I wouldn't say easily the best, it's definitely one of the best under construction however Mahanakhon in Bangkok is my personal favorite under construction right now

The PLAN Yangtze River Pier normally only park auxiliary ships, but it does serve ceremonial role during foreign navy's port calls. In this case the ship to the left is the visiting French Navy ship Vendémiaire (F734) (Floréal class frigate).

The building under construction next to Shanghai Tower is Oriental Financial Center. The "plot" next to Jinmao is reserved green belt and no skyscraper will be built there.

When you see pictures of it with those 2 other supertalls - it doesn't look big, then you look down to those "Highrises" (lol) below it...and it's whoahhhh, this is huge.

Actually, that's exactly what they did in order to build the original World Trade Center. Read about Radio Row.

There are also dozens of public high-rise housing projects in New York which stand on the bulldozed sites of low-rise neighborhoods. Robert Moses was largely responsible for many of them.

It is true that most of Manhattan was built according to market demand, but the government-built segments of the city are not small.
