The construction is significantly behind schedule. Does anybody know the reason?

According to the contractor, Shanghai Construction Group's official account of the project, the major milestones are as follows:
9/18/2010, construction commencement;
2/6/2012, construction of the annex starts;
7/27/2012, structural construction of the annex ends;
9/17/2013, the concrete core tops out at 580 meters;
9/30/2013, levels below 22nd and the annex open to tenants;
2/2/2014, construction of the steel crown structure completes;
6/2/2014, installation of the cladding completes;
12/30/2014, project completes.

So far, the progress is at least 3 months behind schedule since the annex still hasn't started to rise.

Im guessing by annex you are talking about the podium? I dont think it would be too hard for the concrete core to top out by mid September next year. The schedule is to have it at 400m by the end of this year.

By annex, I meant the base or the subsidiary low building surrounding the tower.

The tower and the podium are built on two separate slabs, since the tower part hasn't stopped sinking yet (several months ago, it is anticipated an another 8-11 centimeter or so), they couldn't fill the gap between those two slabs, therefore the construction of the podium is delayed.

8-11 cm is not very much for a tower of that size. I have seen similar numbers for towers of 150 meter in my city.
This tower is apparently nut founded on bedrock?
