hehe, this sentence sounds a bit Denglish to...
Anyway, I do believe you. But have to conclude that the new marketing material from the CMO of Rotterdam uses high instead of tall. So they'are wrong?

Yes they're wrong.
High says something about the altitude, a house on top of a hill is a high building.

OT: again some nice progress, when I drove past Rotterdam last week I saw its cranes from the Van Brienenoord-bridge! Not long and this colossal building will dominate the area.
