I think it's too early to tell, but maybe.

I think those are indeed supports for the outer cladding. In one render, it appears that the cladding is supported by those little "claws" that you circled. I'll try to find the render.

Surely they can't be supports for the outer cladding, I thought that had its own support structure.
They look like something for the spiralling groove on one of the corners.

Support for the balcony. Someone posted the renderings before, you may find it if you go back a few pages.

Thanks guys, I totally forgot about those little extensions. I can see both the Nord's and philip's theory as being plausible.

Zavatar: Dood, a totally awesome action scene would be if James Bond or whoever chased the bad guy sliding down that corner notch.

EDIT: Yeah, I think the extensions Nord had circled have to be what those are.

The last 2 pics show how fast construction on this tower is progressing.

What a bed!
It's very funny because those guys are sleeping there, but that piece of structure looks like a real bed indeed!
It's a good idea, a bed made of I-beams for skyscraper-fans...

Lol. Will those beams eventually be used for the actual tower?

That pic is an instant classic.
