Yes it is. That core is wider than some skyscrapers in Rotterdam.

If the India Tower is actually constructed to it's planned height it would be the second tallest skyscraper at over 2300 ft. but many have expressed doubts that it will really be completed and I honestly don't know. Also, the Tokyo SkyTree while not being a skyscraper will be about 7 feet taller than the Shanghai Tower.

The Shanghai Tower is many months ahead of the Ping'an IFC in Shenzen and India Tower in Mumbai, both are still mere holes in the ground, so there's no doubt in my mind that when completed ST will keep the title of second tallest for a significant amount of time.
