The spire is massive at 3.5m/12ft diameter! I think its that large so it can actually be seen from ground level. If its gets any thinner it wont be seen and bit of a waste really?

i reckon a chopper would be able to lower someone down on the top when its completed. remember 3.5m dia is quite big. say size of the small swimming pools. not chance of falling except if it sways slightly and has morning dew on top.

Hmm. Sounds like a risky business. You forgot the top of the Burj is designed to sway +-15 meters.

Well I think there must be a light on the tip of the spire for aerial navigation. This needs to be serviced so there must be a staircase the length of it and a hatch at the top for access. It would be fun stepping up the internal ladder with high wind sheer. :P

^no doubt the spire will have internal ladder all the way top top. an 808m tall structure willl definately have a aircraft beacon.
The spire of 323m Q1 here in Australia is 2.4m dia and tapers to 1m at top. There is an internal ladder all the way to top where the beacon can be accessed.

How come all Dubai spires are sliced near the top, instead (Rose Rotana, Burj Dubai, 21st Century) of having a pointed tip? Sigmund Freud could write a book on that.
