Just on the worlds highest observation decks. here is a quick list ive compiled, please add it or fix if you feel.
looks like Moscows Fosters tower will have highest decks?

Where's the source of this rumor? Plus 950 metres seems too awfully too tall, especially for a European city, practically a Burj Dubai smasher making it the tallest in the world. A European city having the tallest building over the US/UAE/Asia is quite rare nowadays, I was quite surprised this got approval at 640m in the first place but I think the height restriction and general planning guidelines in Moscow seem a little more relaxed and laid back than Londons.

But of course, it could turn out to be totally Bull$hit

I find 950m to be a little too overpowering. It would quite literarly dwarf everything else on the Planet, never mind Moscow.

There is a definite plan for the city of Moscow. The regulations were many times subject to corruption, many unsuitable places (steep hills, unstable land) for buildings were suddenly declared suitable for development by a certain company, many minor historical buildings suddenly being demolished and cleared away for new restaurants, shops, etc...

But in terms of height and design of buildings, the plans always seem to change (usually for the larger) in Moscow, which is probably as you say a result of a more relaxed attitude about these sort of things.

well, actually we don't know yet where is it going to be. few months ago an architectural magazine was saying it's going to occupy 5 top floors. but recent news articles says it will be in the middle of tower..... so, at about same height as in complex federation... i hope it was just a journalist's mistake.

This tower is appear to be very wide. That is total sq ft of this building and is it greater then it of Burj Dubai?

The plot area looks pretty small in comparison to some of the others. This tower is supposed to have a huge base, albeit in a triangular configuration.

That building next to the construction site is horrible. Hopefully it will remain hidden behind Russia Tower in the future.

Do you mean the blue-roofed 2 storey house? That's temporary accomodation for the workers of the construction site. You can see such buildings on the edges of all the major construction sites in Moscow City.

I'm talking about the big ship-like building with its fat tower. (I think it's called Northern Tower Business Center)
