Yunnan to invest huge sum in airport construction

KUNMING, March 27 (Xinhua) -- Southwest China's Yunnan Province is to invest more than 20 billion yuan (2.5 billion US dollars) in airport construction projects in the next five years.

According to the province's blueprint for the 11th Five-Year Plan (2006-2010), the projects will further improve transportation ability of Yunnan and boom local economic growth in the sectors of foreign trade and tourism.

By 2010, the number of airports in Yunnan will reach 15, forming a comprehensive air traffic network that links all parts of Yunnan with the outside world, especially countries in southeastern Asia and southern Asia.

With the provincial capital Kunming as hinge, the air traffic network will provide domestic and overseas tourists convenient access to dozens of well-known tourism sites such as Lijiang ancient town, Xishuangbannan ethnic villages and Simao border city.

The Kunming new international airport is aimed at becoming one of the world's top 80 airports by 2010 in the fields of flight number and capacity of passenger and cargo handling.

According to related news, Kunming New Airport will start the construction officially by the end of 2006. The pre-construction preperation work has started including the comprehensive transportation projects that link the city with rail, city light rail and express way system.


This airport is very important for China's western region's development, as well as the connection with Southeast Asia, South Asia. As a long run, it will play an important role on Euro-American routes as well. I will try my best to keep the construction updated. You are welcome to join the updates. Thank you.

Arup signs MoU for the design of major airport hub in China

Release date: 13/09/2006


London: Today, in a signing ceremony held at 10 Downing Street, global design and engineering consultancy Arup entered into an agreement with Yunnan Provincial Airport Group to develop a design for the new Yunnan Kunming International Airport in China. The agreement will see Arup work alongside a Chinese design institute (still to be appointed), to undertake the design of the terminal building. Yunnan Kunming International Airport is set to become the fourth largest airport hub in China, handling in excess of 60 million passengers a year by 2035.

Arup was selected following an international competition for the airport masterplan and terminal building design scheme. Arup’s design was commended by the selection panel and the firm will now partner with the appointed Chinese institute to establish the technical specifications of the project.

Arup will bring its experience of best practice in international airport design to the project, experience which includes Terminal 3 of Beijing International Airport, Chongqing Jiangbei International airport, Heathrow Terminal 5, London, and JFK Terminal 4 in New York. Arup will work closely with its appointed Chinese design partner to ensure the delivery of a high-quality, unique and distinctive airport development.

Arup and its client are committed to designing an airport that applies sustainable environmental principles of energy conservation and the use of natural heat, light and water systems in the airport’s use. This also includes developing land and airside facilities to help with efficient passenger and cargo movement.

In working together on this project, Yunnan Provincial Airport Group and Arup are furthering international collaboration and trade policy set by the Governments of the United Kingdom and the People’s Republic of China. The project will be a showcase for the highest quality of international and Chinese masterplanning, design and management skills.

  昆明空港经济区管委会主任王道兴介绍,新机场位于昆明市大板桥镇,距昆明主城区约二十公里,是中国未来五年内唯一批准迁建的“面向东南亚、南亚,连接欧亚的国家门户枢纽机场”。该机场规划面积约二十一平方公里,能够供F类机型使用,可起降空客A380等大型飞机。届时,昆明新机场将成为中国第四大门户枢纽机场。

  与此同时,昆明将以新机场建设为契机,完善城市综合交通网。通过将城市公交轻轨和城市公交高速公路直接与新机场连接,实现昆明二百公里范围内直达新机场时间不超过两小时。据介绍,作为新机场的配备工程之一的全长十四公里的城市公交高速公路工程,已完成了空港经济区区域内三二0国道改线初步方案编制工作。同时,将机场连接铁路前期工程——沾昆铁路二线新机场绕线工程征地工作已经完成。

  昆明市市长王文涛称,新机场的建设对于提高昆明的地位、作用和竞争力将起到非常积极的促进作用。

On Oct. 5, the city official of Kunming city in Southwest China's Yunnan Province announced that Kunming New International Airport will start the construction by the end of year 2006.The construction takes 3 years and the new airport will start to operate then.

According to a local official - Mr. Wang Daoxing, the airport is located about 20 Kilometers away from the city center. It is set to be the air hub of China to connect Southeast Asia, South Asia. As well as a major bridge between the Europe and Asia. It will play as the fourth major gateway in China. The landing capacity can get to A380.

