Is there a reason why Beijing only has one building on the list that is considerably smaller than most of the others? Are they trying to spread the commerce around the country to avoid from having one megacity or is there something political behind it?

It might be due to goverment restrictions on building heights in Beijing, just as there are in Ottawa.
