Sen. Chuck Schumer (D-N.Y.) had attached nearly $2 billion to a transportation bill to extend the existing AirTrain between JFK Airport and Jamaica, Queens, to lower Manhattan. But Sen. Judd Gregg of New Hampshire, the top Republican on the Senate Budget Committee, complained on the chamber floor that New Yorkers were trying to fleece taxpayers. "They have decided to raid the federal treasury for the purposes of building this, this train to nowhere," Gregg told fellow senators. An incensed Schumer insisted Ground Zero is hallowed ground, not a dead-end destination, and that the cash is the "last part of the $20 billion that President Bush promised to New York after 9/11" to rebuild the devastated city. "It was always intended for transportation projects around lower Manhattan," Schumer said. "It is blasphemy to New Yorkers and all Americans to exploit the sanctity of Ground Zero to score a cheap political point." Gregg's portrayed the effort as a "train to nowhere" was an allusion tohis Republican colleague Sen. Ted Stevens's infamous "bridge to nowhere" - a $223 million project to connect a tiny Alaskan island to the mainland. "This 'nowhere' of lower Manhattan is also the heart of American and world finance," said Mayor Bloomberg's spokesman, Stu Loeser. "The senator might not remember what happened there seven years ago and what happens there every day, but the rest of us cannot forget." One of Gregg's top aides insisted the senator wasn't trying to sting New York's 9/11 victims, but to point to a questionable project. The $2 billion has been requested each year by the White House as part of President Bush's annual budget requests to fulfill the $20 billion commitment. Many transit officials in New York have never warmed up to the plan Schumer advocates, saying it's a train that would benefit few commuters, given the enormous costs. Senate sidetracks $2B for a rail link to Kennedy Airport By Richard Sisk DAILY NEWS WASHINGTON BUREAU Wednesday, May 7th 2008, 4:00 AM WASHINGTON - The last $2 billion in 9/11 federal recovery money for New York City was put on hold Tuesday in a Senate meltdown over rules and election year politics. Democrats failed to muster the 60 votes needed to break the GOP's roadblock on a bill to fund the Federal Aviation Administration, to which New York's $2 billion was attached. Senators from both parties later traded charges of stalling on the FAA bill to provide grist for campaign ads in November. The bill's failure dimmed prospects for the city this year receiving any of the $2 billion, which was slated for a Kennedy Airport rail link, but Sen. Chuck Schumer (D-N.Y.) said he would try to attach the $2 billion to another bill. "We will keep working to deliver this funding to New York," Schumer said. |

Port Authority steps up planning for 2 new terminals at JFK By DAVID B. CARUSO | Associated Press Writer May 22, 2008 NEW YORK - The days may be numbered for the two oldest passenger terminals at John F. Kennedy International Airport. The Port Authority of New York and New Jersey took a first step Thursday in planning the replacement of Terminals 2 and 3, which were state-of-the-art buildings when they opened in the early 1960s but are now overcrowded and obsolete. The authority, which operates JFK, said it would spend $20 million planning for a new mega-terminal that would have modern security features, space for new amenities and many more gates. Both existing terminals are now operated by Delta Air Lines Inc., which is part way through a major expansion at JFK. The airline, which would be a partner in the construction of the replacement terminal, has projected that it will be flying 18 million passengers through JFK by 2017, about double the number it served last year and well more than triple the 5 million it handled in 2002, Port Authority officials said. Port Authority Aviation Director William DeCota said the reconstruction would be a "huge undertaking," but a necessary one if the airport is to accommodate planned growth in air travel. "They were built in a different era," he said of the aging structures. Terminal 2 opened in 1962 and was initially used by Northeast Airlines, Northwest Airlines and Braniff. Terminal 3, built for Pan American, was slightly more storied. When it opened in 1960, the circular building's most striking design was its huge, flying-saucer-like roof. The building had a 114-foot overhang intended to shelter passengers from rain as they boarded parked aircraft _ a feature rendered obsolete by the development of the jetway. The terminal was renamed the "Worldport" when it expanded in the early 1970s to accommodate the Boeing 747. The plans for demolishing and rebuilding the terminals are being made at a time when JFK is undergoing several major operational changes as a result of its growth spurt. After near-record flight delays last year, federal authorities capped the number of hourly flights allowed at the airport, saying the airlines had scheduled too many takeoffs and landings. The FAA followed that up with an announcement that it intended to ration those flight slots by auctioning them to the highest bidder _ a procedure that could, potentially, make it somewhat risky for an airline to invest in new terminal facilities. Though the specifics of the auction plan have yet to be worked out, airlines have complained that they could spend millions of dollars building gates and lounges, only to see their flight slots auctioned off to some other airline. "The reality is, this creates a great deal of uncertainty," DeCota said. The Port Authority has opposed both the flight caps and the auction plan, saying the airport can accommodate many more flights than the FAA currently allows. DeCota added, though, that concerns over flight rationing aren't yet severe enough to stall the plans for the terminals, which would be the final stage in a $9 billion-plus overhaul of the airport's facilities that began in the 1990s. Delta spokeswoman Betsy Talton said the renovations will help the airline lower costs, reduce taxi times and streamline its baggage handling system. There is no estimated cost of the new terminal yet, she said. Coming up with a price tag and construction timeline will be part of the planning study. |

I went to LGA in 05, yuck...they need to update that thing...
T5 is quite impressive. I'm glad they were able to preserve and restore the Sareen building. The new departures hall looks most impressive to me.

