3 Majors to launch funds for Hail Economic City

Heralding a significant development in the real estate sector, Rakisa Holding Company has signed a strategic agreement with three major financial institutions in the region to launch several investment funds in Saudi Arabia’s Prince Abdul Aziz Bin Mousaed Economic City.

These funds will be pertinent to several economic sectors which the project is involved in, with total investments topping $2.9 billion (SR10 billion).

The institutions involved in the agreement, singed in Kuwait, include Kuwait Finance & Investment Company, Gulf Finance House and Abu Dhabi Investment House.

The various components include transport & logistics, down stream industries, mining, agriculture and food industries, infrastructure, education city, tourism development and housing.

Besides Rakisa Holding Company, the lead developer of the second economic city, the list of strategic founding members of the company include: Gulf Finance House (GFH), Abu Dhabi Investment House (ADIH), Kuwait Finance & Investment Company (KFIC), Tanmiyat Investment Group, National Investment Company, Al Abdulatif Group, Al-Rashid Group, Al-Qubaisi Group, BWC, Kanoo Group, Tanmiyat Group, Obekon Investment Group, PWC Logistics, Saudi Agricultural Group and others.

A specified percentage of funds will be raised through an IPO targeted towards Saudi nationals by the year end, as per the rules and regulations of the Saudi stock market.

Being the second in a series of new economic cities in the Kingdom of Saudi Arabia being planned by the Saudi Arabian General Investment Authority (Sagia), the Prince Abdul Aziz Bin Mousaed Economic City is a key component in Saudi Arabia’s recent initiative to further develop its economy, generate regional growth and create employment opportunities for its youthful population. The new city will be developed at Hail in the Northern region of the kingdom by Rakisa under the supervision of Sagia, which played a major role in the successful launch of the project recently.

Introducing the project, Ahmed Abdul Aziz Al Tuwaijry, managing director of Rakisa Holding Company, said: “Rakisa is honoured to be developing this economically significant project in cooperation with a prestigious group of core investors – local, regional and international. Hail is one of the Kingdom’s most attractive regions in terms of economic growth potential and investment opportunities. The region offers a strategic location, moderate climate, well-established agricultural sector and the potential for large mineral resources waiting to be exploited.”

Speaking on behalf of GFH, Chief Executive Officer and board member Esam Janahi, said: “The value proposition of the Prince Abdul Aziz Bin Mousaed Economic City centres around the development of a comprehensive transportation and logistics hub to take advantage of the region’s unique core strengths. Projects such as this create a rare niche for a diverse range of private sector investment opportunities. We are confident that, together with our partners KFIC, ADIH and Tanmiyat Investment Group, we will contribute to Rakisa’s efforts of creating global awareness about the project, and attract high value investors to the investment funds.”

Abdul Rahman Ali Al-Saeed, vice chairman and chief executive officer of KFIC, said: “We are delighted to be working with Rakisa Holding Company and to be part of a prestigious core group of regional investors. This includes GFH with whom we are collaborating with, through Bayan Holding Company, on similar groundbreaking economic projects such as Jordan Gate, Royal Village and Royal Resort & Spa in Jordan.”

Stating that the unique structure of the development would ensure its success and enhance its attractiveness, Rashad Janahi, chief executive officer of Abu Dhabi Investment House, said: “Covering an area of over 156 million sq m, the Prince Abdul Aziz Bin Mousaed Economic City will gain significant benefits from its unique multi-sector cluster-based development format, making it a very attractive investment option.”

The new Economic City will be divided into several primary clusters including the Logistics Centre, the International Airport, the Dry Port, the Agricultural Park, the Petrochemical Area, the Business Centre, the Mining Centre, the Down Stream Industries Centre, in addition to a comprehensive residential , entertainment and supporting services.

The company running the project has launched a “360 degrees of opportunities” programme since the foundation stone was laid down by King Abdulla Bin Abdul Aziz, the Custodian of the Two Holy Mosques. This programme includes investment opportunities in transport, logistics, down stream industries, mining, agriculture and food industries, education and knowledge based services, entertainment and housing.

