maybe ouside the core is just pure office and inside u got all the other crap, the architechts are not stupid. Also remember that this building is enviromentally friendly and maybe that needs some more space.

The ratio of the office and spare space needs to meet the city law and is also defined in the contract, I never expect the greedy constructors and owners to be so stupid

it's a very heavy and thin building. It has wind power generators mounted in several sections. So it probably need a heavy core to support it.

Also, I suspect this building is built with government funding to promote green energy and establish a good image for the city. So I don't believe financial return is in the most paramount placement.

Anyways, I'm not an architect so this is only my guess.

anyone else want to take a shot?
