (no supervisor, no accountability) and thats why they are not paid the 100!

And whatever money is paid by Central Govt for the day long (!!) work goes to State Govt in the evening (TASMAC)

Watched Aamir's Satyamev Jayathe on Medical malpractices and thats a good check on India's healthcare reality. If only Sonia Gandhi (leave alone the poor Singham!) can spend the thousands of crores that she spends on NREGA and proposed FSB into Healthcare, we would be so much better! but never mind, it doesnt bring any votes!

I do not think the Govt gives details of work carried out in the last so many years of NREGA, neither would there be any transperancy. They only let you know how much they donated to the less priveleged citizens.

The change should happen from the law implementor first... then society will change...this process is short and easy process.

This practice I believe it started with, when getting things done was so complicated and problematic . so when a person applied for anything he was so joyous , that he shared as gift [nowdays we give tip to person who is a watchman] to person who is incharge. As days went on , the tip became mandatory to do the very activity.

So how to avoid the tips is bring in more channels of people who can do the same activity , rather than reliance from the govt authorities.Earlier we had to bribe to get the Telephone, right now it gets done in matter of hours without hassle.

So we should implement multiple delivery mechanisms, once the small petty corruption goes away. nobody will bother what is happening at the top.

MGNREGA ia a populist scheme introduced only to garner votes.No worthwhile assets are created but only increasing corruption.It is a drain on the economy.NAC headed by Sonia Gandhi get to implement such crazy schemes.Right from 1979 so many schemes for weaker sections were/are introduced using the schedule commercial banks for indiscriminate non viable irrecoverable lendings most of the loan accounts were written off and subsidies using tax payers money and still the population below the poverty line has not come down instead it has gone up inspite of using various permutations and combinations to show poverty is on the decline but it is only an illusion.

One can hardly say poverty decline is an illusion. India is vastly more prosperous than it was 30 years back. In every sector, our consumption is deepening. Car showrooms are opening even in Tier III and Tier IV cities. Is there a single statistic to show that people are worse off? The size of the middle class itself has hugely expanded. To take one simple example, getting domestic help cheaply used to be easy in big cities. Now it isn't. I am a B.A. 30 years back, people like me had nothing to look forward to. Today, me and my friends live comfortably. Our Rajasthani tile layers in good months in Pune construction industry earns substantially more than I do, even being barely literate in Hindi while I have a B.A. +post grad diploma. 30 years back or even 10 years back, was that the case? Ironically, high economic growth benefits the poor a lot but that is often missed. In our Spencer's Retail store nearby in Bangalore, they are even advertising for people.

This is the scene at a petrol bunk on St. Mary's Road. Also, A friend working in Tidel park called in to inform that Tidel Park is closed for the day and all employees sent home as there is no power supply.

67,000 கிலோ லிட்டர் டீசலுடன் கப்பல் சென்னை வந்தது

சென்னையில் ஏற்பட்டுள்ள டீசல் பற்றாக்குறையைப் போக்க கப்பல் மூலம் 67,000 கிலோ லிட்டர் டீசல் வந்துள்ளது. இதையடுத்து இன்று இரவுக்கு மேல் டீசல் தட்டுப்பாடு படிப்படியாக குறையும் என அறிவிக்கப்பட்டுள்ளது.

பெட்ரோல் விலையை லிட்டருக்கு ரூ. 7.50 என்று பெட்ரோலிய நிறுவனங்கள் உயர்த்தியது முதலே துயரம் தொடங்கி விட்டது. விலை உயர்வுக்கு முதலில் மக்கள் கடும் எதிர்ப்பைக் காட்டினர். இதனால் மத்திய அரசு அசைந்து கொடுப்பதாக இல்லை. இந்த நிலையில்தான் பெட்ரோல், டீசல் பறறாக்குறை என்ற புதிய பிரச்சினை கிளம்பியது.

சென்னையில் கடந்த 5 நாட்களாக இருப்பு இல்லை என்ற அறிவிப்பு போர்டு தான் பெரும்பாலான பெட்ரோல் பங்க்குகள் முன்பு காட்சி அளிக்கிறது. இது வாகன ஓட்டிகளுக்கு கடும் அதிர்ச்சியை ஏற்படுத்தியுள்ளது.