City will construct a complete transportation project that links the new airport with city mass light rail system and express way directly. Aiport transportation plan will make the the new airport reachable conveniently in the surrounded 200 kilometers area within 2 hours.

City Mayor: Mr. Wang Wengtao said that the New Kunming International Airport is a positive project to improve the city function of Kunming, increase the city's competition ability and position.

The conceptual planning of Kunming Air Harbor Economic Zone, including the New Kunming International Airport, was done by Kisho Kurokawa, the designer for Kuala Lumpur Int'l Airport in Sepang.

The following news article is quite dated (back in Dec '03), when Kisho's design was publicized.

嵩明新城占地100平方公里,其中有30平方公里的机场城规划面积。在世界著名规划设计大师黑川纪章的概念规划里,航空城位于嵩明县与官渡区的交界处,其中机场占地7-10平方公里。航空城呈半月状态分布在机场的东侧,形成一个CBD(城市商务中心区)。机场规模宏大,拥有一条4000米、两条3600米的跑道,候机楼限高30米,A方案中候机楼在俯瞰图中呈“H”形,B中呈“川”形。跑道与周边高速路隔开500至1000米,机场通过轻轨和高速路连接各个区域,以公路、铁路构成物流体系,预计2020年达到50-100万吨的货物处理量。

评委会专家们一致认为,黑川纪章都市设计事务所提交的两个应征方案都包含了5项基本规划理念:“一湖四片”的门户;自然和城市共生;新城与现有城镇系统共生;东南亚物流中心;面向世界开放的国际城市;可以作为未来嵩明新城的发展目标。该规划建议昆明市政府适当考虑嵩明新城区城市空间发展方面的灵活性。机场设计要为未来的发展预留空间。同时希望有快速交通与机场联系,保证嵩明新城与“一湖四片”之间的整体机能。

未来航空城什么样:黑川纪章笔下的新嵩明

未来新城

从10月18日开始,昆明市向全球著名设计公司征集新城(三个项目)的概念规划方案,黑川纪章都市设计事务所,受昆明市的特别委托,对嵩明新城进行规划设计。黑川纪章对嵩明的地理环境、经济状况进行调查分析,提交了A、B两套规划设计方案,随后黑川纪章都市设计事务所将根据评审委的意见,用一个月的时间对设计方案进行优化,向昆明市提交最后的设计。

黑川认为,嵩明新城的概念规划基于现代新昆明“一湖四片”的构想而来,嵩明作为其中一个重要的发展区域,是新昆明门户,与新昆明共生,与环境共生,与现有城镇系统共生;嵩明作为航空港,将成为一个面向东南亚的物流中心。

新机场

嵩明新城占地100平方公里,其中有30平方公里的机场城规划面积,在概念规划里,航空城位于嵩明县与官渡片区,其中机场占地7-10平方公里,航空城呈半月状态分布在机场的东侧,形成一个CBD(城市商务中心区)。

新机场位于嵩明县与官渡区交接处,占地约7平方公里,拥有一条4000米,两条3600米的跑道,规模宏大,候机楼限高30米,A方案中候机楼在俯瞰图中呈“H”形,B中呈“川”形。跑道与周边高速路隔开500至1000米,机场通过轻轨和高速路连接各个区域,以公路、铁路构成物流体系,机场不仅包括客运,还要发挥运送农产品、鲜花等产品的货运功能,预计2020年达到50至100万吨货物处理量。

保税、加工和FIZ(自由贸易区)设于机场北部,候机大楼添加购物中心、酒店、娱乐、医疗等设施,并建机场地铁便于旅客通向周边地区。

在75分贝噪音区区域中不建任何住宅,在机场规划中管制附近建筑的高度,从机场外围向内围建筑物高度从50米逐渐降低至10米,住宅区放在东面,同时建筑要符合城市景观要求。

航空城

航空城以嵩阳镇与机场交接地为中心设置,占地30平方公里。沿南北方向布局,以避开断层,提高现有土地使用率,保留现有村落和森林。现有城镇、山脉、河流、水库、高速公路都是向南北方向延伸的,可在此基础上将规划沿南北布局,并与东西方向形成交接。航空城中心区由环形与椭圆形道路环绕而成,是市政、商务、文化中心,南侧建为数码电影城、高科技研发中心。

