In any case, is this a Rijkswaterstaat test site?
I believe this is the joint Rijkswaterstaat/TU Delft test facility at Kluyverweg in Delft (details are the key)

Now you mention it... I delivered there a few times. Usually high-tech stuff that I pick up at Heathrow...

A4 Dinteloord - Bergen op Zoom

A minor extension of 1.5 kilometers of A4 opened to traffic today. This directly puts A4 traffic onto the N259.

That's what happens if some moron think it's a good idea to close a perfectly good (non emergency/ not a hard shoulder) lane for some stupid environmental reason.

Oh, I completely forgot to put the pics here
(Note: all pics were taken yesterday: the highway was opened this morning, so the freeway was still closed)

Looking southbound

All pics can be found here

From the exit Tholen looking northbound

Southbound view from soundwall.

It's temporarily 70 km/h southbound. 1 lane is still closed due to unfinished works at exit Tholen.

Northbound the speed goes down in steps to 50 km/h, due to a sharp turn between barriers. You can see the sharp turn in the distance:

There's a junction in the middle of the small bypass that connects the N259 and A4. This road is only 6 meters wide.

As you can see, very narrow and a ditch nearby. This will be the situation till the end of 2013

And here a pic from today:

The Netherlands experienced an unusual quiet morning rush hour today. Traffic congestion peaked at just 38 kilometers, while there is no vacation or public holiday. Normal rush hours generally get between 100 and 150 kilometers of traffic jam, and 4 or 5 years ago 250 kilometers was the norm, and 400 km when it rained.

Free flow galore!

They are all blocking the roads in Mayrhofen, with their caravans and own food they take with them. There are quite a lot of Dutch, Germans, French and Swiss in Mayrhofen at the moment...

I think this is the longest free-span gantry in the Netherlands. Vialis reported they installed their longest at this location, it spans 60.5 meters.

It crosses 10 lanes, 2 shoulders, 2 medians and a bit of the roadside.

Here's a partial view. To the left are another 4 lanes + 1 shoulder behind the wall.

Nanny state fence? I am very anti nanny state, but where is the connection with that fence?

Nobody wants stone-throwing idiots or suicidal types walking on such a gantry. So no nanny state fence at all.

Like someone who it serious about suicide will be stopped by such a fence ?

I believe many real viaducts are a greater risk than this gantry.

Whats the exit going left into nothing? Is it a old trace of a former temporary exit?

It doesn't serve a real purpose. Stone throwers use viaducts and bridges, as do suicidals. So who's the fence for?

Because there is some pretty expensive hardware in that gantry and this location is easily accessible from a nearby bicycle path used by people from the city center to the suburbs. The cost of such a gantry alone can be € 250.000. You don't want drunk people destroying it. I've been installing traffic counters for years and if they were vandalized, 95% of the time they stopped functioning at Friday or Saturday nights between 1 and 4 am.