These opportunities were presented in association with Sagia during a road show to regional and international investors in London, Barcelona, New York, Manama, Abu Dhabi, Kuala Lumpur, Mumbai, Seoul, Taipei; and today Kuwait is hosting these investment opportunities. The road show will then move on to Hong Kong, Shanghai, Beijing, Tokyo, Sydney, Sao Paolo and other stations in the last quarter of the year.

The Kingdom Launches the Largest Economic City in the Middle East for Logistics and Supply Chain

Hail, Wednesday 14th of June, 2006 - The Custodian of the two Holy Mosques King Abdullah bin AbdulAziz Alsaud awarded the people of Hail an economic city named the Prince AbdulAziz bin Mousaed Economic City (PABMEC).

The city will utilize 156 million square meters with total funding of 30 billion riyals ($8 billion) over the next 10 years, which will be fully funded by the private sector. The detailed plans are being worked out and implementation will begin in September 2006.

The announcement came during festivities held in Hail last night celebrating the King’s first visit to the region since becoming monarch. PABMEC is the second economic city launched by the King in seven months, the first being the King Abdullah Economic City launched in Rabigh (west of Saudi Arabia) back in December 2005.

PABMEC will be developed by an investment Consortium supervised by the Saudi Arabian General Investment Authority (SAGIA) and headed by Rakisa Holding Company. The Consortium comprises companies from various GCC countries; from Saudi Arabia: Yousif bin Ahmed Kano Company, Ahmad Hamad Al-Qusaibi & Bros. Co., Tanmeeyat Group, Al-Rashid Trading and Contracting Co., Rashid bin Abdulrahman Al-Rashid & Sons Co., Abullatif and Company Group, Al-Jouf (Muflih Kayid) Co., and Hail Investment and Development Co. (under establishment); from the United Arab Emirates: Abu Dhabi Investment Authority, the Abu Dhabi Investment House, and the National Investment Co.; from the Kingdom of Bahrain: Gulf Finance House; and from Kuwait: Kuwaiti Investment Co., and General Warehousing Company which holds a stake in the largest logistics services company in the world, PWC Logistics.

The project aims to utilize the Kingdom’s second competitive advantage after energy, its strategic location as a link between East and West leveraging it through the establishment of a fully integrated economic city with the main anchor being transportation and logistics services. Produce and minerals arriving from the north of Saudi Arabia and surrounding areas within Hail region will be traded, marketed and processed adding value to the raw material, said His Excellency SAGIA Governor Amr Abdullah Al-Dabbagh.

He added that the project is a realization of the vision of the Custodian of the Two Holy Mosques and Crown Prince Sultan to develop the various regions of the country.

Hail’s strategic location in the heart of the Kingdom’s north and at the crosshairs of nautical, transportation and supportive service paths and the fact that it is only one hour by plane from 11 Arab capitals, has made it prime to host the Prince AbdulAziz bin Mousaed Economic City. This will be the largest economic city in the Middle East for logistic and transportation services, concluded Al-Dabbagh.

The chairman-elect of the board of directors of the new company which will be established to run the project, will be his Excellency Sheikh AbdulAziz Al-Quraishi who previously held the position of Governor of the Saudi Arabian Monetary Agency (SAMA). He has also sat on the board of directors of a number of major corporations in Saudi Arabia such as the Saudi Industrial Investment Group. His Excellency thanked the Custodian of the Two Holy Mosques for supporting this investment initiative.

Abdullah Ibrahim Al-Rakhis, chairman of the board of directors of Rakisa Holding Company, the investment Consortium leader, said PABMEC is a leap forward in the economy of the Middle East as a whole and not just that of the Kingdom of Saudi Arabia. Benefits will be felt in the various sectors of the economy especially in the agricultural, mining, conversion industries, educational and residential ones. In addition, PABMEC will also contribute to the doubling of per capita GDP in Hail within the coming 10 years.