新城各节点有绿色地带,并以环状道路组成城市主干道。北侧建立包括农业区在内的绿色缓冲地带,保持新城与农地自然共生。利用杨林现有货运站安排加工业及各产业,将之现代化。靠近机场的物流站是生物工程和高新技术区,在呈贡东城大学城附近可设置先进工业区,与嵩明相互补充。同时,为保证长期的发展,机场服务区向北移动1.5公里,位于新城东、南侧。

物流产业

嵩明新城的物流加工业要灵活运用机场、铁路、卡车等,其中以仓库加工为主,生物工程可保持生物产业原料基因的多样性,将IT业和生物结合形成生物电子学,并设置产学园配合尖端产业,与呈贡合作形成大学卫星城;利用现有铝资源形成新的家具装潢产业,同时广植树木,开创造林业。

旅游区包括八家村、青年水库生态旅游居住区、度假区。绿化方面会有生态回廊、城市公园、村落绿化保护、道路绿化、高压电线绿化、自然绿地、生态公园等措施。生态回廊安排在两水库的河流沿岸,建湿地和沼泽为缓冲区,在机场附近也有缓冲带。

交通

预测将来嵩明的居住、就业和流动人口近百万,考虑到机场周围交通因素,建议在小哨乡建分流旅客的专用铁路,并以轻轨延伸至机场,利用昆曲路或嵩阳站出口形成公共交通网络。

A方案提出把嵩阳至小哨的突起路段以环状路围绕,B方案则以两条公路连接嵩阳和小哨。

A、B方案的制作依据

经过仔细调查,嵩明地处小江断层带,地质破碎,因此这里不可有大规模的建筑。高速公路和机场跑道应该沿南至北方向而建,原有的杨林镇、嵩阳镇、小哨乡等乡镇在未来的规划中都沿着现有的公路分布,在新城周边建造大面积的森林公园。

嵩明西侧高速公路与用地的连接是造成两个方案不同的重要因素:A方案希望将生态旅游区和机场有机结合,绿色缓冲带包围住机场,使其成为相对独立的城市,利于保护现有自然生态群落,但不利于机场发展。B方案中城市与现有城镇联系密切,但与旅游区联系较松散。灵活性比较适合此城市,但机场位置和通向机场的道路受到限制,希望向北移动机场位置。

专家点评

黑川纪章以良好的专业水准和素质,对嵩明现状有较深入的分析,从土地利用、交通规划、机场规划、产业结构、人口规划以及景观设计等方面,对嵩明新城作出概念性的总体规划,可作为未来嵩明新城的发展目标。

方案A:城市形态为环状,其主要出发点是新城区具备几何完形,由明确的绿带围绕而相对独立。在机场的北、东、南部均设产业区、大学区、文化及公共设施、物流区和机场相关设施区,在一定程度上缓解了机场对居住区域的影响。但是这种完整的圆环形态缺乏与周边环境的联系,比较牵强。

方案B:采用线形的城市形态,沿南北轴的城市空间发展趋向,回应了嵩明县东、西两侧有山脉南北向延伸的地理环境,对河道、地质断裂层、昆曲高速公路及主要高压电缆的走向都有所考虑。新城区具有和谐的形态结构,新城中心位于带状城市和绿色度假带的交叉部,距机场较远。在机场影响力强的纵向地带设置相关工业、保税区、仓库,东侧设综合物流区,在一定程度上缓解了其影响。方案采用组团式布局,组团之间利用不适宜建设的用地作为绿带,并结合自然水系,形成一个较好的生态回廊。

I think the drawing in Post #1 should be Kisho's Proposal B or its optimized version...just discovered Kisho's names near the right bottom! As far as I can recall, Proposal B was eventually selected as the conceptual master plan.

The news that you posted from Spring City Evenings (春城晚报)was released on 2003.
Latest updates on Kunming new airport is that the design will be jointly done by UK's famous Arup design firm and a Chinese design firm (not known yet).
A very important fact is that the location has been changed from the initial plan into a different location. You can check it on my second posting. The contract was just signed on this September in London.

Let's see what the new design look like and keep it updated, thanks.

