A common English translation is Environmental Impact Assessment (EIA) or Environmental Impact Statement (EIS).

Ontwerp-tracébesluit: draft EIS / EIA
Tracébesluit: final EIS / EIA

I don't know if that's such bad thing, it seems too political
Building X km of road is nonsense, it's important for needed road projects to be done, but if they just paved 1000 km of autosnelweg in Flevoland or something it would be a waste of money...

The new N35 alignment southeast of Zwolle.

Unfortunately it's only a 4.5 km project.

Why is Overijssel provicen so slow with regional road projects compared to its neighbors? Are they shorter on available money for investments?

Do they have predictions how much will the new A4 relieve A13 in the short term? Will the A4 tunnels become more congested? Will Dordrecht-Den Haag traffic shift much to A16+a15+A4 instead of A16+A20+A13?

Gelderland isn't exactly a hotbed of construction either, except for roundabouts.

Overijssel is one of the worst. The province hasn't built any new or expanded infrastructure in the past 6 years and nothing is under construction currently either.

There is a huge scandal in Overijssel over the N340 upgrade project between Zwolle and Ommen. They reserved € 250 million for it. All procedures were completed, the project was shovel-ready and all the sudden the exact same government decided it's too much money for a provincial road, cut the budget by half, and then found out they couldn't even build that due to large compensation to landowners and procedural cost. They spent tens of millions already with nothing built.

It is 35°C today, so it's a good time to start salting the roads.

Gelderland province is salting some roads because the heat caused the recently poured asphalt to turn soft. The salt makes the asphalt less fluid and sticky.

taxation

In a discussion about tolling A15 & A24, an overview of taxation on motoring was provided by the minister.

Tax revenue 2014:
* excise duty (petrol): € 4,042 million
* excise duty (diesel & LPG): € 3,832 million
* vehicle tax: € 3,901 million
* heavy vehicle tax: € 142 million
* vehicle purchase tax: € 1,122 million

Excluded was the VAT over excise duty. That is 21%, which means € 1,653 million.

Total taxation*: € 14.7 billion

* excluding parking fees, fines, ferry tickets, tolls, etc.

Average annual expenditure on roads: € 2.5 billion + provincial / municipal government (no exact figures available, likely in the € 1 billion range)

A67 Eindhoven - Venlo

Minister of transportation Melanie Schultz has promised € 50 million for an accelarated widening of A67 between the Leenderheide interchange (A2/67) and Geldrop. This funding comes from the € 271 million funding that was allocated for the Eindhoven ring road which was cancelled earlier this year.

The best solution would be a full widening of A67 between Eindhoven and Venlo to a minimum of 2x3 lanes. However, Eindhoven - Geldrop is most urgent due to the high traffic volume in combination with a very high truck share.

More information should become available in the fall when the first studies are finished. A six lane widening should be possible for € 50 million and 4.5 km of motorway. Though 2x4 may be a more robust solution given the mix of commuter traffic and truck convoys.

N62 Sloeweg, Zeeland

The N62 upgrade between the N254 and A58 in Zeeland province can proceed, after the provincial government has allocated an additional € 18.5 million to cover the large cost overrun that occurred recently. It appears that the construction cost was unusually poorly estimated, even after only minor works it turned out the construction cost would be € 30 million more expensive than estimated.

This means the N254-A58 segment will be completed as a 2x2, 100 km/h expressway in 2016. However, there is no final solution yet for the N254-N62 interchange, which was planned as a compact half stack interchange to reduce land acquisition (stacks have the smallest footprint of any high-capacity interchange). There were plans to construct a temporary roundabout, but they will find a new solution, which should become clear by early 2016.

More and more, Goeree-Overflakee is shortchanged with lack of good road projects whereas the other islands get some things going on for them.

(Now if only they increased roundabout radii to 30m)

N62 Sluiskil Tunnel + Westerschelde Tunnel

A video of the longest and newest tunnel in the Netherlands, located close to each other in Zeeland province.

The first tunnel is the Sluiskil Tunnel, opened just six weeks ago. The second tunnel is the 6.6 kilometer long (tolled) Westerschelde Tunnel. It is by far the longest road tunnel in the Netherlands.

A4 Steenbergen

The A4 around Steenbergen was officially inaugurated today. It was already open to traffic since 24 November 2014. The national road N259 was officially transferred (or 'downloaded' to use a Canadian term) to Steenbergen municipality today. This concludes the motorway project around Steenbergen.

The project consisted of 15 kilometers of new motorway with 2x2 lanes and a 120 km/h speed limit. There are 7 viaducts, 2 underpasses, 1 bridge and 1 aquaduct. The project cost was € 275 million (€ 18.3 million per kilometer), of which € 60 million was paid for by the regional governments.
