820 metres was height of the vision tokyo tower proposed many years ago am I right? Nonetheless, if such a height were annonced a monolithic cladding effect like the SWFC would be pleasant, but I doubt that's going to happen.

You can build as tall as you want as long as you dig enough underground levels to keep the mass balance unchanged.

i don't think 820m is too much for shanghai. it could be good dominant on the skyline.

550m is OK
if it surpass JINMAO and SWFC too much