  昆明新机场位于官渡区大板桥镇,距昆明主城区约20公里,是国家“十一五”期间唯一批准迁建的“面向东南亚、南亚,连接欧亚的国家门户枢纽机场”。

  在昨天召开的昆明新机场建设调研工作会上,昆明市副市长、空港经济区管委会主任王道兴就昆明新机场征地拆迁及空港经济区工作情况,向王文涛一行作了汇报。据介绍,昆明新机场临时供水、供电等配套基础设施项目已开工建设。已完成了省交通厅要求的空港经济区区域内320国道
改线初步方案编制工作。昆明新机场专用高速路(南段)项目已通过公开招标确定了中标人,BOT项目特许权协议谈判工作基本结束,预计今年第四季度启动工程建设,确保与新机场同步完成并投入运行。对新机场红线内各类土地、地上建(构)筑物、公用设施、地下管网等进行全面评估,目前已提交评估报告。编制了《昆明新机场外部配套设施预可行性研究报告》,并通过国家发改委专家评审。

  目前,已经完成沾昆铁路二线新机场绕线工程征地工作,7月31日向铁路部门顺利移交了全部土地。成立昆明新机场征地拆迁工作指挥部,具体负责实施征地拆迁及移民安置工作。

  王文涛市长对管网(线)迁改工作的责任人、时限、进度一一进行了确认。他说,新机场的建设对于提高昆明的地位、作用和竞争力,对于昆明利用东南亚、南亚这个国际大市场,参与“9+2”区域合作,使昆明真正融入国际国内大市场非常重要。

  王文涛对迁改、征地、外部配套基础设施等工作提出了要求。他说,新机场征地拆迁工作中,征地拆迁是新机场建设的第一道关口。目前第一阶段的重点是做好21.04平方公里的征地拆迁工作。要责任明确,规定时限,每一个环节都要狠抓落实,涉及到市级各部门的任务,部门一把手是责任人,要坚持以人为本、依法拆迁、文明拆迁、有情拆迁,全力以赴、深入细致地做好征地拆迁工作。

  针对征地等重点、难点问题, 王文涛指出,新机场建设最重要的是征地,最难的是筹资。要做好工程进度的流程表和与之配套的资金流量表,要有一套很强的流程;要依法制定征地拆迁补偿标准。根据相关法律和政策,结合实际制定昆明新机场及移民安置用地的征地拆迁补偿标准。要做好移民及企(事)业单位搬迁安置工作。移民新村要确定好,迁建的地点要落实,要尽早建好。要全面落实征地拆迁补偿安置政策,确保被征地农民和搬迁安置企(事)业单位的合法权益。昆明新机场征地拆迁工作指挥部各成员单位,要按照任务分解和职责要求,紧密协作推动征地拆迁工作顺利开展。

Yes, that's mentioned in your 2nd posting, which consequently reminded me of Kisho's conceptual design that I had kept on file. So I thought it would be interesting & enriching to post Kisho's '03 thing as a "prequel"!

That's what I've been wondering, before it's 嵩明, now 大板桥镇 (as mentioned in your third posting). Initially I thought they moved the location north as suggested in Kisho's Proposal B...but the fact I later found out is the opposite: 大板桥镇 is to the far south of 嵩明, just south-east of Kunming.

So, I think either one of the following two happened: because of general plan change -> location change,

1) Kisho redesigned the conceptual planning initially. According to his company site's description http://www.kisho.co.jp/page.php/259, the design period was from Aug-Nov '05, which is not too far away from now. But no location was mentioned;

2) a completely new Master Plan by Arup & a yet-to-be-appointed (as at mid-Sep '06) Chinese Institute.

I think that the final design is still on the way. There are several designing models for Kunming new airport, and it seems that the Chinese design firm haven't been designated yet?

