But it always has 'heavy' snow once every few years--well, by heavy I mean a few inches at most. I remember there was a really heavy one in the 80's, and of course the one in 2008. In general there is not much snow, but it is chilly to the bones during winter time, and the city doesn't have central heating systems.

It is lovely to see snow covered construction site though.

What's central heating system? In my house we have a central aircon and a good floor heating. Virtually all houses have aircon in shanghai so I dobt think coldness is that much of a problem.

Indeed, heating for residential buildings in Shanghai heavily relies on individual air conditioners. In northern Chinese cities there are usually city-planned central heating systems. Therefore, many people from northern provinces find it unpleasantly cold in Shanghai, although the temperature is actually higher.

I see what you mean, yea aircon doesnt work very well against cold weathers, the heat it produces feels very stuffy, we use floor heating in winter, same as in NZ it feels a lot better.

I find it funny that heavy snow is a couple of inches... where I'm from, heavy snow is 3-4 feet in a single storm (right now Reno, Nv/Tahoe, CA are about to get hit with 4-6 feet in a single storm...).
