已4度流標、預計在4月份5度招標的雙子星大樓招標規定將變更。台北市長郝龍斌接受本報專訪時表示，雙子星大樓之所以多次流標，是因為規格被綁死，並不合理，他已請相關單位研究改變招標條件，爭取外資及世界一流建築師及團隊投標參與興建。

郝龍斌說，行政團隊效率夠不夠好，左右北市公共建設的工程進度與品質，以北市規劃的雙子星大樓為例，未來將成為台灣的國境大門，因此不論是設計、品質都希望達到世界一流。他日前出訪香港、新加坡，亦舉行國際招商說明會，就是希望引進國際資金，及一流建築團隊參與興建。

郝龍斌指出，桃園機場捷運即將在民國103年完工，配合機場捷運完成，雙子星大樓下捷運車站雖已在2006年開始動工，但是主體建築，包括商場、國際旅館都因為卡在已多次流標，無法動工。他檢視招標規定後，質疑雙子星大樓先將設計規格定好的作法，並不合理，應該要推翻。

郝龍斌要求同仁針對細部計畫討論，檢視是否有不利開國際標、吸引一流建築團隊參與之處，若有就要更改，郝龍斌強調，「若要世界一流建築師參與，卻要按照原先已定下的設計進行，誰會想來呢？」

台北雙子星大樓目前的設計是由日籍建築師槙文彥設計，主體建築設計強調以太極互動形塑一個「門的意象」，若北市要改變設計，會改變到何種程度，引發外界好奇。對此，郝龍斌說，他已要求副市長陳威任檢討中，他並懷疑雙子星原先採規格標的作法，可能與公務員不想扛太重責任有關。

I like the design of the buildings. Simple is good here, because sometimes when they complicate things, we get a funny structure like Shin Kong Life Tower. I'm sure Zhongzheng will never be Xinyi, but things could really be improved there. I hope they will liberate Beimen and display it nicely, so that tourist can have a good look of this beauty. I've seen the Beimen Post is currently being renovated and that's great. I hope the whole area will get more trees and parks and I also hope that some other buildings will be renovated or replaced there. I love this part for all the historical buildings, even if it's sometimes a funny mishmash of structures from the Qing dynasty, Japanese rule and early CKS days. I think architects could get very creative here. If the Gate of Taipei is really built, it will totally revitalize the area and I think it may attract more capital and new big projects.

To the person, who asked about Xinyi: There is currently a 200+ tall skyscraper being built near the President International Tower and will be the 2nd tallest building in Xinyi after Taipei 101. It's called Farglory Financial Center.

I also think that they may be space for some skyscrapers close to Taipei 101, as the famous most expensive vegetable garden in the world will be sold this month and the land will be owned by a big bank. I guess they may build a small condo, but I hope they realize how precious that land is and build something 300+, perhaps. That would be great.

總投資金額估計上看600億元、預計4月底公告徵求投資人的台北車站特定專用區雙子星C1D1捷運聯合開發案，昨（21）日由台北市捷運局舉辦第5度徵求投資人說明會，結果意外吸引超過300位國內外投資人和專業法人，擠爆會場。此次捷運局破天荒把C1、D1分開招標，使得投資門檻、潛在風險相對降低，預期D1先脫標的成功率極高。

The 5th time tender was launched yesterday and had attracted 300 investors during conference presentation. It is good sign for Taipei 2nd supertall.

There will have two tenders, one for C1 tower, one for D1 tower which I believe is a good strategy.

Not yet, the first three floors structure are built by Metro Taipei. Upper flloors will hand to the developers or groups which win BOT tender.

Two options, run the BOT tender process again or use tax money and build by it own hand which Taipei City government will undertake.

No, there is no developer win the contract for erecting superstructure yet. So no announcement yet.