然而新机场的建设毕竟是一个复杂而又艰难的工程。机场的立项可能要经过国务院总理以及中央军委副主席以上的中央高层批准。这对云南来说可能是一个不小的考验,尤其是在当前国家执行严格的宏观调控政策的背景下。毕竟机场要牵扯到近14平方公里的土地。而土地则是全国人民都敏感的话题。特别是在当前投资热、形象工程泛滥的情况下,无形中增加了审批的难度。
云南多次开会要求新机场争取年内通过国务院及中央军委立项,争取年内开工。但是机场场址的一变再变,容易让人们理想到新机场一些可能发生的变数。
(小标题)场址之变
“昆明新国际机场初步选址又变了,变到大板桥方向来了。”这是记者 6月24日上午11时在昆明市规划局获得的消息。
当天下午4时,在云南高层召开的一次重要会议——昆明新机场跑道优化方案汇报会上,这一消息得到了证实。
这次会议是在云南高层经常召开重要会议的昆明连云宾馆进行的。会议除了省委书记、省长在场,还有一个常务副省长,三个省委常委,两位副省长。会议规格之高,自新机场启动以来还是少见的。
“会议可能彻底改变昆明的命运”。有人说。
决策者们在这里听取了机场跑道优化方案的有关情况汇报,之前还实地调研新机场场址。
“不要让人家觉得我们云南变来变去的。”云南省委书记白恩培在会上说,白书记所说的“变”,主要是指新机场场址的变化。
2003年6月6日,就在24日开会的这个会议室里,一个伟大的战略构想在这里启动——白恩培第一次在这里提出,要建一个我国面向东南亚、南亚的国际中转枢纽机场;一个除了北京、上海、广州之外的第四个大型国际机场。 (0n June, 2003. “新机场建成后将完善城市功能,对昆明的城市格局也会产生很大的影响。具体地说,以前昆明主要向南北两个方向发展,新机场建成后将使昆明向东“大迈进”。另外新机场承担全省的辐射功能,对曲靖、玉溪等城市都会产生影响。”昆明市人民政府经济研究中心城市处处长刘瑞华分析说,“大家都希望机场这个幸运之神降临到自己头上,或者离自己近点。有的老百姓甚至希望新机场建在自己家门口,房地产公司则希望通往新机场的高速路从他们新盖的楼盘旁边穿过”。
昆明新国际机场初步选址有两个方案,一个是建在滇池南岸晋城新街地区的“新街方案”,另一个是建在嵩明县与官渡区小哨交界处的“小哨方案”。
“新机场将建在这里,这里的房子升值肯定快”,这是在2003年昆明房地产交易会上,云南玮圣投资有限公司售楼人员在展台前推销楼盘用的语言。云南玮圣投资有限公司的楼盘“南岸新城”位于“新街方案”的范围内,吸引了很多人的目光。
“新街方案”在昆明与玉溪之间,把机场建在新街要数玉溪的呼声最高。而“小哨方案” 选址在昆明和曲靖之间,曲请市政府表示:如果新机场建在嵩明小哨,曲靖市将拿出8000万元资助机场建设。此外,他们还愿意出资将连接新机场与昆曲高速近9公里的路段修成高速公路。
“新街方案”的规划控制用地、主跑道机场净空、年容量人次、与昆明市主城、及玉溪市交通连接等,皆有良好优势。在《2004年中国百强城市排名》中,云南有两个城市榜上有名:昆明第40位,玉溪第87位。两强联合,资源共享,优势互补。但缺点是新机场如果继续在滇池边发展,对滇池的保护和环境生态将产生巨大的压力,有悖于对滇池保护的总体设想。
而“小哨方案”规划控制用地为100平方公里,其中主跑道机场净空范围为20平方公里,近期年容量2000万人次设计。
新机场选址一直在新街与小哨之间举棋未定。2004年6月,云南省委、省政府邀请国内外机场规划设计、建设、航空和区域经济方面的专家、工程技术人员,就选址问题进行表决,结果否定了新街方案,原则通过“小哨方案”。虽然为此将增加30亿元的投资。
然而100多天前,新机场场址再次发生变化。只是原先确定的“小哨方案”是往嵩明以北的方向,而调整后的方案是往南的大板桥方向。新的方案将向昆明方向移动13公里。
云南省民航工作领导小组办公室官员强调,“小哨方案”,不但多山,而且常常有雾,危险性太高,这对飞机的起落将带来很大的不安全因素。同时,还不能实现双道飞行。因此才有了南移的方案。