I can confirm this for Malév Hungarian Airlines.
Too bad, but at least Malév was able to hold until now, whereas TAROM ceased flying to JFK in 2003.Btw, Malév is also dropping Toronto.

JetBlue readies new post-9/11 terminal at JFK
6 August 2008 NEW YORK (AP) - As a symbol of the last century of flight sits in its shadow, a new JetBlue terminal at John F. Kennedy International Airport is undergoing a series of tests ahead of its scheduled opening on Oct. 1. JetBlue Airways Corp. is in the final stretch of a four-year, $743 million construction project to create a modern terminal and a new home base for the Forest Hills, N.Y.-based carrier. The space is also the first terminal designed and built since 9/11, and aims to address a number of security and planning concerns. The new terminal features a 20-lane security checkpoint, the largest screening area of any terminal in North America, according to Tom Kennedy, project director, of design and consulting firm Arup. The terminal also features fully automated bag screening and wide open spaces to maximize efficiency of passenger flow. The new space is connected to the landmark Trans World Airlines terminal, designed by architect Eero Saarinen, which was built in 1962 and closed when TWA ended operations in October 2001. Connecting the new terminal to the historic site was a unique feat, said William D. Hooper Jr., managing director of architecture firm Gensler. "It's an icon of 20th century aviation, and it was a piece of the puzzle," Hooper said. "We had to respect it -- we didn't want (the new terminal) to have a looming presence." JetBlue expects the new terminal to facilitate about 250 flights each day, more than doubling the carrier's current activity at JFK from its home in Terminal 6. That kind of traffic requires a lot of planning. Later this month, JetBlue will welcome an invited group of more than 1,000 of its frequent fliers, hand them a script, and ask them to participate in a full-scale "dress rehearsal" to test everything from staff readiness to mechanics at the new terminal. The low-cost carrier will recruit a group of customers for a run-through of terminal operations, from check-in to baggage claim, on Aug. 23. The practice run, operated by Arup, will offer a chance to fix any last-minute kinks. Volunteers will enter from various points, including a skywalk connecting from public transit and curbside. The TWA terminal, which will eventually hold some JetBlue check-in kiosks, will not be open for the dress rehearsal or when the lights go on in Terminal 5 on Oct. 1. The historic structure awaits a facelift by the Port Authority of New York and New Jersey, with the interior expected to be completed in the spring. Each person playing the role of a flier will be handed a list of details about their simulated flight, including a pseudonym. The individuals will then go through the check-in process, obtain a fake boarding pass, go through security, pass the food court and head on to their gate. The new JetBlue terminal was designed with an emphasis on openness. The depth of passenger drop off lanes is twice the size of average lanes at other airports. The security screening areas span the space of a football field. There is a lot of talk about "flow" here, suggesting the space should provide a natural path from one space to another. Attention to fine details and numerous statistics and survey analysis is also put into play. There are twice as many x-ray machines as metal detectors, in an effort to speed up what can be one of the more annoying parts of air travel. Rubber floors cover the security space. Hooper said rubber was used because it was the most comfortable for shoeless feet treading through security screenings -- a compromise between cold tile and carpet. A blue wall nearby will hold a bench where travelers can sit to put their shoes back on and collect themselves before traveling down ramps into the heart of the terminal. The terminal's "Marketplace" is a wide open space where departing passengers can eat and lounge. Several stores are also slated for the space, ranging from clothing retailer Lacoste to a Borders book shop. A high main ceiling, drenched in natural light, is decorated with a large ring that will carry the JetBlue logo. Hooper said the sculpted piece is intended to create the feel of a city center, as a clock tower would in a town. From there, travelers will head down a wide corridor to the gates. JetBlue plans to install touch-screen food order stands at the gates, which have been tested at its former home in Terminal 6. Passengers will be able to order food to be delivered to them at the gate. Participants in the August trial will follow standard boarding procedure, without actually boarding a flight. After the boarding rows are called, participants will reverse, and go through the arrival process and head to baggage claim with a fake baggage claim tag. The half-day exercise is designed to test activity and flow of traffic on a normal day in the terminal. And while the dress rehearsal may seem like a bit of pomp and circumstance, airline officials know how important -- and even vital -- they can be. When British Airways opened its new terminal at London's Heathrow in March, despite multiple test runs, chaos erupted on Day One as baggage systems malfunctioned and staffing issues arose. JetBlue executives said they are doing everything to ensure a smooth transition. "That is not to say that this trial is going to guarantee anything about Day One, but it allows us to follow protocol and test our checks and balances before we officially open the front doors," said Rich Smyth, JetBlue's vice president of redevelopment for the Terminal 5 project. The carrier ran a passenger check-in simulation on Tuesday -- with about 150 crew members. It has run about eight smaller trails, with varying focuses, but Smyth said getting people that were not familiar with the building or the carrier's procedures was key to getting an "honest" assessment of what work still needs to be done. JetBlue will focus mainly on staffing and passenger flow at the large-scale trial, he said, since everything from monitors showing flight information to baggage carousels has already been tested. TSA security agents, Port Authority police and emergency services will also be on hand to review response procedures. |
