most of europe cities highrise towers go in the range of 200-280 m

eh no they don't...at present only London, Moscow, Frankfurt and Warsaw. That is in fact the vast minority of euro cities...

Only? And Paris (Tour Montparnasse) and Vienna (Millenium Tower)? Btw, Madrid is building 4x200m+ towers.. and Istambul is doing a great development work.. So.. only haha

Rotterdam has had a lot of 200+ proposals, but most end up being rejected, or being downsized. This proces also happened to this tower: It went from 220m to 165m.

Most likely a market problem. Too few big companies looking for a place to go to in Rotterdam. There is a steady supply of new office space coming in at the moment, all from midrise towers. The range Rotterdam usually builds in is between 100 and 150 meters. Maastower is an exception, not a rule, unfortunately.

Preparations for construction take time, since the location is in the water. But in February they expect to drill the first piles for the foundation.
