I'm pretty sure they are the "tracks" for the window washing equipment that will be able to go completely around the building. They seem to be on the MEP floors so I imagine they could be used for other purposes as well like repairing windows etc.

They are louvers for the mechanical floors [often needed for intake/exhaust of mechanical systems]. You can see SWFC has them also.

If I could get a job/office in one of the upper floors of this building it would be like a dream come true. A hotel stay might be too short for me, rather get paid to have such a great view.