Main activities of the Prince AbdulAziz bin Mousaed Economic City

The city will become home to a number of activities which will form an integrated economic unit and represent the major economic stronghold of the Northern region.

• Agriculture & Food Processing
• Mining and Industry
• Entertainment
• Housing
• Infrastructure

Logistics and Supply Chain
The work plan has focused on utilizing the strategic location of Hail in building an infrastructure for transportation services, seeing that Hail represents a link to a number of trade routes. Therefore, an international airport and dry port will be established as well as a supply chain center and a multi-modal passenger station.

Adding to that will be the distribution of nearly 1.5 million tons of products annually through the dry port and operations center planned on a 210 square kilometer area. As for land passengers, 2.3 million travelers are expected to pass through the city.

Education
An entire zone will be dedicated to educational services provision in the form of colleges, research centers, vocational and training centers as well as public and private schools. The idea stems from the importance of spreading specialized education to feed market demand for specialized manpower. This will help increase the productivity rate and fuel the need for a strong, trained and skilled workforce. The education zone will be spread across 10 square kilometers and expected to serve nearly 40,000 students.

Agriculture
Hail and the Northern region of Saudi Arabia are blessed with a sizeable agricultural output, prompting a special zone dedicated to agricultural services. The area will group a number of services that support and develop this economic sector through activities linked to the various stages of crop growing and harvest, processing and storage. The most important is an agricultural research center that serves the people of the region with the aim of increasing output whether in storage facilities or operating a number of plants. The produce will be designated for local and export consumption.

Mining and Industry
The need to have the functions of PABMEC be in line with available resources in the region is vital; therefore, it was important to focus on utilizing resources such as minerals and raw materials in building a number of conversion industries.

Entertainment
Given Hail’s location, geographic and historic surroundings, it was only natural to include an entertainment zone within this development. Furthermore, Hail is ideal for sports enthusiasts. PABMEC is expected to attract nearly 700,000 tourists annually, providing additional investment opportunities in hospitality and tourism-related industries. Visitors will also benefit from a host of planned advanced healthcare facilities.

Housing
10 billion riyals ($2.7 billion) out of the total funding were earmarked for the housing sector, which will witness the development of 30,000 housing units, accommodating nearly 140,000 inhabitants.

Infrastructure
The investment in infrastructure, which will exceed 6 billion riyals ($1.6 billion), will assist in improving the overall infrastructure of the region, especially with respect to telecommunications, water and power needs. It is expected the project will add 3,300 kilometers of paved roads to the region.

Logistics and Supporting Services Center

The Logistics Center in Prince Abdulaziz Bin Mousaed’s Economic City represents the gateway of the North for the Kingdom. The city will be the meeting point of all cargo shipments by land, using roads and/or trains. It will provide high quality services such as transportation and storage, in addition to value added services like packaging, wholesaling, and supporting services like shipments customs clearing. A computerized and IT system will be the backbone of this sector, in turn providing thousands of job opportunities for Saudis through small and medium sized businesses



Hail Airport

Hail Airport in Prince Abdulaziz Bin Mousaed Economic City will become the lifeline of all surrounding countries in the area; the beat of all economic life. Its strategic location will enable it to serve as a hub for logistics services, centrally located within the Kingdom on the crossroads of all surrounding navigational and business routes. More importantly, it’s just an hour flight away from 11 Arab capitals, a central location that will increase mobility in the area and enrich all business sectors in Hail with economic activity.



Dry Port

The Dry Port in Prince Abdulaziz Bin Mousaed’s Economic City is a strategically located hub for transportation to and from Hail, benefiting from its’ location on the crossroads of all land, air and train routes that link the Kingdom to the world, creating a gateway of the North for the Kingdom. Located nearby the Airport, this port will provide services for all economic sectors in the city, including temporary storage facilities and cargo transporting, equipped with the latest in warehousing, handling and transporting services from trains to trucks and vice versa, transporting approximately 1.5 million tons of cargo by year 10 of operations.



