No way IMO. The foundations will probably take a year. So 2 years left for construction. Even if they build a floor once 3 days, there wont be enough time for building the interior of the building.

Here again, I think they could be letting out some office in the lower floors (like in ICC, hong kong) while still working on the higher floors. They did mention it will be completed in 2013.

They tend not to do that here because the legislation is different than in Hong Kong, which is much more efficient at doing pretty much everything compared with Shanghai.

In Shanghai when a building is compelted the government must do a survey of the building to determine the GFA ensuring it has not exceeded the plot ratio, and they do inspections for quality, fire safety compliance etc. Once the building has passed this inspection the government then issues a completion license. Tenants are legally not allowed to occupy the building until a completion license has been issued.

The only phasing that is done here is for buildings with a large GFA such as WFC. In WFC they are leasing in stages but this is because there is such a huge amount of space it is the most practical way of doing it. Prospective tenants are allowed to inspect completed floors and sign a contract prior to the completion license and i think they may also be allowed to start fitting out the office. But in general the building is handed over in one go after the completion license is issued.

Shanghai's urban expansion increased competitiveness

I don't know what data this drawing is based on, but if they are reliable to some extent, then SC (THIS project for SC, of course) is definitely going to be taller than 600 meters. Judge for yourself, Jin Mao is 421 meters, SWFC is 492.

no 580m is the whole structure, unless they go with the dragon design. then we know it will go over 600m

yes, there were an article which said both towers will be 580m tall but then anyone said that the 580m are only the concrete height....but we'll see
