Looks like rebar for a reinforcing wall. The cage will be inserted into a narrow trench cut most probably a trench-cutter. These walls typically support the sides of the "bath-tub" within which the basements are built.

The Shanghai Tower looks much more massive than Burj Dubai. I love thick, tall skyscrapers.
