When I was a child, my father, who was working for national railways of my country, often managed to make me to travel in the driving cab of several trains .... a place where people isn't usually allowed to stay in.
Maybe the guy in the pic is the crane operator's son?

The reason, believe, is just for architectual purposes. On the outside facade, they're about 8 skygardens. And the space in between these skygardens is just steel beams, connecting the outside facade with the inside facade. Here's a picture of the steel beams:



And here's some renderings of the skygardens:





I don't think it has any functional purpose. Maybe it was constructed to allow the crown, which will serve as a rainwater collector, to be wider.

It says the current height is now 609m, the outer glass reaches 100F.
Between 125F and 131F has successfully installed the "vortex" damper.
After the Chinese New Year holiday, the construction will restart from Feb.10.
A SERIES of ever-smaller cranes will dismantle those bigger ones.
The installation of a 900-ton-meter crane will start from Feb.15, and it will take down the current two 1,280-ton-meter cranes from mid March. After that, a 380-ton-meter one will be erected to take apart the 900-ton meter one. Then a 150-ton-meter one, a 60-ton-meter one...
