Sure, I guess it's topped out with 200 feet left to rise.

I'll consider it topped out when the floors are all finished and the crown is up.

I just realized that this building has double glass wall when i saw the previous pix. What happens between the inner glass wall to the outer glass wall? Just an empty space?

The very first post in this thread explains the nature of those spaces much better than I can summarize.

Recessed deeply from the external fašade are the main floors, creating an area in between that [contain] huge atriums. These will have their space used to turn it into a bioclimatic tower, complete with trees as much as ten metres tall that can help naturally regulate the cooling of the building between its double skin.

The scheme is topped by a viewing platform and observation areas that will have a huge hollow space on the inside of it open to the elements paying homage to the void located near the top of the Shanghai World Finance Centre.

“We hope Shanghai Tower inspires new ideas about what sustainable tall buildings can be,” said Art Gensler, FAIA, Chairman of Gensler. “We’ve lined the perimeter of the tower, top to bottom, with public spaces, and we’ve integrated strategic environmental thinking into every move. The tower is a stage that comes to life through the presence of people.”

Shanghai Tower is organized as nine cylindrical buildings stacked one atop another. The inner layer of the double-skin fašade encloses the stacked buildings, while a triangular exterior layer creates the second skin, or building envelope, which gently rotates as it rises. The spaces between the two fašade layers create nine atrium sky gardens. Much like plazas and civic squares in traditional cities, the sky atria offer spaces within Shanghai Tower for interaction.. and community with restaurants, cafÚs, coffee shops and convenience stores, as well as lush landscaping.

With sky gardens lining the tower’s perimeter, Shanghai Tower is literally wrapped in public spaces.
Both interior and exterior skins are transparent, establishing a visual connection between the tower’s interiors and Shanghai’s urban fabric. At night the building’s glowing translucent form further highlights interior public spaces. On the ground level, retail and event spaces, in tandem with abundant entrances on the site, further the physical and visual connections between the tower and the city.

The fašade’s taper, texture and asymmetry work in partnership to reduce wind loads on the building by 24 percent, offering considerable savings overall in both building materials and construction costs. In addition, the building’s spiraling parapet collects rainwater, which is used for the tower’s heating and air conditioning systems. Wind turbines located directly beneath the parapet generate on-site power. The landscaped atria improve indoor air quality and create comfortable places for people to linger. Shanghai Tower’s owners aim to register for a high level of building certification from the China Green Building Committee and the U.S. Green Building Council.

Chinese medias have made it clear that it's the topping out for the core, it's the English translation that's the problem. I believe it's BBC which stated the last beam was installed, omitting the fact that it's the last beam of the core. So maybe western medias are now employed to do propaganda work for China?

Yeah but what's the point of having topping out ceremony of a building that isn't topped out. It still has around 60m of solid steel not installed. And it's not even a spire or antenna that's missing but an actual part of a building. Obviously Chinese wanted to have topping out ceremony a year ahead to show how fast they are. And if that was so clear then why is it the whole world got confused about that? It's not like they hoisted a decorated "The Last Beam" in the light of flashes, right? Oh wait...

ctbuh didn't only say it was the last beam, they also said in the article that it topped out at 632m, so they themselves misunderstood something. they also changed its status to topped out in their database until users on here saw it and mentioned it so that an admin there reverted it.
