Because airports in China are all built the last ten fifteen years. Modern jet airplanes do not need to adapt to wind conditions. Airports in Europe, north and south America aswell as Australia built their airports 60-70-80 years ago when the wind was a major factor. Also modern airports have ground-based instrument approach system so crossing runways are not needed.

Actually that is not entirely true. While it is true that modern aircraft are much better able to handle crosswinds, they cannot complete negate the effect of crosswinds.
Therefore in cities/areas where very strong crosswinds often occur (like here in Toronto) such runways are absolutely needed.

BTW, this is a very impressive airport!

of course,an airport express and Kunming Metro Line 6.both are being built.

Wow, the roof looks so Chinese, i like It.

Gonna plan to buy a house in Kunming. Kunming will the Chinese Hub for serve South East Asia.

Kunming is competing with Bangkok, Kuala Lumpur and Singapore