“下来排一个进度表”省委书记白恩培在听取了云南省民航工作领导小组办公室官员汇报后说,“省委对新机场建设非常重视。交通仍然是制约云南经济发展的瓶颈,因此新机场的建设很迫切,要千方百计争取今年开工,力争最短时间投入使用,不说2008年,也不说2009年,但是能快不要慢”。
云南省民航工作领导小组办公室官员在汇报时认为,现在关于机场场址等新的优化方案已经确定,国家民航总局充分理解。今年民航办的主要任务之一就是争取国家批准优化方案,新的场址将在7月10日前报国家民航总局复审;争取在今年11月份国务院及中央军委立项;争取年内开工。
“因为机场场址的改变,使新机场的前期工作耽误了100天,”民航办官员还说,“到北京争取立项、争取中央军委支持等等,要跑国家很多部门,今年要批复下来,难度还是大的,需要做很多工作”。
而云南省省长徐荣凯则不这样认为:“不能说耽误了100天,机场原址确实有很多问题,而新的场址更科学,更有吸引力。新机场对云南昆明影响很大,多花费点时间是值得的,否则建成后才发现问题就麻烦了”。今年年初,徐荣凯将“开工建设昆明国际枢纽机场”写进了他在人代会上所作的《政府工作报告》。
按照初步计划,昆明新机场总投资160亿元。一期建设两条跑道,设计年旅客吞吐量2000万人次;二期达到3条跑道,设计年旅客吞吐量3000万人次。计划配合2008年奥运会启用。(Based on the initial plan, the total investment of Kunming New Airport is 16 billion RMB.[about 2 billion USD] [Recent article shows that the investment will up to 20 billion RMB -about 2.5 billion USD]First set of the construction will have 2 runways,enable the airport to have the passenger capacity of 20 million. “争取2009年第一期建成使用。由于场址变化将增加30%的规划量和工程量,原计划2008年建成可能有问题。”云南副省长李汉柏说。
据了解,昆明新机场项目前期工作从正式启动以来,相关单位已经对新机场场外配套机场专用高速公路、供排水、供电、通信、燃气等工程项目进行可行性研究。项目场地选址报告和预可研报告的编制早已完成,并通过中国国际工程咨询公司评审,已经已向国务院上报。目前,省政府已向国务院和中央军委上报了《关于新建昆明国际机场的请示》。但是现在场址一变,整个程序都变了,所有的工作都必须重来。要重新开展预可行性研究报告的编制,进行机场场址地质初勘、飞行程序编制工作、机场建设项目的环境影响评价大纲报告、水土保持大纲报告的编制等工作。
而云南省委常委、昆明市委书记杨崇勇还是希望昆明新国际机场按原计划启用。他说,如果昆明新机场在2008年建成,昆明就可以再一次申办2009年的世界园艺博览会(1999年昆明已经成功举办一次)。如果申办成功,2008年有北京奥运会,2009年有昆明世博会,2010年有上海世博会,那么昆明就可以和北京和上海摆在同一个层次上。

然而,新机场的建设毕竟是一个复杂而又艰难的工程。分析人士认为,影响昆明新机场建设进度最关键的因素可能是资金和土地。而在谈到资金问题时,云南省副省长李新华认为不难解决:“国家发改委和国家民航总局给的钱已经不少,满足建设资金没有问题”。
何况,许多国外投资者都非常看好昆明新机场的前景。英国机场集团、新加坡企业财团、德国法兰克福机场集团股份公司都表示要参与昆明新机场项目的竞争。
现在,各方正准备筹备组建一个由国家民航总局控股的“昆明新国际机场股份有限公司”,全面负责新机场建设运营和经营管理。公司注册资金比例可能会这样设置:国家民航总局占51%,其他战略合作伙伴及云南省、昆明市共占49%。
据知情人士透露,以后一段时间内,新机场建设最大的挑战还是争取国家立项。
按照规定,新建的昆明机场要由国家民航总局规划司按照国家 “十一五”规划,评审后上报国务院、中央军委审批。
而根据其他省、市以往的经验,云南方面的官员可能要到总理办公室向总理汇报新机场建设的必要性,请示新机场立项等事宜,同时要向政治局常委、中央军委副主席以上的中央军委高层汇报新机场立项工作。方案可能由负责公交的副总理最后敲定。
分析人士认为,国家民航总局已经把昆明新机场的规划建设列为中国4个航空港重点建设项目之一。跟其他省份机场相比,昆明机场的国际性也比较突出。从航班比重来看,昆明的国际航班的比重达到10%,而其他同类机场达不到这个水平。
另外,昆明市在国内和东南亚地区的地位和作用日益增强,昆明市将成为面向东南亚的商贸旅游城市,是国家已批准的国家级对外航空口岸。据民航部门预测,到2020年,机场将达到客运吞吐量800万人次/年、货运吞吐量12万吨/年的规模,现有机场将无法满足这些需求。如果在原址扩建现有机场,一是搬迁量过大,同时不符合国务院批准的《昆明市城市总体规划方案》。
基于这些因素的考虑,中央高层可能会尽快批准立项。
但是,一些不利于新机场很快立项的因素也同样存在。目前,国家正执行严格的宏观调控政策,新机场有没有把握很快通过国家的审批,特别是土地的审批?会不会因为宏观调控“先放一放”呢?没有人敢肯定,也没有人敢否定。因为毕竟牵扯到接近14平方公里的土地。这可不是个小数字,也是全国人民都敏感的话题。特别是在当前投资热、形象工程泛滥的背景下,无形中增加了审批的难度。
广州白云国际机场从1992年12月选址工作正式铺开,到2000年6月基础建设全面开工,用了近8年时间,昆明新机场呢?
新机场场址的一变再变,容易让人们理想到新机场一些可能发生的变数。

Thanks for posting the article which explains the location issue!

