No it is not a VAL because VAL it is Vehicule automatic leger (automatic light vehicle)

This is a VAL you can see that the gauge is different.

VAL designs a particular type of vehicle, on the net there are lots of explanations. VAL and the system used in Paris or Lausanne are completely different. Paris' and Lausanne's systems are normal trains that have also tyres.

In Paris, rubber-tyres and steel metro lines are linked together and even some on-steel service vehicles (like cranes) run also on rubber-tyred lines even if they don't have tyres.

And Lausanne's metro trains were parked some time on the tracks of Lausanne's railway depot.

We in Davao City in the Philippines, about almost 2 million, have no railway and will never have plans. I think the biggest factor of building an MRT or LRT or any subway is traffic, and our city doesn't have that.

Like Paris
the municipality has 2.1 million inhabitants
The city has 6.7 million inhabitants and the urban area has 10 million inh.

Guatemala City with 3 million habitants in the metropolitan area doesn't have any metro or subway.
They're just starting to incoporate a system based in the Transmilenio of Bogota, Colombia, A system of express buses with huge capacity (articulated) in the principal streets of the city.

No any cities in Tunisia, Morocco, South Africa, Etheopia, Australi,a Newzealand, Israel has metro.

Megacities

Karachi and Lagos with population of more than 20 million and Dhaka with more than 15 million, Kinshasa with 10 million, Faisalabad and Islamabad Metropolitan areas with about 4 million population don't have metros. Lahore and Jakarta are building mass transit systems.