Passenger Station

Prince Abdulaziz Bin Mousaed Economic City’s Passenger Station will serve thousands, domestically and internationally, as a transit stop for pilgrims, travellers and tourists alike. It will also provide services to land travellers whether by car, bus, or by train. The station will be used by approximately 2.3 million travellers annually by its’ tenth operating year. The total cost of building and developing the passenger station is approximately SAR 455 million.



Business Center

The Business Center in Prince Abdulaziz Bin Mousaed Economic City will provide full financial and business support services for projects and institutes alike, endorsing businesses of all sizes in the region and creating a healthy competitive economy. This center plays an important role in the continuous development of investment opportunities.



Knowledge Area

Prince Abdulaziz Bin Mousaed Economic City has a goal of enriching and developing professionals and human resources and providing a center of education and training for young Saudi men and women, employing graduates in different economic activities in the city. The Educational City will boast a center for ICT related studies, many schools and training centers that provide courses qualifying young job seekers for all markets. Research and Development firms will also support other industries in the City; introducing the knowledge economy in the region. By its fourth operating year, the knowledge area will have over 40,000 students enrolled in schools, training centers and universities.



Agriculture Industries

The Center of Agricultural Industries and Services depends mainly on the high agricultural output in the North and the surrounding areas, making up one of the Kingdom’s main food sources. These factors, together, make the city a perfect destination for family leisure and entertainment in the Kingdom. The Entertainment Area will provide visitors with numerous sport activities and entertainment; enriching residents’ lives with excitement



Mining Center

Hail is rich with metals and minerals, thus, a mining station for the city is imperative, considering the opportunities this station will bring to Hail. Billions of Saudi Riyals are expected to be attracted in this sector, generating thousands of job opportunities.



Petrochemical Industries Center

The Kingdom is rich in natural resources, which lead to the rapid development of this sector in the past few years. The petrochemical industry promises to create healthy investment opportunities for the region and to utilize all the Kingdom’s natural resources for the future.




Residential Areas

The future economic activity in King Abdul Aziz Bin Mousaed Economic City will require adequate residential facilities, offices and supporting services. These residences and offices will accommodate tens of thousands of employees in the city, over 80,000 residents are expected to live in the city. 30,000 units in total have been proposed, as well as 3000 office spaces. All these real estate opportunities will reel in over SAR 10 billion in investments. إطلاق مشروع تقني لتوظيف 600 فتاة باستثمار 21.8 مليون دولار في فبراير

كشف لـ«الشرق الأوسط» المهندس عبد الله الرخيص رئيس مجلس إدارة شركة ركيزة المطورة لمدينة الأمير عبد العزيز بن مساعد الاقتصادية في حائل عن إطلاق مشروع لتوظيف 600 فتاة في مركز متخصص مفصول ضمن مشروع وادي المحتوى الالكتروني في المدينة الاقتصادية في الشمال السعودي.
وذكر الرخيص أن مشروع وادي المحتوى الالكتروني الذي سيدشن في فبراير (شباط) المقبل ستضخ فيه استثمارات تصل إلى 82 مليون ريال (21.8 مليون دولار)، مشيرا إلى أن المشروع سيخصص في بدايته لتوظيف الفتيات ويهدف إلى توفير المحتوى الالكتروني لشركات الاتصالات والبنوك وللحكومة الالكترونية وشركات النشر.

وبين انه تجرى حاليا مفاوضات مع شركتي الاتصالات السعودية وموبايلي للمشاركة في توفير خدمات المعطيات في الوادي دون أن يعطي تفاصيل في هذا الموضوع حيال ما تمخضت عنه المفاوضات حتى الآن.

