That's just rainwater which lets the core look dirty. If the water has been dried, the core will look more clean, I think.

the tower hasent moved since quite some time is the next support floor being built on the core

There are probably quite a lot of work to complete inside the truss level, its just not visible to us i guess.

Well, based on these diagrams it looks like it will start to shrink from the third garden level, that is before the end of the year.