சென்னையில் உள்ள 300-க்கும் மேற்பட்ட பங்க்குகளில் 50-க்கும் குறைவான பங்க்குகளே நேற்று இயங்கின. மற்றவை எல்லாம் மூடப்பட்டு விட்டன. சென்னை நகரில் தொடங்கிய இந்த பங்க் அடைப்பு புறநகர்களுக்கும் பரவி அங்கும் ஏராளமான பங்குகளை மூடி விட்டனர்.

பெட்ரோலுக்காக வாகன ஓட்டிகள் அங்கும், இங்கும் அலைந்து திரிய நேரிட்டுள்ளது. திறந்திருந்த சில பங்குகளிலும் கூட நூற்றுக்கணக்கான மக்கள் நீண்ட வரிசையில் காத்திருந்ததைப பார்க்க முடிந்தது.

5 நாட்களாக தொடரும் இந்த பிரச்சினைக்கு எப்போது முடிவு வரும் என்று தெரியவில்லை. பெட்ரோல் பங்க் உரிமையாளர்கள் சங்கத்தை கேட்டால், எண்ணெய் நிறுவனங்களின் சுத்திகரிப்பு நிலையங்கள் செயல்படாததால் இந்த தட்டுப்பாடு ஏற்பட்டுள்ளது என்று தெரிவிக்கின்றனர். இருப்பினும் பெட்ரோல் டீசல் தட்டுப்பாட்டிற்கான உண்மையான காரணம் என்ன என்று இதுவரை தெரியவில்லை.

ஆனால் பெட்ரோலிய நிறுவனங்கள் வேண்டும் என்றே இந்த செயற்கைத் தட்டுப்பாட்டை உருவாக்கியிருப்பதாக மக்கள் கூறுகின்றனர். விலை ஏற்றத்தை எதிர்த்த மக்கள் வாயிலிருந்து, விலையை வேண்டுமானால் ஏற்றி விட்டுப் போ, ஆனால் பெட்ரோல் தராமல் இருக்காதே என்ற வார்த்தை வர வேண்டும் என்பதற்காகவே இப்படி அவர்கள் செய்வதாக குற்றச்சாட்டு எழுந்துள்ளது.

விலை ஏற்றப்படுவதற்கு முதல் நாள் வரை பெட்ரோல், டீசல் பற்றாக்குறை ஏற்படாததை அவர்கள் சுட்டிக் காட்டுகின்றனர். அதெப்படி திடீரென பற்றாக்குறை ஏற்படும் என்றும் மக்கள் கேட்கிறார்கள்.

இதற்கிடையே டீசல் தட்டுப்பாட்டைப் போக்க சென்னைக்கு இன்று கப்பல் மூலம் 67 ஆயிரம் கிலோ லிட்டர் டீசல் வருவதாக இந்தியன் ஆயில் நிறுவனம் தெரிவித்திருந்தது. இதுகுறித்து இந்தியன் ஆயில் நிறுவனத்தின் தமிழ்நாடு மாநில செயல் இயக்குனரும், தமிழ்நாடு, புதுச்சேரி எண்ணெய் நிறுவன மாநில அளவிலான ஒருங்கிணைப்பாளருமான வி.கே.ஜெயச்சந்திரன் நேற்று வெளியிட்ட அறிக்கையில்,

தமிழ்நாட்டில் குறிப்பாக சென்னையில் டீசல் தட்டுப்பாடு இருப்பதாக வெளியான தகவலை தொடர்ந்து அதுகுறித்து ஆய்வு செய்வதற்காக தமிழக உணவுத்துறை செயலாளர் எம்.பி. நிர்மலா தலைமையில் நேற்று கூட்டம் நடைபெற்றது. இந்த கூட்டத்தில், உணவுத்துறை கமிஷனர் மற்றும் அதிகாரிகள் கலந்து கொண்டனர். எண்ணெய் நிறுவனங்களின் உயர் அதிகாரிகளும், எண்ணெய் நிறுவன மாநில அளவிலான ஒருங்கிணைப்பாளரும் கலந்துகொண்டனர்.

இந்த நிலையில் கொச்சியிலிருந்து பிரதீபா வர்ணா என்ற கப்பல் மூலம் டீசல் சென்னைக்கு இன்று வந்து சேர்ந்தது. இந்த டீசலை இறக்கும் பணி தற்போது நடந்து வருகிறது. மொத்தம் மூன்று கப்பல்களில் டீசல் சென்னைக்கு வருகிறது.