وأوضح الرخيص أنه سيتم الإعلان اليوم خلال الملتقى الاقتصادي الأول للمدن الذكية والذي تنظمه الهيئة العامة للاستثمار في العاصمة الرياض عن أن مدينة الأمير عبد العزيز بن مساعد الاقتصادية ستكون أول مدينة في العالم تطبق فيها جميع تطبيقات البنى التحتية الذكية، من خلال تحالفات تمت مع كبريات الشركات الدولية في هذا المجال. وأضاف أن شركته أبرمت اتفاقيات لتكوين فرق مشتركة مع شركات عالمية من بينها: انتل، وسيسكو سيستمز في هذا المجال، مستدركا أن هناك مدنا عالمية في الولايات المتحدة وسنغافورا تطبق البنى التحتية الذكية بينما سيتم في مدينة حائل الاقتصادية تطبيق جميع تلك التطبيقات.

وأكد الرخيص إن الشركة بدأت بإرسال عدد من المتدربين السعوديين إلى الولايات المتحدة الأميركية، كندا، ايرلندا، وسنغافورا للتدريب على تطبيقات البنى التحتية الذكية. من جهة أخرى ينطلق اليوم في العاصمة السعودية الرياض بحضور الدكتور كريغ باريت رئيس شركة إنتل العالمية الملتقى الأول للمدن الاقتصادية، والذي ينظم تحت مسمى المدن الذكية، وتشرف عليه الهيئة العامة للاستثمار برعاية شركة ركيزة القابضة، المطور الرئيسي لمدينة الأمير عبد العزيز بن مساعد الاقتصادية بحائل. وتسعى الهيئة العامة للاستثمار لإطلاق هذا الملتقى رغبة منها في صنع آلية للتواصل المستمر مع أصحاب العلاقة بشكل خاص وكافة شرائح المجتمع بشكل عام، من أجل طرح ومناقشة ما تم تحقيقه من تحضيرات لتأسيس المدن الاقتصادية بشفافية، مع إشراك الشرائح ذات العلاقة من أجل الحوار حول وجهات النظر المختلفة حيال جدوى إنشاء المدن الاقتصادية. وكذلك تسعى الهيئة من تنظيم الملتقى إلى زيادة الوعي العام حول المدن الاقتصادية وأهميتها وما يمكن أن يجنيه الاقتصاد من توفير فرص استثمار جديدة، وتنويع مصادر الدخل الوطني، وزيادة دخل الفرد، ورفع مستوى المعيشة، والتنمية الإقليمية المتوازنة لجميع مناطق البلاد، واستغلال الموارد الطبيعية الأخرى غير البترولية. وسيشهد الملتقى الأول للمدن الاقتصادية: الحوار الأول «للمدن الذكية» مشاركة الدكتور كريغ باريت رئيس شركة إنتل العالمية حيث سيلقي كلمة عن «توسيع أفاق التطور مع المجتمعات الرقمية». ويستهدف المنتدى بلورة الأفكار وتطبيقات المدن الاقتصادية حول العالم، والاستفادة من تجاربها، مع التركيز على الاستفادة من التطورات العالمية في قطاع تقنية المعلومات الذي يعد أحد القطاعات الإستراتيجية التي تركز عليها الهيئة العامة للاستثمار. وسيتخلل الملتقى مشاركة الدكتور محمد السويل محافظ هيئة الاتصالات وتقنية المعلومات بورقة حول تجربة مدينة الرياض في إقامة إحدى المناطق الذكية، بينما يشارك المهندس عبد الله الرخيص رئيس مجلس إدارة شركة ركيزة القابضة بورقة عمل حول تطوير البنى التحتية لمدينة الأمير عبد العزيز بن مساعد الاقتصادية.

رأسمال يصل لنحو 7.5 مليار ريال
"ركيزة" السعودية تطرح30% من أسهمها للاكتتاب في الربع الاول من 2007

قالت شركة ركيزة القابضة السعودية، التي تقود اتحاد الشركات الذي يتولى إنشاء مدينة الامير مساعد بن عبد العزيز الاقتصادية في المملكة، إنها تعتزم طرح حصة قدرها 30% من رأسمالها في إصدار عام أولي للاسهم في الربع الاول من 2007.

