For sure spring and autumn are the best times. I was there in October and Novembre 2013 and had very little rain and many sunny and clear days. I will post a few pics when my account is allowed to do so.

It's all about luck man. Last winter (February 2013) there wasn't any clear day, but the last week of January 2014 was amazingly clear, I could see factories, bridges and windmills at 25 kilometer distance around the city. Spring is often nice, but last May was awful, from the Bund I couldn't even see Pudong. Maybe september/october is the best time to visit. Good luck man!

How long will it take to clad the next section? Or when work resumes will most of the attention go to building onto the core?

Usually very hot, and it can be quite rainy too. If you don't mind 30° C and over then you might be ok. But I'd still recommend spring and autumn...
