The tunnel is built to remove the barrier between Utrecht and the new part of the city on the other side:

Chaos in the region of Arnhem
An accident on the A50 at the Waal bridge, 2 trucks and 7 cars collided in both directions. The whole region is gridlocked. On the A50 there is 22km traffic jam northbound, and 18km southbound. Therefore, also the A15 is blocked in both directions; 7km westbound and 9km eastbound. Also the A73 from the south is jammed over 20km northbound. And the A12 is also jammed from the German border to the A50, which is over 40km away from the accident. Some local roads are also jammed, like the N325 in Arnhem northbound.

In total, over 110 km of traffic jam caused this accident. The fartherst traffic jam related to this accident is 42km away.

A small road opening today, the A4 has been bypassed from Halsteren, just north of Bergen op Zoom and Antwerpen, south of Rotterdam.

It's shown as the dotted motorway on this Michelin map;

Though the official opening was today, it will open for traffic in about a week. The section is about 6km long, and is not very important until the rest of the A4 will be completed to Dinteloord.

Well, it's a nice location for real estate developments. To the left (west) of the A2 is the new urban area of "Leidsche Rijn", the largest urban development in the Netherlands, compromising over 80.000 (future) inhabitants, the A2 will be travelling underground, so the new neighborhoods aren't so much divided from the rest of Utrecht. A 262m high skyscraper has been proposed near this location. The current A2 is one of the busiest Dutch roads, with an AADT near 170.000 - 180.000, and this is likely to grow bigtime due to the large urban developments immediatly in the vicinity of this motorway. Therefore, the A2 has to be widened, and to reduce the "barrier" between the Utrecht parts, the A2 will go through a tunnel, though i don't think it matters much whether the "barrier" is a 4 lane or 16 lane motorway, it's not like you can walk across it anyway.

The Almere - Amsterdam area is one of the most congested area's in the Netherlands. A suburb of 200.000 was created, and rely heavily on Amsterdam, though nothing was done on the road capacity. The A1 had been widened to 2x3 lanes in 1977, and a changeable lane has been added 1993, though it don't makes much of a difference, capacity-wise.

The A1 carries about 200.000 vehicles a day on 2x3 lanes, and the road is (partially) jammed through most of the day. People live in Almere and work in Amsterdam or Schiphol. This creates huge amounts of commuters.

There were plans to extend the A9 north of the Lake Naarden to the A6, so Almere - Schiphol traffic doesn't need the A1 anymore. This has been cancelled due to emotional opposition from leftist and green parties.

Now, the existing road-network will be upgraded. Here's a list;

A1 Muiderberg - Diemen: now 7 lanes, will be widened to 11 lanes
A1 Diemen - Watergraafsmeer: now 6 lanes, will be widened to 10 lanes
A6 Almere-Buiten-Oost - Hoge Ring: now 4 lanes, will be widened to 8 lanes
A6 Hoge Ring - Muideberg: now 6 lanes, will be widened to 10 lanes
A9 Diemen - Holendrecht: now 4 lanes, will be widened to 8 lanes
A9 Holendrecht - Ouderkerk: now 6 lanes, will be widened to 9 lanes
A9 Ouderkerk - Badhoevedorp: now 6 lanes, will be widened to 8 lanes
A10-Oost: now 6 lanes will be widened to 8 lanes

Though this looks like a huge investment, it only meets current demands. Almere has the intentions to grow to 400.000 inhabitants, creating one of Europe's biggest suburbs, and traffic is likely to double on the existing roads.

Yeah, there are more video's of this guy hacking traffic stuff.

However it is a hoax, since those matrix signs can't display such things. You have to remember most stuff is already over 20 years old.

Indeed very funny.

But you know, apparently in the US (and possibly Canada, though I've never seen it done here) many traffic lights have infrared receivers to allow emergency vehicles to override traffic lights and make them green.

Apparently, it is very easy to do by using a simple universal TV remote, and it actually works. I've seen some Youtube videos, I think in California, and I'm quite sure that it was real, not a hoax. Apparently there is even a law that gives very high fines and possible imprisonment if someone is caught doing that, but it's very possible.

Which however traffic management system are not, they are simple closed systems. That's why above videos are not real.

How many computer hackers are needed to computer-hack a switch for turning light in a room?

Yes, they are made for publicity. And they made quite a lot succes with it. (over 2 million views on YouTube only, and it even got on the national news...)
