NO idea....probably some cultural center or something. If I am not wrong, that is the area near the Rose and Jamine garden.

The first 2 pics are Jinnah Avenue. It runs straight in front of the parliament house(white building at the end in the second picture) and houses a few mid-rise office buildings on one side and and low rise commercial plazas on the other side.

The last one is Constitution avenue which has mostly office buildings including Prime Minister's secretariat and supreme court. It meets the Jinnah avenue at right angles just in front of the National Assembly building.