Concerning the master planning / design of the airport, with all the info collected so far, I would summarize them chronically as follows (factual + estimation):

1) Kisho Kurokawa redesigned the conceptual planning of the Kunming Air City (including new Kunming airport) from Aug-Nov '05, after the government's decision made around mid-'05 to relocate the new airport to Dabanqiao Town;

2) In the int'l competition (specifically) for the airport master plan and terminal building design scheme, which ended (by) Sep '06, Arup's proposal won;

3) Arup will team up with a Chinese design institute to establish the technical specifications of the project, to undertake the design of the terminal building.

ARUP SECURES NEW TERMINAL DESIGN WIN FOR KUNMING AIRPORT

Arup is a global design and engineering consultancy, providing a diverse range of professional services to clients around the world. Building on their success with the design of Beijing Terminal 3, they bid for the design of the new terminal development for the new airport at Kunming in Yunnan Province in early 2005.

A new airport is required as a gateway to Southern China and SE Asia. The total value of this project is over ?bn. The initial shortlist for the design project consisted of Fraport (Germany), Beijing capital airport (China), Singapore (Changi), ADP (France) and Hong Kong. In December 2005 they were then shortlisted in the final round with ADP of France. On 4 June a Chinese review panel selected the Arup design, and following some refinements, a signing ceremony took place for this multi million pound project, in London on 13 September 2006, between Mr Liu Ming, General Manager Yunnan Airport Group and Mr Peter Budd, Chairman Arup Airport Group. The event was held at No 10 and was witnessed by the Prime Minster and Deputy Prime Minister.

This further success fits into the UK Trade & Investment airport teams strategy with China over the last few years, where they have hosted inward delegations showcasing UK expertise, and supported the British Airports Group trade association's seminar visits to the Chinese market.

This has led to a very good relationship with the Chinese Civil Aviation Authority (CAAC) and individual Chinese airports, which in turn has allowed industry to network and develop leads with the key contacts.

The British Embassy in Beijing has played a key role in this process, and support for Arup's bid has also been forthcoming from the Deputy Prime Minister's office.

This further success also fits in well with the establishment of the Sino-UK airports working group set up in March 2006. This culminated with a signing of an Memorandum of Understanding with the CAAC and UK Trade & Investment. The aim of the group is to build on the already close relationship with the CAAC who have supported a number of UK missions to the market giving access to senior airport personnel. It also provides a mechanism for future inward visit planning and areas of UK development, such as Heathrow's terminal 5, which the Chinese are interested in learning from.

I am thinking about taking a trip on 2010 like this:
NYC - Madrid - Paris -Prague - London - Colombo - Singapore - Bangkok - Kunming - Beijing - Shanghai - NYC...
So many exciting world-class airport (new construction or expansion will be done in some of these cities). Saving now...

  在此基础上,民航总局杨国庆副局长对昆明新机场的未来作了肯定的预测:“昆明新机场将是继广州机场后的又一个大型国际门户枢纽。”据了解,1996年至2005年,云南省社会客运量将由2.39亿人次增加到4.13亿人次,年均增长6.3%,其中航空旅客运输量由255万人次上升到763万人次,年增长高达12.9%。预计昆明机场的客运量将在2035年达到6000万人次。这一切,为把昆明新机场打造成为全国第四大门户枢纽奠定了人流基础。

专家建言昆明新机场连接欧洲大陆之枢纽

  把昆明新机场打造成为全国第四大门户枢纽,吸引了参加 “云南机场发展高层论坛”的众多专家,在昨天的论坛上,许多专家就昆明新机场的建设提出了“金玉良言”。更有专家指出,昆明机场应当发展成为辐射东南亚、南亚,并连接欧洲大陆的重要门户枢纽。

