And Australia isn't even a top level side. They're good, but what if Qatar played someone like Spain or Argentina or Germany, etc. in a competition that was taken seriously.

A bid based on Saudi would not succeed for political reasons - but one based on UAE would be feasible, with one group hosted in Qatar - maybe one in Bahrain - even possibly Kuwait (dry) - and groups based in Dubai and Abu Dhabi, maybe Sharjah RAK and Fujairah.... But not Saudi

At this point, I think it is a bit of an optimistic pretense to assume that this is going to have much of an effect on the 2018/2022 hosts. Wouldn't get my hopes up. What matters though is that he is correct. Any objective observer regardless of confederation would agree that CONCACAF is entitled to one of the spots currently belonging to Africa. And World Cup qualifying spots are always a fluid situation. If North American teams bomb out of 2014, then of course FIFA can look at it again for 2018. But based on most recent results, it would make sense for FIFA to make this move.

yes, but the ex-co delegates for Africa will not be objective, they will be wanting what is best for their own confed

I doubt they will want to reward Warner with a WC after he costs them a WC slot