وقال عبد الله الرخيص رئيس ركيزة القابضة في مؤتمر صحفي بالرياض اليوم السبت 16-12-2006،إن رأسمال الشركة يصل إلى نحو 7.5 مليار ريال (الدولار يعادل 3.75 ريال، مضيفاً أن الاصدار العام الاولي سيشمل حصة قدرها 30% من رأس المال وسيطرح للاكتتاب في الربع الاول من العام القادم 2007.


وتقود ركيزة اتحاد الشركات الذي يتولى تنفيذ مشروع مدينة الامير مساعد بن عبدالعزيز الاقتصادية الذي تبلغ قيمته 8 مليارات دولار في مدينة حائل، وسيضم المشروع مطارا جديدا ومناطق صناعية وسكنية.

وقال احمد التويجري عضو مجلس الادارة المنتدب لـ"ركيزة" في سبتمبر/ايلول الماضي، إن الشركة تعتزم بيع 150 مليون سهم في اصدار عام أولي بحلول نهاية العام الحالي، مشيراً في ذلك الوقت إلى أن رأسمال الشركة سيكون 5 مليارات ريال، ولم يذكر الرخيص سببا للتأجيل.

وأرجات شركات اخرى في دول الخليج العربية اصدارات عامة اولية هذا العام 2006، وسط هبوط حاد في أسواق الأسهم في المنطقة خفض إلى النصف قيمة الاسهم المتداولة في البورصة السعودية أكبر سوق للاسهم في العالم العربي.

why the f*&k would you name an economic city after a prince. He is not even a king or wali al ahd which seems exceptable. Why every major road, bridge, or project in the gulf has to be named after a royal family memeber.
i know a lot of saudis respect the royal family but that doesn't give the right to name everything after somebody that maybe have done nothing to help his country so far.

Hail Silicon Valley to Create 600 Jobs for Women

Rakisa Holding, the lead developer of Prince Abdul Aziz ibn Musaed Economic City (PABMEC) in Hail, plans to launch a silicon valley project to create at least 600 jobs for women, according to Abdullah Al-Rakhis, chairman of the company. He said the project, which is estimated to cost SR82 million, would be launched in February 2007.

He said the silicon valley would supply electronic products required by banks, telecom and publishing companies and e-government. “We are currently holding negotiations with Saudi Telecom and Mobily to participate in the project,” Al-Rakhis said.

He said PABMEC would be the first city in the world to introduce all smart infrastructure applications by reaching a deal with specialized international companies.

Rakisa has already signed agreements to set up joint teams in association with major companies such as Intel and Cisco Systems. “There are international cities in the United States and Singapore that use smart infrastructure. At Hail economic city, we will implement all these applications,” he said.

“We have started sending a number of Saudis to the US, Canada, Ireland and Singapore for training on smart infrastructure facilities,” he added.

The Riyadh smart cities forum, sponsored by Rakisa and organized by the Saudi Arabian General Investment Authority (SAGIA), was held yesterday highlighting investment opportunities in the four economic cities in Rabigh, Hail, Madinah and Jizan, that were launched by Custodian of the Two Holy Mosques King Abdullah in different parts of the Kingdom within a year.

Al-Rakhis emphasized the significance of the economic cities, saying they would increase job opportunities for Saudis, exploit special advantages of certain regions and achieve redistribution of population and infrastructure facilities. The new economic cities are expected to draw domestic investment worth nearly SR300 billion ($80 billion).

The first economic city launched in December 2005 in Rabigh (the King Abdullah Economic City) focuses on promoting energy- and transportation-related industries, while the second economic city in Hail is designed around transportation and related logistical services.

The Knowledge Economic City in Madinah will include a technology and knowledge-based industry zone; an advanced IT studies institute; an interactive museum on the life of Prophet Muhammad (peace be upon him); a center for Islamic civilization studies; a campus for medical research and biosciences; a retail zone; a business district; and residential zones including high rises.

The fourth economic city in the southern city of Jizan will have an industrial zone, a logistic service center, an energy-cum-desalt plant, a residential zone and a port. The economic cities are aimed at developing the Kingdom’s regions in a high-tech fashion while easing mounting pressure off the major cities’ infrastructures.
