It's true that unfortunately there aren't many skyscrapers in Madrid so far, but remember that what you see in that photo is merely the northernmost part of the city. That area almost in the outskirts (in fact, it was the outskirts merely a few decades ago and back then there was next to nothing built there). There are several other skyscrapers in the AZCA area lying about two miles towards the south (i.e., to the right in the picture) from the CTBA and almost none of it is visible in that shot. There are also half a dozen other notable highrises and a TV tower in areas not far from the city centre but many miles away from the CTBA area. One would need to collage many shots together into a wide panoramic view to capture the full north-to-south skyline. And anyway, some of the existing highrises don't look very prominent from the distance because Madrid stands on a very hilly area and lowrises standing on top of hills can obstruct the view and disguise the real height of the highrises from many angles. The TV tower, for example, is as tall as some of the CTBA towers, but one can hardly see the tip of it in the skyline when approaching the city from the west. The CTBA looks so prominent from many angles in part because it stands on top of one of the highest-altitude parts of the city and because the other buildings in the area are very short, so you can see the four towers in almost full height from the distance.

It's not empty . Madrid is Spains biggest metropolis and one of Europes . It depends from what angle and point one takes the photos . I've seen some photos of New York taken from certain angles that seem a far cry from the enormous and dense photos we have come to know it by . The same goes with any other city .
There are a ton of images that make you realise what a huge metropolis Madrid is .

maybe a cluster will start to develop around these buildings one day making 250m the highest height possible to build up to (in that area at least) it could look pretty classy.
