it might be the 2nd tallest, unless SEOUL gets there towers going like the Korean Rail Corp Tower which would take the title by a near 3m's

That will just be good enough for Moscow though , from a virtually no skyline cluster to a surprisingly creating one all at the same time is a good effort , they should be excited to see all those projects are being realised for a new Modern Moscow in a few years to come , and Russia Tower will be a new Landmark building after the Kremlin...First ,Second , or Third even fourth tallest on earth is a satisfied archievement , I'll take that for my City anytime

Very similar in design to Burj dubai. In stead of stairs-like tiers as rising, its just flat and straight all the way.