  郭为民(民航西南地区管理局局长)要有“大通道”意识

  加速培育西部大型枢纽机场,形成东西呼应、均衡发展的态势。近期应当重点扶持位于西部地区具有重要战略地位和发展潜力的机场,特别是强化能够对周边国家和地区的航空运输市场发挥辐射作用、具有较强门户功能的枢纽机场的地位和作用。

  国家航空运输的主要出入境机场,是国家民航运输体系中最为重要的枢纽机场,而昆明机场均符合这些条件。云南与越南、老挝和缅甸3国接壤,是我国连接东南亚、南亚的重要通道,有开展区域国际交流、多边贸易与合作的明显区位优势。云南作为我国西南门户,是我国参与中国-东盟自由贸易区、中孟印缅合作、大湄公河次区域开发等合作的中心地带,是发展国际航线条件最好的地区之一。昆明机场应当发展成为辐射东南亚、南亚,并连接欧洲大陆的重要门户枢纽机场,并带动西南地区由传统的经济腹地转变为面向东南亚、南亚的经济发展前沿地带。

  云南特殊的地理位置和地形条件,使得航空运输具有十分重要的作用。

  云南地面交通中存在距离长、耗时多、事故多和旅行不尽舒适等问题,制约了云南省经济社会、区域国际交流和旅游的进一步发展。云南省是我国旅游大省,推动旅游产业成为云南省经济发展的支柱产业之一。尽管近年来旅游业发展飞速,但由于旅游资源比较分散,要求有快捷、便利、高效的交通网络来提供有效的服务支撑。

  今天的机场已不是单纯的人流和物流的公共基础设施,机场还应该是一个资金流的汇流中心。 机场是一个企业,需要管理者走进市场,了解市场趋势,尽量满足顾客需求。

  苟护生(中国国际工程咨询公司副总经理)吸引临空经济投资

  加强昆明门户枢纽机场建设是我国民航发展战略的重要组成部分,昆明机场作为我国西南地区的国家门户机场具有良好条件。打造昆明门户枢纽机场是加快云南省航空运输发展的关键环节。大力发展航空运输是促进云南省经济社会发展的迫切需要。

  昆明在新机场建设的同时,也要充分考虑新机场建设对于城市产业结构和空间功能结构的影响,同步规划好机场周边地区临空产业的发展。在做大做强航空主业、努力增加航空主业收入的同时,充分整合机场资源,吸引外来投资者共同开发临空经济区,发展航空物流及相关产业,延伸临空经济产业链条,使空港及其附近区域形成一个多功能的空港经济体。依托机场作为高速流通体系节点和现代城市门户的重要功能作用,带动城市和区域经济发展迈上新的台阶。

  张宪林(中行集团副总裁)降低成本招来航空公司

  在航空公司数量、辐射地区、业务范围、规划设计容量以及未来航空衍生业务等方面,照进入区域性中转机场统筹考虑。尽量降低航空业务的运营成本,压低航空收费的价格,以吸引更多的航空公司增加在该机场的航班投放,给机场带来更多的航空旅客和货物,尤其是中转旅客。招揽其他客户进入机场,客货运输服务并重。

  昆明新机场要达到国际枢纽机场水平,具有国际枢纽机场的功能,不仅要面对东南亚,而且还要面对欧美。枢纽机场与终点式机场、门户式枢纽机场的设施和服务的要求各异,业务功能不同,投资者也不一样。举例说来,中转旅客是区分枢纽机场与起终点机场的一个重要指标,而中转乘客与本地乘客的需求存在重大差异,如餐厅、休息室对前者的意义远大于后者,而停车场、出租车以及机场公共交通的需求对象则基本是后者。 记者孙娅 徐婕报道

昆明市政府城,《昆明新机场外部配套设施预可行性研究报告》已通过国家发改委专家评审。昆明新机场专用高速路(南段)项目已通过公开招标确定了中标人,预计今年第四季度启动工程建设。

昆明新机场位于官渡区大板桥镇,距昆明主城区约20公里,是国家“十一五”期间惟一批准迁建的“面向东南亚、南亚,连接欧亚的国家门户枢纽机场”。

据介绍,昆明新机场临时供水、供电等配套基础设施项目已开工建设。已完成了云南省交通厅要求的空港经济区区域内320国道改线初步方案编制工作。对新机场红线内各类土地、地上建(构)筑物、公用设施、地下管网等进行全面评估,目前已提交评估报告。(张一)
