600m is when over half the crown is installed.

Just guessing:
They are putting the cladding on and the cladding must reach to the 8th retainer ring at 548m before they can install the steel, mechanical and crown base. Once the cladding reaches near the top they will begin installation of the top 3 floors (all steel) and then the crown base and finally the crown.

Cladding is an important part of the crown and steel structure, so they need to wait a bit.

Again, just a guess...

Then we'll know for sure.
The construction of the crown should be interesting to watch with all these steel beams being lifted to 600+ meter.

The core is NOT T/O. They just poured concrete for the 116th floor.

Hmm unless you are 100% sure of what you're saying I don't see a reason why the steel structure of the crown couldn't be installed before the cladding. Anyway I'm guessing too.

Yes, 116th and 117th are last floors, but core form is T/O.

I don't know what to make of the crown. It looks more like a roller coaster installation to me.

If the core is topped out it must be nearly time to see at least a couple of those cranes coming down.

Here's some excellent diagrams from Gensler: Shanghai Tower Elevator System Drawings And Illustrations by Gensler

(I think that last one's an airflow diagram, but whatever.)

It won't for a while, but the core doesn't go to the architectural top.
